Systems of accountability in place to hold duty-bearers to account to deliver on GEWE commitments in national and international frameworks

The outcome was not achieved during the year 2021 and the revised performance levelling tool and accountability directives were not finalized and used to assess sectors during the reporting period. However, significant progress has been made in expanding systems of accountability through the development and roll-out of the ‘Gender Accountability Framework’ to assess the performance of CSOs on GEWE. In addition, the consolidated review of the National Policy on Ethiopian Women (NPEW) has been completed with clear recommendations for the revision and preparation of Ethiopia’s first gender equality policy. Ethiopia was also able to submit international reports on progress on GEWE including the mid-term report as per the recommendations of the CEDAW Committee on Ethiopia’s 8th Periodic Report. UN Women Ethiopia contributed significantly to the achievement of these results through provision of financial and technical support. The Gender Accountability Framework was developed through the project with the International Institute for Rural Reconstruction (IIRR) on citizen generated data to which UN Women provided the financial resources and continuous technical support. UN Women ECO was part of the task force for the review of the NPEW which guided the process of revision and also supported consultations and high-level dialogues during the review process. Technical support was provided for the preparation of the mid-term report on CEDAW. In addition, UN Women provided a ToT on Result Based Management, Partnership and Advocacy for exerts from the MoWSA and regional bureaus of women and social affairs to enhance the capacity of NWMs to influence and monitor the implementation of national and global commitments. UN Women collaborated with a range of partners for progress towards the achievement of the outcome including the Ministry of Women and Social Affairs, IIRR, CSOs and UN agencies. The progress is indicative of the fact that UN Women ECO’s strategy and ToC are on track to achieve the outcome. In this regard, UN Women will continue to engage with Government of Ethiopia (GoE), particularly the Ministry of Women and Social Affairs to finalize and roll-out the accountability directive and the revised leveling tool. UN Women ECO will also continue support the development a gender policy and has in addition secured a grant from the Bill and Melinda Gates Foundation for the preparation of a Gender Equality Roadmap of Ethiopia to serve as implementation roadmap for the gender policy. The success of the strategy will signal significant developments in the lives of women and girls in Ethiopia. The development of an inclusive and transformative gender policy and accompanying gender equality roadmap will chart the way for enhancing gender equality and women’s empowerment as aligned with international, regional and national commitments. This coupled with enhanced performance of sectors and regional states on gender mainstreaming and a strong accountability framework will create transformations in the lives of Ethiopian women and girls. The progress during the reporting year was possible through adopting a flexible strategy as evidenced by the development of accountability framework for CSOs which remains a strong lesson.

Enhanced coordination, coherence and accountability of the UN system for commitments to GEWE

UN Women is mandated to lead, coordinate, and promote the accountability of the United Nations system in its work on gender equality and the empowerment of women and girls, including in humanitarian action. To this end, UN Women is an active participant in the Ethiopian Humanitarian Country Team to integrate gender into coordinated humanitarian action at the strategic leadership level. In addition, UN Women enhances coordinated gender integration through its participation in the Inter-Cluster Coordination Group (ICCG), inter-agency HNO Analysis Working Group, and Protection Cluster and GBV/CP AoR and provision of technical guidance. UN Women has advocated for the establishment of a network of gender focal points (GFP) within the UN Liaison Team. The aim of the network is to coordinate gender mainstreaming in UN system support to the AUC and AU Member States in a streamlined manner. The GFPs have contributed to a UN Women led mapping exercise that identified UN joint GEWE initiatives with the AUC. Moreover, the members have participated in the development of a baseline gender capacity assessment report that has drawn recommendations for enhancing gender mainstreaming in UNLT.

