By 2027, women and girls realise their rights in the social, health and livelihood spheres, as laid out in the Egyptian Constitution, and their leadership and empowerment are guaranteed in a society free of all forms of discrimination and violence against women and girls.
In 2024, two fierce wars continued on Egypt's borders (Gaza and Sudan) and Lebanon was under attack as well, significantly destabilising the region and Egypt's already heavily impacted economy. Policy level changes on gender equality have been minor but there is increasing momentum for advancing women’s labour force participation and women-owned business opportunities as a key driver for riding the economic storm. Women have increased representation on the boards of directors of public bodies and their business sector companies, as a result of a presidential decree. UN Women contributed to this result through providing more women with capacities to enable them to serve well on these boards. Avenues in both public and private sector continue to be significant and accentuate the importance of green and climate smart approaches with a gender lens.UN Women capitalized on that attention by ensuring climate smart approaches are more integrated into the results chain of newly developed projects. UN Women reached approximately 240,692 through its partnership with the Government of Egypt’s national programme on enhancing women’s financial inclusion through an innovative digital banking mobile application developed through UN Women’ support. Furthermore, UN Women reached 3000 women through job placement, entrepreneurial support and employability skills development, ensuring a decent income generating opportunity for them. In 2024, UN Women has continued its support to the strengthening of policy and regulatory frameworks to prevent and respond to violence against women and girls (VAWG) through the generation of research, evidence and analyses of trends on women’s rights in the context of family and personal status legislation as well as creating safe spaces for women and girls. It has also provided essential services for 200 women who have experienced gender-based violence and reaching 46,600 women through national and community-led behaviour change initiatives and campaigns

Assuring an accountable organization through principled performance: UN-Women is an accountable and trustworthy development organization that manages its financial and other resources with integrity and in line with its programmatic ambitions and fiduciary obligations.
In 2024, following the currency in March, ECO focused its efforts in adjusting its programming budgets to off-set the impact of the devaluation.

[Advancing partnerships & resourcing; Effectively influencing for impact & scale:] UN-Women effectively leverages and expands its partnerships, communications and advocacy capabilities to increase support for and financing of the gender equality agenda, while securing sustainable resourcing for the delivery of its own mandate.
UN Women coordinated one new joint programme with the UNTFHS, as part of an intergaency partnership on tech-facilitated violence against women and girls. ECO has also reached an advanced stage in its conversation with KOICA to secure funding for the humanterian response in Egypt to support the livelihood and protection of refugee women and host community nationals.

[Advancing business transformation:] UN-Women strategically plans for and transforms its business model to deliver impact at scale, through agile and ethical leadership rooted in a continuous improvement culture.
The Government of Egypt executed approximately 50% of the ECO's overall advances, allowing for UN Women to reach multiple governorates and many women. However, in 2023 and 2024, UN Women's overall delivery was impacted significantly by both administrative delays as well as interministerial coordination issues. UN Women highlighted this as a challenge in their cover note for the 2025 AWP submission to the ROAS team to provide more support going forward on how these partnership modalities could be differently contracted to avoid such large advances remaining unliquidated.
