Advancing partnerships & resourcing; Effectively influencing for impact & scale.

UN Women ECA RO made strong progress on advancing partnerships & resourcing and effective influencing for impact and scale on GEWE. More than 30 agreements signed with donors that led to over 60 mill dollars mobilized for gender equality programming and strategic note support in the region, with the substantial support from ECARO. Additionally, the Danish Government signed the agreement for 11 mil dollars supporting UN Women strategic notes for Georgia, Republic of Moldova, Ukraine and ECA regional Office (as part of the regional project “women increased leadership for resilient and peaceful societies). Regional and national women’s rights organizations/civil society organizations effectively engaged in the regional review process in the lead up to the global review of the Beijing Declaration and Platform for Action (1995) in 2025. UN Women launched a call for applicants to set up the Beijing +30 Civil Society Steering Committee for Europe and Central Asia, to ensure this coordinated engagement. On nurturing existing partnerships, representatives of Member States, including the senior OSCE officials, United Nations Department of Political Affairs representatives and civil society increased their knowledge on the threat to women’s voice in democratic institutions during the 2023 OSCE/ODIHR Warsaw Human Dimension Conference. UN Women ECARO highlighted at the evet violence against women in politics; the importance of supporting women led organizations and women human rights defenders in their work in the conflict and post-conflict settings; and challenges for Women, peace and security in Central Asia and across the OSCE. The Regional Coordination Board of gender institutional mechanisms in Western Balkan accessed the draft Roadmap for the Western Balkan, developed by ECARO in consultation with the board. CO and CSO representatives agreed on the next role and actions of the Regional Coordination Board of gender institutional mechanisms in Western Balkan (Regional Coordination Board [1]) during a meeting hosted by UN Women ECA RO with the Western Balkans CO representative. 233,606 people accessed advocacy messages through the UN Women ECARO website in 2023. Additionally, in 2023, through the launch of the RO LinkedIn account, the RO gained a 10% increase in overall online following, bringing the total number to 122033. This increase is a result of the RO Communications Team’s preparation, publication and dissemination of 305 stories and communication pieces, including press releases, articles, interviews and statements aiming to promote UN Women’s key strategic advocacy messages as well as the work of COs, NRAs, the RO and HQ. ECARO implemented dedicated communication interventions for three flagship initiatives, namely, Women’s Entrepreneurship EXPO , the Generation Equality Regional Midpoint Event and 16 Days of Activism . All these efforts have been instrumental in building bridges and bringing key partners together to continue protecting and advancing the rights of women and girls in the region and to ensure it is maintained and enhanced during the next period.

Advancing business transformation.

