Advancing partnerships & resourcing; Effectively influencing for impact & scale.
In 2024, UN Women ECARO made strong progress on advancing partnerships and resourcing and effectively influencing for impact and scale on GEWE. With substantial support from ECARO, 34 agreements were signed with donors that led to over 58.9M USD mobilized for gender equality programming and strategic note support in the region. Additionally, RO has provided substantial support to Country Offices that led to the mobilization of a total of 9.35M USD resources in 2024: 2M USD funding from Canada on green economy and 4M USD funding from ADA was secured for the Republic of Moldova, in addition to 2M USD funding from USAID on WPS and 1M USD from Germany towards the SN for Ukraine, as well as 350,000 USD from EU on WEE for Kyrgyzstan. ECARO continued strengthening the partnership with the Danish Government and officially launched the regional programme with a financial volume of 10.7M USD aiming to support implementation of UN Women strategic notes for Georgia, Republic of Moldova, Ukraine and ECA Regional Office. ECARO has also secured a partnership with UNFPA through MPTF SDG Funds to promote data statistics in the region.
During the RM retreat, ECARO has led mini donor roundtables with SIDA, Norway, Germany, EU, AFD, EIB to continue advancing joint partnerships and cooperation. This led to securing 1M USD for SN for Ukraine from Germany. ECARO has continued advancing its partnership with IFIs. With EBRD, the following events and activities were implemented throughout 2024: joint advocacy events such as Women Entrepreneurship Expo; joint side events at COP29; launching a joint study in Uzbekistan; developed jointly a GRB training manual which will be the standard one to be used in all training on GRB for public officials. In addition, the partnership with AFD secured funding for UN Women Serbia and opened the path to exploring expansion in Albania. With EIB, the partnership has been strengthened through their participation in RM retreat and partnering on Gender Responsive Toolkit development.
Following recommendations from the IAS Audit and Functional Review of 2024, ECARO continued undertaking important measures to streamline and strengthen different functions of the regional office. A PSMU unit was set up to provide better programme support to field offices, the Operations Unit was strengthened through regularizing ICT positions, setting a stable Finance Unit structure and right profiling the Procurement Unit by establishing a Regional Procurement Specialist function. The Communications Unit has been strengthened under an international Communications Specialist (P3) and working systems have been set in place to promote greater synergy and collaboration among thematic units (policy and programme) and cross-cutting functions of the office.
Moreover, in 2024, ECARO significantly strengthened its monitoring and reporting (M&R) organizational capacity in alignment with RBM standards. A Planning, Monitoring, and Reporting (PMR) Team was established, consisting of the Regional Strategic Planning and Knowledge Management Specialist (P4 level) and the M&R Specialist (NO-C level) to provide technical guidance and day-to-day support to COs and ECARO. A Regional Coordination Specialist was also recruited to lead all UN coordination efforts at regional level, namely, the IBC-GE, and provide timely support to field offices to ensure sound gender mainstreaming in 12 UNSDCFs in progress in the region.
The reclassification of Kazakhstan CO from Medium to Small office was requested to better match the current resource mobilization landscape in the country.
Moreover, ECARO has launch in 2024 a region-wide learning initiative for all personnel, ECALearn Initiative, aiming to increase the capacities and address the training demands of personnel at all levels. Following a regional learning needs assessment, a learning strategy and implementation plan were developed. In the first months of implementation, 119 personnel at all levels were supported in capacity development across the region. Under the HRBP, a Strategic Consultant and a Learning and Development (L&D) Coordinator, the initiative will continue in 2025.

ECARO has continuously provided learning opportunities, knowledge sharing, capacity building that includes all Programmatic and operational areas. The region has encouraged office retreats and regular all staff meetings to ensure information is shared widely and all personnel are included in decision making on enabling environment, staff well-being and work-life integration .
Effective normative, programmatic and coordination products, services and processes.
In 2024, UN Women ECARO reinforced its streamlined approach and enhanced synergies to effectively implement the triple mandate, ensuring a cohesive and integrated strategy across normative, programmatic, and coordination functions. A key milestone was leveraging its normative mandate through the B+30 regional review process, which provided a strategic platform to assess progress, identify gaps, and set priorities for advancing gender equality and women’s empowerment in alignment with the Beijing Platform for Action and the Sustainable Development Goals (SDGs).
ECARO led multi-stakeholder dialogues on critical thematic areas, including WPS , GiHA, DRR, WPP, GRB, EU Accession, WEE, Climate Change and Social Norms, engaging government representatives, civil society organizations, and UN partners. By synthesizing key findings, ECARO positioned itself as a regional leader in producing data and knowledge, driving evidence-based policy recommendations, and fostering stronger accountability mechanisms for gender equality commitments.
Capacity-building support was provided to CO/NPP teams in WPP, GRB, gender data, WPS, WEE, Climate Change, GiHA, and data/statistics, ensuring alignment with the 2023 functional review outcomes. ECARO also advanced its Learning and Development Strategy through the “ECALearn Initiative,” fostering a culture of knowledge sharing and professional growth, with over 160 CO staff members benefiting from learning opportunities.
Strategic partnerships were pursued with longstanding donors, including the EU, Sweden, Japan, Norway, Switzerland, and the UK, while securing new funding sources, such as direct SN funding from Denmark. Organizational efficiency was prioritized by aligning efforts with lessons learned, functional review findings, and IAS audit recommendations.
Organizational capacity was further strengthened with the onboarding of key staff to support core functions, including a Regional Strategic Planning Specialist (P4), Monitoring and Reporting Specialist (NOC), UN Coordination Specialist (P4), and Communication Specialist (P3). These efforts underline ECARO’s commitment to delivering effective normative, programmatic, and coordination products, services, and processes while bolstering institutional capacity and donor engagement.
