Enhanced co-ordination, coherence and accountability of the UN system for commitments to gender equality and women’s empowerment

It is through UN Women’s leadership within the UN system and interagency architecture where strong synergies are achieved among UN Women’s composite mandate of normative support, UN system coordination, and operational activities. UN Women is an active member of the UN Country Team and plays key roles in several other interagency groups, including Co-chairing the Outcome Group 2: Gender Equality (OG2) and Chairing the Operations Management Team (OMT). Further, UN Women actively takes part in the UNPS Coordination Group at the Deputy level, in the Data, Monitoring and Evaluation group (DMEG), in the UN Communications Group, and in each of the other 5 UNPS Outcome Groups. This comprehensive support and coverage help to ensure that the UNPS in mainstreamed in practice. UN Women also provides executive secretariat services to Outcome Group 2 through a full-time coordinator. This designated support provides a key role to guide and support the group functioning and allows for increased opportunities for joint initiatives and programming. The group jointly supports the development of Joint Country Action Plans for all 14 PICTs, human rights treaty reporting, UN observations days, UN staff capacity building initiatives. In 2021, the OG2 supported gender mainstreaming in the development of the UNSDCF, primarily with the strengthening of gender mainstreaming in the 14 country CCAs and 1 Regional Multi-Country Analysis and in identifying gender priorities and key messages to take into the strategic prioritization exercise scheduled for early 2022. Gender coordination through the OG2 has supported normative achievements in the UN system as well. In 2021, the OG2 worked to implement and monitor the action plan of the UNCT-SWAP Gender Equality Scorecard. Furthermore, the OG2 routinely coordinates inputs to the UNCT Confidential Reports to CEDAW, although no PICTs were scheduled to report in 2021. Finally, UN Women leads the Operations Management Team of the Fiji UNCT covering 10 countries. This advances the SG’s reform process towards common operations – and gender mainstreaming into procurement is included in this.

Increased engagement of partners in support of UN-Women’s mandate

Fiji MCO continues to prioritise strong working relationships with Pacific stakeholders including Ministries/Departments of Women, civil society and the regional inter-governmental (CROP) agencies. The Fiji MCO has used technology-based solutions to continue to engage with partners across the Pacific, including holding zoom meetings with Ministers for Women and holding an online feminist dialogue series. Based on listener feedback and questions posed by listeners, awareness was raised on issues related to gender equality in Small Island Developing States as a result of the Gender-In-Focus South-South Gender Dialogue Series, a collaboration between the Fiji and Caribbean Multi-Country Offices. The online dialogue series has been a way to create spaces to reflect, learn and share on key issues of relevance to women and girls in SIDS and globally. These spaces have provided the opportunity to look at key current issues for women, through the provision of a safe, inclusive and diverse space for dialogue and discussion. The dialogue series has been developed through discussions with partners – and the need to have safe spaces as feminists to discuss challenges and successes. Each dialogue session has been moderated by a UN Women staff person and has had guest speakers who have expertise in the topics. The 3 dialogues held in 2021 have been successful with over 50 participants in each. The Fiji MCO continues to raise awareness of gender equality and women's empowerment issues and concerns in the Pacific through its communications efforts. Through traditional and social media, the Fiji MCO has continued to ensure that the experiences of Pacific women, particularly around COVID, are shared widely. UN Women co-chairs, alongside the Pacific Community (SPC), the Pacific Gender Coordination Group, established to strengthen coordination between regional organizations, UN Agencies, women-led civil society organizations, and development partners working on gender across the Pacific. A sub-group of the coordination group, the Gender Technical Working Group, provided technical support to Pacific delegations in the lead up to CSW65. Finally, the Fiji MCO established Pacific Gender Youth Activists in 2020 and continued to communicate through this group ahead of the Generation Equality Forum. Several Gender Youth Activists engaged in the GEF and the Asia-Pacific Multi-Stakeholder Dialogues in 2021.

High quality of programmes through knowledge, innovation, RBM and evaluation

Fiji MCO held All-staff Results and Learning Sessions, across all countries, which were used to collectively review progress against the AWP and the share lessons learned from implementation. The initiative is designed to break down programmatic silos and foster cross-thematic results and knowledge sharing. The following main outcomes were progressed/achieved : Leadership and Political Participation – Samoa-based WILS project MEF supported. Evaluation Management responses followed-up and updated in GATE Humanitarian Action – Solomon Islands-based GIR Project MELF supported; WRD project results framework summarised into a PMF. Ending Violence against Women - Mid Term Evaluation Management Responses still to be progressed in GATE Women’s Economic Empowerment – Phase II M4C MELF completed

Improved management of financial and human resources in pursuit of results

Despite the setbacks from COVID-19 that affected the modality of work of Fiji MCO t he output cluster was achieved and significant progress was made in financial and resources management. (See attached delivery report.) D elivery is on track referring al IB, XB and Core expended over corporate targets. Attached is the latest PDR report with breakdowns per Fiji MCO Strategic Note Impact Areas, sources of fund and department IDs. As for Fiji MCO core, the delivery rate is 83.39 % and utilization rate is 98.80% , and there is an unspent core of 1.20% . Regarding Fiji MCO non-core, the delivery rate is 71.06 % and a utilization rate of 86.37% . The PDR will show slightly improved figures once the 31 January deadline is passed, and all partner liquidations are also registered. To have a clear understanding of delivery status, throughout 2021 MCO continued close monitoring of the programmatic implementation by means of regular monthly all staff, as well as weekly programme operations meetings. Financial Compliance reports (including Project Delivery, Partner Advances, Travel and Staff Cash advances reports) were circulated on monthly basis, with the increased frequency closer to the year-end (once a week during December 2021). The MCO maintained high quality of the donor reporting, with no overdue financial and narrative reports recorded during 2021. Despite COVID related restrictions, Fiji MCO managed not only to maintain effective interaction and coordination during this period, by means of holding regular staff meetings (programme, operations, joint), but also managed to record an impressive revenue of over USD10,9 million in 2021 and secured funding support under signed donor agreements of over USD10,01 million in the area of Women Resilience to Disaster and Women Economic Empowerment. Negotiations with Government of Australia for additional funding in the Women Economic Empowerment area is on-going with donor agreements to be signed in Q1,2022 for additional AUD5,3 million (cca USD3,7 mil). As part of this funds mobilization efforts MCO started recruitment of 10 programme personnel in 4 Pacific island Countries with recruitment to be finalized in February 2022. Additionally, Fiji MCO has improved compliance on key corporate metrics, including closure of 1 outstanding UNBoA recommendation with another one being considered for closure. It has also improved timeliness of partner advances liquidations application of donor funds, including donor reporting. Fiji MCO and its programme presences underwent a total of 15 partner audits. With the exception of 2 partners qualified audit reports (one being a government entity) – all partners received unmodified audit opinion, which is a significant achievement. As part of staff capacity building in various areas of programme and operations, Fiji MCO with support form ROAP and HQ has organized internal online learning sessions, webinars and trainings focusing on procurement and PRC, recruitment of consultants, partner reporting and advances tracking, PGAMS, DAMS, Absence Management. The office has maintained 93% compliance with mandatory courses during whole 2021, by means of close monitoring of learning plans of existing employees, as well as by following up with the newly recruited colleagues. The compliance with the ICT standards was maintained at 100% thanks to the clear guidance from the side of HQ ICT, as well as real time support fr0m the local IT Associate.
