Women leaders effectively participate in and influence decisions in political institutions at Federal and Regional levels.
UN Women contributed for women leaders to effectively participate in and influence decisions in political institutions at Federal and Regional levels. As an evidence, UN Women strengthened the capacity of 633 women leaders through transformative leadership skills and decision-making training to enable them lead and participate in decision-making processes and structures at all levels. UN Women has also enhanced the capacity of 75 women leaders drawn from federal and regional level government entities (Amhara and Oromia Region), CSOs and emerging young women leaders on transformative leadership and coaching programme. The training and coaching programme has enhanced participants leadership skills ,in particular their transformational leadership competencies and created an opportunity for participants to network and establish a platform of women leaders for a peer-to-peer coaching group, which was also attested in a refreshment training during the reporting year. In the reporting year, UN Women supported Transformative Leadership for Gender Equality (TLGE) Training Center in Bahir Dar University. Specifically, UN Women supported the construction of training room partitions and the designing of the overall layout of the training centre to ensure it is operational in the year 2021. Building up on the institutionalisation of a transformative leadership for gender equality training programme for women leaders, UN Women supported the development of Women Political Empowerment curriculum and draft curriculum is completed. The curriculum is expected to be rolled out in the year 2022 to ensure elected and appointed women are equipped with the skills to increase their legitimacy and standing within political structures. To ensure the increased availability of pool of trainers, including in Afan Oromo, a Training of trainers (TOT) on adult learning skills and applying the transformative leadership for gender equality training curriculum was provided to 18 (12 women, 6 male) core trainers of UN Women using the transformative leadership for gender equality curriculum of Bahir Dar University. After the training, four of the trainers have participated in the capacity building training held in collaboration with MOWSA targeting 50 women leaders. UN Women supported the development of mentorship booklet for a mentor and mentee after launching the mentorship programme in Amhara Region in the presence of 767 participates (467 women leaders and 300 men leaders). The mentorship booklet is user-friendly guide for mentors and mentees to be used during the mentorship programme.

Women are perceived as equally legitimate and effective political leaders as men
Ethiopia is benefiting from enhanced media capacity on gender equality and women’s empowerment. This has been achieved through training of media on gender equality and gender responsive reporting, with UN Women’s technical support to its local partners. In 2021, capacity of 175 journalists and editors (117: 55 women, 62 men) and Ethiopia Media Authority (EMA) media monitoring staffs (58 26 women and 32 men) were trained on gender equality, elections, and gender responsive reporting. In addition, 43 (16 women, 27 men) advertisement producers of AD agencies; content editors were targeted through Gender Sensitive Advertisement Production training. As a result of the media training, three community radio medias were able to secure a permission to report on the election, after Ethiopia Media Authority communicated to the National Election Board of Ethiopia (NEBE) on the lack of access for community radios to report on elections. Two media programs were developed and transmitted via radio highlighting the training added value and promoting gender quality and the role of women in leadership and participation in decision making. To amplify women’s leadership role in COVID-19 response efforts, UN Women produced and aired two TV programmes profiling Sister Nigat Woldehawaryat, a Director of Nurses Department in COVID-19 treatment centre, highlighting women’s effort as frontline responders to the pandemic and Ethio-Telecom's Chief Information Security Officer, Ms. Mekdes Mintesnot showing the role Ethio- Telecom played in creating awareness on the precautionary measures of the COVID-19 prevention and mobilizing the public through its wider outreach program under women’s leadership. Moreover, perceptions of 1917 participants (959 women and 958 men) community members in Amhara Region was strengthened on the importance of women in leadership and participation in decision. This was conducted through the implementation of 64 community dialogues including using women as community dialogue leaders challenging stereotypes and social norms about women’s leadership role and creating positive role model within the community that women can effectively lead and confidently express themselves. In addition, through a gender forum, 190 (130 women and 60 men) participants from gender machineries, political parties, National Election Board of Ethiopia (NEBE), CSOs, academia and media were targeted to promote women political participation in Amhara Region which led into a discussion by the ruling party to bring more women candidates for the 6th General Election in Ethiopia in Amhara Region. In the reporting year, UN Women also supported CSO coordination mechanism set up to coordinate the CSOs work in promoting gender equality and women’s leadership in light of the 6th general election. To this effect, UN Women organized a workshop on “Strengthening Civil Society organisations (CSOs) Engagement and Coordination for Women Empowerment in Leadership and Governance in Ethiopia” bringing together 18 local CSO’s and four CSO representatives from Tanzania, Zambia, Uganda, and Siera Leone for a south -south experience. The workshop was successful, and a coordination action plan was developed and adopted. The coordination platform led NEWA, a UN Women partner CSO and other local CSO’s (Timran and Setaweet) was successful as it helped to curb duplication of efforts by CSO’s working around the election. To promote evidence-based advocacy in the thematic area, a national study on the implementation of temporary special measures in political, social and economic spheres in Ethiopia is undertaken in collaboration with Ministry of Women and Social Affairs (MoWSA). The draft national study is completed, and validation workshop was conducted in the presence of 42 (20 female and 22 male) national and regional government stakeholders to enrich the study. The study will be sued as an advocacy tool in the year 2022 to promote the implementation of temporary special measures in Ethiopia. The outcome was partially achieved during the course of 2021. Capacity building, awareness raising and consultative meetings on Women peace and Security has been conducted and there are ongoing discussions to establish steering and technical committees to develop National Action Plan on Women Peace and Security. The activities have contributed to the awareness of CSOs and government bodies that Ministry of Women and Social Affairs and Ministry of Peace has pledged to support the development of National Action Plan on Women Peace and Security. UN Women has contributed to the progress through technical and financial support to Ministry of Women and Social Affairs, advocating for inclusion of CSOs in the process and building the capacity of experts and practitioners. With these 114 people (68 women and 46 men) from CSOs and government have participated in the events. UN Women has partnered with MoWSA to achieve the results. There is a progress towards achieving the outcome, but needs more advocacy, awareness raising, capacity building and baseline studies to take the activities further have more impact. If successful, Ethiopia will have its first national Action Plan on Women Peace and Security and the role women play in peacebuilding and conflict resolution will be recognized, and women can play great role bringing sustainable peace.

