By 2025, Governance systems are more inclusive, accountable, effective and have quality data and people live in an environment where the rule of law, labour rights, gender equality, peace and security are respected and effective
As attested by the 2023 OECD SIGI indicator, presented in September 2024, Côte d'Ivoire has succeeded in positioning itself as the "best student of Africa" in terms of combating discrimination against women, mainly thanks to its efforts to strengthen the gender sensitivity of its legal framework and governance system, which UN Women has supported significantly since the start of its activities in the country in 2007 and particularly after its accreditation in 2013. During 2024, the country's progress towards the availability of more inclusive and gender-sensitive governance systems, with the support of UN Women, increased. Indeed, under the observations and guidance of UN Women, gender equality has been retained as a priority axis in the NDP 2026-2030 currently being drawn up to enable Côte d'Ivoire to support the significant participation of women in political life (with the effective and systematic application of the quota law) as well as their empowerment for the achievement of the 2030 Agenda's SDG 5. UN Women has also supported efforts to produce gender-sensitive statistics by the Ministry of Women, Family and Children (MFFE), which for the 4th consecutive year has published its statistical yearbook to better guide the drive to strengthen the gender-sensitivity of public and private interventions. https://www.aip.ci/90928/cote-divoire-aip-le-ministere-de-la-femme-de-la-famille-et-de-lenfant-publie-ses-statistiques-2023/ Additionally, in support of national efforts to create optimal conditions for the application of the quota law (law n°2019-870 of October 14, 2019 for the promotion of women in elected assemblies), UN Women launched during 2024 - with funding from the Swedish International Development Cooperation Agency (SIDA) - a national survey on violence against women candidates to enable Côte d'Ivoire to have factual data and put in place appropriate strategies to address in a relevant way this violence against women during elections, which constitute major barriers to their meaningful participation in political life. Furthermore, with the significant contribution of UN Women, Côte d'Ivoire adopted - during this year 2024 in the Council of Ministers - the 2nd generation of its National Action Plan for the implementation of the UN Security Council Resolution on "Women, Peace and Security (WPS)" (NAP R1325, 2024-2028). https://www.presidence.ci/communique-du-conseil-des-ministres-du-mercredi-20-novembre-2024/ This formal adoption of a NAP R1325 by the Council of Ministers, a first in Côte d'Ivoire, is the fruit of significant support from UN Women to strengthen the knowledge of key stakeholders (notably the Ministries in charge of Women (MFFE), of Economy, Planning and Development (MEPD), Budget and Finance (MBF), Foreign Affairs (MAEIAIE), Security (MIS), Defense (MEMDEF) and National Cohesion (MCNSLP), as well as the National Assembly) on the challenges of the WPS Agenda. This major role of UN Women has been recognized by the Ivorian Government, which asked UN Women, in the Communication to the Council of Ministers (CCM) adopting the NAP R1325, 2024-2028, to coordinate the contributions of Côte d'Ivoire's other partners for the successful implementation of this 2nd generation of the country's NAP. In addition, the main civil society organizations working on gender equality and women's empowerment, supported by UN Women, maintained their influence on Government-led normative, political and peace processes. During 2024, a total of 3 processes were influenced (compared with 2 in 2023). Indeed, as part of the drive to strengthen national cohesion, consolidate peace and national unity, in a sub-regional context of expanding violent extremism and in the run-up to presidential elections in 2025, the Network of Women Peace Mediators of Côte d’Ivoire (REFEM-CI) was selected by the Government as one of the members of the Permanent Framework for Consultation and Collaboration (CPCC) between the Government and civil society. The CPCC was set up on November 21, 2024, at a signing ceremony for a Strategic Partnership Agreement between the Ministry of National Cohesion, Solidarity and the Fight against Poverty (MCNSLP) and member organizations. Strengthening social cohesion: the government and civil society set up a permanent framework for consultation and collaboration. REFEM-CI is also active to strengthen women's participation in the humanitarian response coordinated by the government in the northern regions of the country to the massive influx of asylum seekers fleeing the security crisis in the Sahel. Finally, the Monitoring Committee for Gender mainstreaming in Electoral Processes (CSGPE) is continuing, through its various member organizations, its monitoring to ensure that the recommendations made by all political and electoral stakeholders in 2022 and 2024 are taken into account, to bring the electoral code into line with the quota law (law n°2019-870 of October 14, 2019 for the promotion of women in elected assemblies) before the presidential elections of 2025.

