    More women equally and meaningfully participate in public life, which allows for the design and implementation of inclusive public and strategies.

    More women equally and meaningfully participate in public life as the Province of Neuquén, through the “Neuquén Equidad ” project, strengthened the mainstreaming of gender equality across public institutions, contributing to the creation of conditions that enable women’s more equal and substantive engagement in public life. A major advancement was the incorporation of a gender-responsive framework into the Organic and Police Personnel Law (Law 3516), which introduced non-discrimination standards, safeguards for equal career progression, and recruitment processes that prevent the entry of individuals with records of family or gender-based violence. These measures help create an institutional environment where women can participate , advance, and exercise leadership on equal footing within the security sector. UN Women’s comprehensive institutional assessment—engaging 3,065 personnel and analyzing 125 normative instruments—generated evidence and recommendations that informed the reform and strengthened internal capacities, particularly on sexual harassment, disciplinary mechanisms, training, and recruitment. Additionally, the development of the 2026–2027 Provincial Action Plan for the Empowerment of Indigenous Women, validated with 120 women and Mapuche authorities, expanded opportunities for Indigenous women to influence decision-making and public policy.     The Network of Women Leaders of Neuquén was formed in the province, a structure that strengthens the associativity and autonomy of women. UN Women contributed through the implementation of the Neuquinas with Impact project, in alliance with the provincial government and a local foundation, to the strengthening of leadership with a gender perspective in the province. The training program designed and implemented for these purposes was systematized in a Manual that hopes to contribute to the replication of the experience in the country and the region and that has 10 recommendations for the training of leadership with a gender perspective. First, the Regional Women's Conference for Latin America and the Caribbean was a key platform that positioned the issue of feminist foreign policy and made it possible to generate exchanges with key figures in the region.     The government of the province of Neuquen developed and launched the Provincial Plan for Gender Equality in 2024. UN Women is providing technical assistance in its implementation, focusing on the promotion of the equal participation of women in the police force, strengthen women's entrepreneurial capacities, and improve the conditions for the economic and political participation of Mapuche women.
