Significant progress was made in 2021 regarding the implementation and strengthening of normative and policy frameworks addressing gender-based violence and developing institutional capacities for planning, implementing, and monitoring policies on violence against women and femicide in Argentina. In coordination with the Ministry of Women, Gender and Diversity, UN Women made a substantial contribution for the adoption of the Comprehensive System of Gender-based violence cases (adopted by Ministerial Resolution 48/2021) , a crucial policy instrument for advancing on data collection and management to inform policies and programs focused on VAWG and femicide, f ollowing the theory of change of the Spotlight Initiative . PRODOC https://mptf.undp.org/document/download/21121 UN Women provided technical assistance for the development of the source code of the System and throughout the year supported the Ministry ´ s team strengthening their capacities for programming, data collection and management . In addition, local gender areas were empowered in data collection with over 100 notebooks delivered to provincial gender -mechanisms nation-wide. The implementation of the Comprehensive System is one of the goals of the National Action Plan to combat gender-based violence 2020-2022 – where UN Women is explicitly identified as a key partner in data collection, monitoring and evaluation the only UN agency to be named explicitly in the document-. It represents a qualitative leap forward for Argentina in terms of data collection and a robust contribution to the design, implementation and evaluation of policies aimed at eradicating gender-based violence. <span style="-webkit-font-smoothing:antialiased;box-sizing:

In 2022, the province of Jujuy achieved the goal of establishing the Advisory Council mandated by the emergency Law on Gender based violence adopted in 2020. Hence, the province -once rated as the one with the highest femicide rate of the country- now has a multistakeholder institutional space for coordination, monitoring and evaluation of public policies on gender equality and gender- based violence, including femicide.
Small women’s organizations were strengthened thorough an innovative process supported by UN Women, securing a space for NGOs without legal registration but proven record of work and experience addressing gender-based violence. In 2022 the Ministries of Security of Salta and Jujuy strengthened their capacities for training police officers and now can better address gender-based violence cases with UN Women support. These tools will also allow the Ministries of Security to mainstream gender in the education process of all new staff, thus ensuring sustainability of UN Women’s support. In addition, as a result of the advocacy work developed with the assistance of UN Women, 10 local governments of the province of Salta signed commitments to establish special services for women with disabilities experiencing gender-based violence, thus advancing in the intersectional approach to gender-based violence prevention, assistance and eradication.
Finally, over 3 million people were reached through an online and radio campaign that widely expanded the voices, messages and priorities of civil society leaders with the support of UN Women. In a country renowned for its vibrant and progressive women’s movement; strategic partnerships with civil society organizations are key.