ECARO was on track to advance business transformation during 2023. 75 % of COs met milestones according to the change management strategy. Currently there are 8 COs with a typology size (3 Small, 3 Medium and 2 Large) and the 10 NPPs. ECARO continued high-level discussions on presence in Central Asia, including in Uzbekistan (P4 Country Manager was posted to facilitate development of UN Women country programme) and the Liaison Office in Almaty, Kazakhstan, to foster strategic partnership and resource mobilization for sub-regional programmes. The Country manager in Uzbekistan provided technical support for the Common Country Analysis (CCA) update for 2023 based on recent legislative, structural and programmatic changes in the country context on gender equality and women's empowerment. The training also conducted for UN Staff member in Tajikistan to ensure accurate Gender mainstreaming markers (GEM) are applied to the joint work plans across UNSDCF in the local UNCT. In 2023 ECARO established Community of Practices (CoP) on women economic empowerment (WEE) and gender responsive budget (GRB). This followed a functional review of the RO where WEE was identified as one of the most demanded but also least serviced areas in ECA. Thuse ECARO in total facilitated 9 regional CoP/Groups, including on WPP, WPS, Resource Mobilization, Coordination, Communication and Programme Management as well as Operations Managers Group. The CoP on WPP in ECA was maintained by ECARO in 2023 via the COP listservs, online meetings, and updates and queries to the global CoP. ECARO CoP on WPS supported COs on joint advocacy and key messages, and contributing to WPS events and processes and the WEE COP supported knowledge exchange in a frame of Regional Spotlight Programme. A series of knowledge and advocacy tools were made available and used: 1) participation of women from a Europe and Central Asia in UN peacekeeping; 2) women in diplomacy comms package; 3) mapping of key think tanks and research partners; 4) ECA WPS In Focus page was activated; and 5) the region specific inputs for drafting UN SG WPS 2023 annual report, the global YPS report, etc. CSW67 subregional preparatory consultations for Central Asia were conducted in February 2023 in a frame of AsiaFem, a virtual platform for knowledge exchange within Central Asia as part of the UN Women sub-regional roadmap developed in 2022. AsiaFem will be activated in 2024 with a technical support of the head of UN Women Central Asia Liaison Office. Policy makers in the ECA region have access to a comprehensive data source to address gender inequalities in the region as part of the global initiative “Women Count” through a series of knowledge products, and four gender data collection initiatives on EVAWG and WEE (Armenia, Georgia, Kazakhstan, Kosovo). Two platforms for gender data and knowledge were strengthened (Georgia, Kyrgyzstan). In 2023 ECARO started to support development of Country Gender Equality Gender Equality Profile (CGEP) for Kyrgyzstan (to be finalized in 2024) and development of GE snapshot for Uzbekistan. Four COs will be supported in 2024 to develop CGEPs - Albania, Armenia, Georgia and Ukraine. To achieve these results, UN Women partnered with the UNECE, UNFPA, UNODC, women's rights organizations and maintained strong partnerships with the National Statistics Offices to ensure that the governments have capacities to monitor SDGs achievement.

Nurturing an empowered workforce and advancing an inclusive and advancing inclusive UN Women culture.

ECARO has continuously provided learning opportunities, knowledge sharing, capacity building that includes all Programmatic and operational areas.

Effective normative, programmatic and coordination products, services and processes.

UN Women RO made progress towards effective normative, programmatic and coordination products, services and processes during 2023. The Ukraine CO submitted a new SN for one year (2024 ) under the UN Transitional Framework which covers 2024. The draft SN was reviewed by the ECA RO and approved with no objection by Anna-Karin Jatfors Director, SPRED on November 15, 2023. All the Bi/annual Work Plans (WPs) for the ECA region (2024-2025), including the Regional Office for Europe and Central Asia, were revised and finalized in RMS on due time. ECARO provided substantial inputs and peer review during the regional peer review meeting on annual work planning process. All field office annual reports for 2022 were drafted, reviewed and finalized with detailed quality assurance by ECA RO and the preparation support for the annual reporting 2023 was provided. Project Managers from all ECA offices (90 participants) strengthened their skills and knowledge on project management, including in areas of international best practices on PPM, project cycle management, stakeholder management, project governance, and operational enablers of project management as a result of a 5-days training, organized jointly by ECARO and HQ PSMU. The training allowed cross-regional (with Asia Pacific and Arab States) and cross-office networking and exchange of knowledge; a dedicated session on Humanitarian Response was embedded as part of the training and concrete findings and recommendations were made related to the subject. Overall, participants were very happy and found the training and applied tools especially useful. During 2023, ECARO finalized the regional evaluation on “Capacity Development support to partners in the ECA region” and issued the Management response , uploaded in GATE. One of a key recommendation from this evaluation suggests that the ECA Regional Office should take a stronger lead on knowledge dissemination (including dissemination of any potential corporate guideline on capacity development), knowledge generation from the country level and facilitation of knowledge exchange and communities of practice, both among UN Women personnel and prominent partners. While some regional exchange and communities of practice have naturally grown within specific projects in the ECA (gender-responsive budgeting, Gender Equality Facility and others), there is a need for systematic and continuous exchange that would be more influential on both intercountry learning and the shaping of corporate capacity development policies and approaches. In the longer term, UN Women’s grant-making policies to all partners, but in particular to civil society partners should provide more space for strengthening the organizational/institutional sustainability of capacities and other results of capacity development. UN Women should identify a modality to ensure longer-term follow-up support and monitoring and evaluation of the results of its capacity development support to those groups.
