Advancing partnerships & resourcing; Effectively influencing for impact & scale

The implementation of this result is on track; UN-Women continues to effectively leverage and expand its partnerships, communications and advocacy capabilities to increase support for and financing of the gender equality agenda, while securing sustainable resourcing for the delivery of its own mandate. The total proposed budget of UN Women Georgia CO’s SN at the time of its endorsement (2021-2025) in terms of required non-core resources equalled to USD 18,331,831 of which USD 13,619,977 were mobilized in the end of 2021, additional USD 2,674,406 were mobilized by the end of 2022, additional USD 10,192,288 were mobilized by December 2023. Thus, the proposed SN budget set in 2021 has been bypassed with USD 8,154,840 i.e. 45 per cent. UN Women Communications strategy and the workplan for 2023 has been fully implemented. In the 2023, the CO website has registered 20,000 new users and 48,000 page views (audience being 79% women and 21% men). The CO’s Facebook reach was 666,391. Page visits was 47,365, new likes – 4,432 and total likes – 47,365. Facebook Current Audience Women ~ 90%, age range 22-47 Men ~ 10%, age range 25-35. Further, in 2023 there were 970 articles, internet news announcements, TV and radio reports/ programmes covering UN Women activities in Georgia.

Advancing business transformation

The implementation of this result is on track; UN-Women Georgia CO is in alignment with HQ and RO guidance to strategically plan for and transform its business model to deliver impact at scale, through agile and ethical leadership rooted in a continuous improvement culture. To design and implement high-quality programme in line with UN Women SP 2022-2025 and UNSDCF Georgia (2021-2025) remains the CO’s top priority. The BWPs of the CO for the years 2022-2023 as well as 2024-2025 have been developed and approved in due time with highly positive feedback received throughout the process from the ECA RO as well as HQ colleagues. Georgian SN has been rated as the fourth best in UN Women globally. UN Women Georgia Country Office continues to implement its Knowledge Management Work Plan for 2021-2025, which is informed by UN Women global KM Guidance. During 2023 Georgia CO supported development of 54 KP, among which 30 have been completed in 2023, and 25 are ongoing and expected to be completed in 2024. During the reporting period, CO finalized the Country gender Equality Profile (CGEP) – 2023 edition. The CGEP has been developed through a consultative process with different state and non-state stakeholders. In 2023 CO also developed several capacity development materials and guidelines, including: Training manual for teachers, principals and school resource officers Ministry of Internal Affairs Academy capacity development on course curricula and Training of Trainers, Gender-Sensitive Reporting during Conflict and War, CEDAW Guidebook, Training module on Diversity, Equity and Inclusion (DEI) for HR professionals, Manual on Investigating, Prosecuting and Adjudicating VAW/DV. The complete list of ongoing and planned KPs are available in KP plan 2023 and MERP (2021-2025). The CO, despite challenges associated with transition from ATLAS into QUANTUM, and still ongoing irregularities with recording, posting and reflecting of the transactions in the new system, managed to come to an end of 2023 with the delivery rate for Regular Resources at 99% and for non-core at 90%.

Nurturing an empowered workforce and advancing an inclusive UN-Women culture

The implementation of this result is on track. With its unique and inclusive culture, UN-Women Georgia CO strives to be an employer of choice with a diverse and highly performing cadre of personnel that embodies UN values. UN Women Georgia CO staff demonstrated the highest job satisfaction in the ECA Regional Office facilitated UN Women Staff Survey 2022 (results disclosed in 2023). Namely, 93 percent is proud to be working for the organization, 90% highly value organizational culture in the CO in terms of teamwork and collaboration, recruitment processes and employee empowerment. 83% is happy with manager relationship, 79% with recognition and reward and 76% with growth and development and continues improvement opportunities. The survey also spelled out areas for improvement for the CO, namely, only 36 % of employees felt that they were able to achieve good work life balance, 43% percent considered the amount of experienced stress acceptable and again 43% thought that UN Women provided flexible solutions for managing work and personal life. (PPT with Georgia results of the survey is attached). All senior and core positions within Georgia CO were occupied throughout 2023. To adequately address increased donor pool, programme posts (3) managing Georgia CO portfolios, comprised of several donors, were upgraded to NOC and NOB levels, with all three recruitments finalized within 2023. The CO held All Staff Retreat early on May 9-11, where the workplan for 2023 and overall position, as well as strategy for the CO development and its capacity to support UN Women non-resident presence in Armenia and Azerbaijan, as well as complicated working setup in the breakaway region of Abkhazia were discussed. The Operations Team Retreat was held in 20-22 December, to jointly finalize all mandatory year-end work. The CO continued holding its regular staff meetings, as well as weekly increased operations team meetings throughout 2023. The CO managed to maintain high-quality work, as well as the high delivery rate at around 95% in 2023, despite both external challenges in the form of in-country political turbulence, an ongoing Russia-Ukraine war, severely affecting operations in Abkhazia, Georgia and humanitarian crisis in Armenia, which emerged in the last quarter of 2023.

Effective normative, programmatic and coordination products, services and processes

The implementation of this result is on track. The CO continued to offer high quality accountability and effective programmatic products, services, and processes; The CO continues regular monitoring of all AWP activities across all outcomes via field visits, staff meetings, coordination meetings with responsible parties, quarterly and annual reporting on SN implementation in the RMS and up-date of grassroots women / social mobilization beneficiaries tracking tool. The final external evaluation of Norway funded cost-share project Good Governance for Gender Equality in Georgia (GG4GEG) was finalized along with its Management Response and the final external evaluation for the Ending Violence Against Women and Girls in Georgia project has been also finalized. During the reporting period, the CO also participated in the HQ initiated in three corporate evaluations (Regional evaluation of UN Women’s support (1) for capacity development of partners, (2) for gender statistics (3) Women’s economic empowerment. In 2023 the CO completed 15 and supported additional 10 studies that are to end in 2024. For the purposes of systematizing data collection and monitoring processes across UN Women Georgia CO, UN Women has introduced a special monitoring software, low-code custom application– Zoho Creator (www.zoho.com/creator). This platform was identified after a market review of suitable technical solutions, consultations with FAO counterparts, and analysis of value for money and cost effectiveness, conducted during the reporting period. In 2023 UN Women has completed transfer of monitoring data from existing monitoring tools into Zoho Creator for systematic and continuous monitoring of project data through this application; the full operationalization of Zoho is planned in 2024. In 2023 the CO prepared and submitted 19 donor reports, all in time. All donor reports have been uploaded to DAMS before the deadlines. The CO remains in Tier I when it comes to donor reporting, with a 100 per cent compliance rate for donor reporting obligations.
