    By 2027, populations in CAR, in particular women, children, youth, and other vulnerable groups, will be protected from all forms of violence, exploitation, and discrimination, including those based on gender, in an environment conducive to gender equality.

    To reduce all forms of violence, exploitation, and discrimination, including gender-based ones, in an environment conducive to gender equality, UN Women implements several actions to strengthen the mobilization and coordination capacities of the Ministry of Women and decentralized bodies such as the National Observatory for Gender Parity (ONP), as well as engaged actors in the Central African Republic in the protection of populations, particularly women, children, youth, and other vulnerable groups. These actions include training traditional leaders on preventing gender-based violence (GBV) within communities. This involves workshops organized for traditional leaders, civil society leaders, religious communities, human rights organizations, and the media. These workshops cover topics related to GBV against women, girls, men, and boys, as well as online violence. Next, the creation of community support and alert committees: 30 peer support and community alert committees have been established to combat violence. These committees play an important role in raising community awareness and reducing violent incidents. Through the initiative to support and strengthen the networks of human rights defenders for sustainable contributions to peacebuilding in the Central African Republic, UN Women, in collaboration with UNDP, has enabled: 650 men and women in the project areas, including human rights defenders, to strengthen their capacities in human rights (450 people), gender, results-based management, and project management (200 people) following training sessions. Defenders in each area have sensitized 177 NGO members in Bouar, 229 in Berbérati, 482 in Bambari, and 213 in Bangui. 300 members of women's human rights defender organizations received capacity building on conflict management and the transitional justice process in the CAR and collaborate with the Truth, Justice, Reparation, and Reconciliation Commission (CVJRR). 25 human rights defender associations in Bambari received income-generating activity (IGA) kits distributed across five fields (bakery, small trade, milling, soap making, and sewing) for their economic empowerment. 30 members of the GBV Survivors Movement in the Central African Republic received support for their social reintegration (provision of sewing kits and support for sewing training). A community early warning system has been established in Bambari with communication and visibility kits, allowing defenders to report 86 cases of human rights violations. Survivors have also received legal support.

    In the Central African Republic, UN Women acts as a catalyst to transform the protection of vulnerable populations, but the success of the 2027 vision still depends on the expansion of services, the effective enforcement of laws, and changes in social norms. UN Women Catalyst Actions: - Prevention and response to gender-based violence (GBV): establishment of safe spaces for women and girls. - Advocacy and awareness: national campaigns against violence, exploitation, and discrimination, with a focus on the rights of women and children. - Institutional strengthening: training for the military on civilian protection and gender-sensitive approaches. - Inclusive participation: support for women’s organizations to engage actively in community protection mechanisms. - Coordination: collaboration with UN agencies, civil society, and national authorities for an integrated response. Gaps to be addressed in order to achieve this goal: - Service expansion: insufficient coverage of protection mechanisms in rural and remote areas. - Law enforcement: weak implementation of existing laws against violence and discrimination. - Transitional justice: slow establishment of inclusive mechanisms to address conflict-related crimes. - Social norms: persistence of discriminatory practices and social tolerance of violence. - Resources: limited funding to sustain protection services and strengthen local capacities.

    The Truth, Justice, Reparation and Reconciliation Commission has benefited from the support of the UN Women office in the development and dissemination of the CVJRR gender manual, to ensure that gender and the fight against discrimination are taken into account in all of the commission's areas of intervention.