High quality of programmes through knowledge, innovation, results-based management and evaluation

Both Ethiopia Country Office and Liaison Unit’s knowledge management functions been recognized by UNCT, HCT, AU and other stakeholders evidenced by, among others, requests for UN Women’s leadership in coordinating collaborations around knowledge generation. Both Ethiopia Country Office and Liaison Unit’s tracked the implementation of programmatic activities, policies and identified good practices on GEWE. To ensure accountability, to learn and to facilitate evidence-based decision-making in 2021, UN Women finalized the Country Portfolio Evaluation of the current Strategic Note (corporate evaluation) started in 2020 with the support of a national and international consultants. While UN Women Ethiopia Country Office (ECO) has increased its program footprint over the past years, ECO fully agrees that there is a need to shift focus from outputs, activities and incremental progress to transformational outcomes and impact. More streamlined approaches, strategic positioning, a consistent focus on outcomes, and a robust results-based management and reporting system will be put in place to realize strategic results. The Mid-Term Evaluation (MTE) of Women Count programme and Evaluation of Transformative Financing for Gender Equality programme have been finalized to inform a next phase of programming.

Improved management of financial and human resources in pursuit of results

UN Women ECO provides mechanisms, capacity and enabling environment for staff to deliver results on GEWE. During the year, staff were trained on Atlas and general financial management, procurement policies and processes, PMD tool and other online learning. The HR function coordinated with all teams on staff planning, recruitment and performance management to ensure staff with the right skills were recruited and retained for programme implementation. Flexible and remote working arrangements continued to be provided to staff due to the COVID19 pandemic. Staff were provided with necessary communication/internet facilities to facilitate their work. In addition, safety, security and health services were provided through the UN common services. On security, staff were provided with a one off security allowance to enhance security measures at their residences. Regular reports on finance and budgets were provided to programme teams and management to track budget implementation and aid decision making on programme management. Procurement of goods and services was impacted by the COVID19 pandemic and the conflict/fighting in some parts of the country with some goods/services not available or not delivered on time. The restrictions on travel due to COVID19 prevented the implementation of a number of capacity building activities and travel for staff and management. Key achievements on Infosec security included staff training, roll-out of multi-factor system authentication, device management and updating of anti-virus/malware software. Different teams regularly participated in UN coordination and working groups including OMT, Finance, HACT, Procurement, ICT, HR, Communication. The participation in these groups ensured UN Women interests were protected and to benefit from various initiatives from the UN system. Through orientation of partners on programme and financial management and spot check on financial management, ECO staff provided capacity building to partners. In addition, ECO staff followed up with partners on implementation of audit recommendations from previous year and facilitated the 2020 partner audits for which all audit reports were unqualified.

Increased engagement of partners in support of UN Women's mandate

UN Women has increased its engagement with its partners by strengthening existing platforms on GEWE as well as by fostering a new one. The Civil Society Advisory Group (CSO-AG) continued to be an essential platform to enable CSOs to support UN Women’s mandate. UN Women launched the fourth batch of the CSO-AG in August 2021 that brought together five new international and national CSOs to its partnership log and maintained the representation of 7 CSOs as a member. Furthermore, UN Women continued engaging with its development partners through the Donor Group on Gender Equality (DGGE). The DGGE, co-chaired by UN Women and Netherlands Embassy, met in 3 regular and 2 adhoc meetings in the budget year. Its increased engagement in current and emerging issues affecting women and girls saw a growth in the participation of new development agencies as members in 2021. UN Women, as a co-chair of the DGGE, supported and led on the establishment of a Sector Working Group on Gender Equality (SWG-GE) with the Ministry of Women and Social Affairs. The SWG-GE was launched in February 2021 as a coordination structure that brings together Government of Ethiopia and development partners to facilitate dialogue and partnership to deliver on gender equality and women’s empowerment. Members of CSOs have been integral part the 10 policy dialogues convened by UN Women Liaison Unit in 2021, they have been instrumental in ensuing voices from grassroots are represented in high-level policy platforms. GIMAC, a network of CSOs from across Africa co-convened a dialogue on the role of Young Women in peace and security and ensured the engagement of young women peace advocates from grassroots level. Moreover, UN Women and GIMAC have reached to a consensus to institutionalize partnership through Memorandum of Understanding in 2022. Furthermore, UN Women through SIARP established the civil society regional reference group (CSRRG) is a group of 15 pre-eminent regional CSO experts on eliminating VAWG and harmful practices (HP), on women’s rights, as well as on gender justice more broadly that will be selected in the SIARP. The CSRRG is expected to provide advice on the overall strategic direction of the Spotlight Initiative and on cutting-edge policy issues on eliminating VAWG and HP with reference to the needs of local and regional women’s movements.