Fiscal laws, policies and strategies of the Government to prioritize budgetary allocations in favour of GEWE
Some progress has been done towards the achievement of the outcome. The gender audit manual revised and finalized in 2022 which is the first in its kind. UN Women provided capacity building training using the manuals for 22 senior auditors to conduct financial and performance audit from gender perspective which is the first practice in Ethiopia, previously sectors audited only from the financial and performance aspects of each sector without considering gender. Currently following the enhanced capacity of experts OFAG established a team of experts in one of its directorates that will be working on the gender audit and started auditing the Ministry of Health (MoH) as a pilot sector which shows its commitment to execute the audit manual. In the coming year the team of expert will be provided further training and the audit manual will be revised based on the audit findings on Ministry of Health. In addition, the gender equality strategy for Ministry of Finance finalized, the strategy will guide the overall approach used to mainstream gender in the policy making as well as day to day execution of the ministry’s activities. As a result the gender directorate of the MoF included most of the pillars from the Gender Equality Strategy (GES) on their annual work plan to be implemented in 2014 E.C. UN Women also organized a discussion forum on the outcome of the assessment on resource allocation within the Transformation Plan II (GTP II) from gender perspective. The discussion forum were abled experts from different sectors to share some of the best practices with respect to resource allocation for GEWE in different sector offices at regional and federal level.

Strengthen the production of gender statistics to enable the monitoring of national policies and reporting commitments under the SDGs.
The production of gender statistics has been strengthened to enable the monitoring of national policies and reporting commitments under the SDGs. UN Women supported the Central Statistics Agency to conduct a Gender Asset Gap Survey (GAGS). The GAGS which is the first of its kind for Ethiopia measures the gender wealth gap and provides data on SDG Goal 5, target 5(a) and indicator 5(a.1). The Survey has a national coverage except, Tigray Region because of the conflict situation. UN Women hired technical experts in the area to support CSA in the development of the questionnaire and the tabulation plan, prior to the training of trainers to supervisors and trainings for enumerators on administration of the Survey. The trainees conducted the collection of data from 24,200 households. UN Women also organized Report Writing Workshop for CSA experts and UN Women consultant to develop the draft report. The final report will be validated and published through UN Women support in 2022. UN Women further strengthened the national reporting on national development plans by strengthening the National Gender Information System (NGIS) in Ministry of Women and Social Affairs (MoWSA). UN Women, UNICEF and African Development Bank (AfDB) supported MoWSA to develop and officially launch the NGIS in 2020. The NGIS which ought to have a national coverage for improved reporting on national development plans which are aligned to SDG gender-related indicators has been cascaded to nine regions leaving out the newly formed Sidama Regional State. In 2021, UN Women purchased IT equipment for MoWSA to cascade the NGIS to Sidama region. UN Women will continue to closely work with MoWSA to ensure the effective running of the NGIS. To standardize the data collection tools and improve reporting UN Women, in collaboration with CSA conducted a review of existing data collection tools and survey manuals from a gender perspective. The review process was followed by the production of a Standard Data Collection Tools for CSA main statistics divisions, namely, agriculture, business, household and vital statistics to make them gender responsive. The review also covered six sectors, Ministry of Agriculture, Ministry of Water, Irrigation and Energy, Ministry of Education, Ethiopian Roads Authority, MoWSA, and Planning and Development Commission (now Ministry of Planning and Development). The findings of the Review has been endorsed by CSA management awaiting implementation. Where CSA and sectors implement the revised Data collection Manuals and proposed changes, it will standardize administrative data collection which will strengthen the overall reporting on national and global development plans by making it gender responsive. UN Women will continue its support and advocacy work, including by building the capacity of CSA and sector ministries on gender-responsive reporting, to support the implementation of the findings of the Review Report. The role of non-traditional actors in producing and using regular gender statistics is critical to strengthen the reporting on SDGs and national development plans. Accordingly, UN Women implemented a Pilot Project on the Collection, Analysis and Use of Citizen-Generated Data for reporting of SDG-5 and gender-related indicators under the SDGs with International Institute of Rural Reconstruction (IIRR). Under the project, implemented between December 2021 and December 2022, A Guideline on the Collection, Analysis and Use of CGD is developed and used to build the capacity of civil society organisations and statisticians from Amhara Regional State and Federal. Furthermore, a Community of Practice on CGD is established among CSOs that will be engaged to continue the efforts in improving the use of CGD in Ethiopia. The project implementation was made based on a baseline assessment on the status of CGD in Ethiopia. The Guideline will be published and widely disseminated in 2022 where UN Women aims to expand its partnership with selected CSOs to produce gender data using CGD as a tool. As noted from the various initiatives implemented under the outcome, in order to strengthen the production of gender statistics, the focus needs to go beyond producing gender data and addressing the root causes affecting the regular production of gender statistics. With this background, UN Women will focus on strengthening the data collection system not only at the CSA level but at administrative level to improve the capacity of the National Statistical System to produce regular and comparable gender statistics.