By 2025, the UN system in Cote d`Ivoire coherently and systematically contributes to progress on gender equality and the empowerment of women and girls
In 2024, the UN system in Côte d'Ivoire was able to make a significant contribution to progress in gender equality and the empowerment of women and girls with the support of UN Women. The office has implemented its coordination mandate through the organization of GTG meetings and the annual GTG retreat, as well as meetings of the TFP Gender Sector Group. These initiatives have strengthened cohesion and collaboration between the various stakeholders, while supporting the development of the UNSDCF 2026-2030 to ensure the integration of gender issues into the UN's strategic cooperation framework. At the same time, UN Women provided technical support and coordinated the implementation of the Gender Scorecard recommendations by the UN Country Team in Côte d'Ivoire. An annual review and report on the recommendations of the SWAP-Genderscore card have been produced, enabling progress to be monitored and areas requiring improvement to be identified. These efforts have ensured effective implementation of the recommendations, reinforcing accountability and transparency within the UN system. Finally, capacity-building initiatives have been implemented for key ministries and civil society organizations (CSOs). These initiatives were aimed at ensuring effective implementation and follow-up of CEDAW recommendations, the agreed conclusions of the Commission on the Status of Women, and international human rights and gender equality standards.

By 2025, women and girls have greater access to socio-economic and technological opportunities for their empowerment and to services for the prevention and management of all forms of violence, particularly harmful practices (UNSDCF Outome 6)
The Country Office has strengthened its commitment to improving access for women and girls to socio-economic and technological opportunities, with a view to promoting their empowerment. These actions have led to significant progress in poverty reduction, improved food security, the economic integration of rural women and the promotion of female entrepreneurship. Thanks to a partnership between UN Women, the African Development Bank, the Women Entrepreneurs Finance Initiative (We-Fi) and the International Finance Corporation, 15,000 rural women have seen their productivity, production, marketable surplus and competitiveness improve within 322 cooperatives. The capacities of 50 women SME managers were also strengthened, with a view to improving their competitiveness and business performance. In addition, the country office contributed to the promotion of an equitable and egalitarian care economy in the policies and programs of the Government of Côte d'Ivoire through the policy dialogue workshop on gender-sensitive social protection and the care economy, and the international symposium on women's economic empowerment in West Africa, which raised the awareness of over 180 state actors and development partners. Moreover, as part of a partnership with the Endeavour Foundation, UN Women supported 10 women's cooperatives in the Ity mining area. This program focused on financial education and cooperative management, providing participants with concrete tools to strengthen the economic viability of their activities and contribute to local development. Finally, in 2024, UN Women, in collaboration with six other UN agencies, launched a joint program to reform the Women's Training and Education Institutes (IFEF). This ambitious project aims to support girls and women excluded from the formal education system in Cote d'Ivoire, enabling them to take back control of their lives, make autonomous decisions and improve their living conditions. The program will reform the governance of IFEFs and provide concrete support for the empowerment and integration of female learners, through quality training geared towards learning, entrepreneurship and access to employment. These actions are part of a sustainable drive to promote gender equality, inclusive economic development and capacity-building for women and girls at all levels.

The prevalence of GBV in Côte d'Ivoire continues to give cause for concern. Indeed, the 2023 statistical yearbook of the Ministry of Women, Family and Children, published in March 2024, reports 8,862 cases of GBV recorded and managed. Compared to 2022, this represents an increase of 11.91%, even though cases of rape fell by 8.93%. These figures can be explained not only by the scale of the phenomenon, but also by the significant efforts made by various actors, including UN Women, to raise awareness and encourage victims to seek care. Indeed, positive changes have been facilitated by several key initiatives and collaborations. The #HackathonStopVBG initiative, organized in collaboration with UNFPA and the Fonds Français Muskoka, encouraged innovative solutions to combat GBV and digital violence. The involvement of religious guides and traditional chiefs in the fight against GBV and the promotion of the abandonment of female genital mutilation (FGM) was also decisive. The 16 Days of Activism against GBV campaign also mobilized a wide range of partners and civil society players to raise awareness and combat violence against women and girls. UN Women played a key role in providing financial and technical support for various initiatives. The organization supported civil society in implementing innovative initiatives, and facilitated the training and awareness-raising of nearly 450,000 people through its various communication channels. Its actions have been made possible thanks to financial support from Canada, Japan, UBRAF funds, the Fonds Français Muskoka and UNTFHS.
