Advancing partnerships & resourcing; Effectively influencing for impact & scale

The implementation of this result is on track; UN-Women continues to effectively leverage and expand its partnerships, communications and advocacy capabilities to increase support for and financing of the gender equality agenda, while securing sustainable resourcing for the delivery of its own mandate. In 2024, UN Women webpage received 118k views, witnessing growth of users 2.1 times; new users account to 38k, active users 39k and user engagement was 54k. Demographics (Top 3): Georgia 26k, Singapore 3k, United States 2k In 2024, the office tracked 620 articles, internet news announcements, tv and radio reports/ programmes covering UN Women's activities in Georgia. In total, there were 542 online news announcements, 49 TV news reports, 6 Radio talk shows and 23 newspaper articles. Number of Facebook posts was 161, reactions 16,349 comments and replies 560, views 10.5M, reach 1.5M and followers 36k. On X, followers 221, posts 54, reactions 41 and engagement rate 5,17%. In 2024, the CO has mobilized around USD 6,572,079 in signed donor agreements. All the new donor agreements have been entered into DAMS and have been accordingly reflected in Quantum and revisions of the CO’s BWP 2024-2025.

Advancing business transformation

The implementation of this result is on track. To design and implement high-quality programme in line with UN Women SP 2022-2025 and UNSDCF Georgia (2021-2025) remains the CO’s top priority. The WP of the CO for the year 2025 has been developed and approved in due time with highly positive feedback received throughout the process from the ECA RO as well as HQ colleagues. UN Women Georgia Country Office continues to implement its Knowledge Management Work Plan for 2021-2025, which is informed by UN Women global KM Guidance. In 2024, in line with the KM Strategy focus area on developing a knowledge-sharing culture, UN Women CO, operationalized Zoho software for monitoring its program results and has transferred the knowledge products list/plan along with Monitoring, Evaluations and Research plan – 2021-2025 and other monitoring documents to Zoho software – under a knowledge management dedicated section. During 2024 Georgia CO supported development of 71 KP, among which 43 have been completed in 2024, and 28 are ongoing and expected to be completed in 2025. The complete list of completed, ongoing and planned KPs are available in KP plan 2024 and MERP (2021-2025). Following the corporate guidance, as well as considering the limited space, the CO personnel was allowed to work from home maximum two days per week, with the rest days attending to the office as a mandatory requirement. The programme/portfolio teams agreed on rotational schedule, keeping in mind space availability and number of the personnel per portfolio. The CO managed to come to an end of 2024 with the delivery rate for Regular Resources at 99% and for non-core at over 95%.

Nurturing an empowered workforce and advancing an inclusive UN-Women culture

The implementation of this result is on track. The CO managed to come to an end of 2024 with the delivery rate for Regular Resources at 99% and for non-core at over 95%. The CO, as well as UN Women presences in both Armenia and Azerbaijan had zero cyber security incidents during this reporting period, thanks to the up-to-date firewall system in place, as well as due to the full compliance to the corporate ICT standards. The CO managed to identify the new ICT support provider company with the Contract signed in August 2024. The CO maintained compliance with the InfoSec trainings, which became the part of the mandatory course package for the newly hired employees, so as personnel is well aware and prepared to the possible cyber security risks. The CO management regularly participated in the Security Management Teams’ meetings covering not only Georgia, but also Armenia and Azerbaijan presences. UN Women Georgia, as part of the Georgia UNCT contributed to the local Security Budget, covering operations both in the Country, as well as the work in the break-away territory of Abkhazia, Georgia. The deadlines for submitting Safety and Security Surveys for Georgia, Armenia and Azerbaijan were observed, with the Business Continuity and Crisis Management data regularly updated, following the corporate requirements and deadlines. Keeping in mind the challenges and possible risks associated with the implementation of the Law on Transparency of Foreign Influence in Georgia the CO held two all staff planning retreats – one in April and the second one in November of 2024. The team discussed planned activities, as well as implementation status and possible new ways of cooperation with the local Non-Governmental and Civil Society organizations. The year-end Operations Retreat was held in December 2024, where the operations team coordinated closure activities, reviewed new policies around Programme Partner Selection and discussed new online Recruitment Platform functionality. The CO team continues effective collaboration and close communication within its teams in Georgia, Armenia and Azerbaijan, which greatly contributes to achieving high-quality programme results.

Effective normative, programmatic and coordination products, services and processes

The implementation of this result is on track. The CO continues regular monitoring activities via field visits, staff meetings, coordination meetings with responsible parties, Quarterly and annual reporting on SN implementation in the RMS. In 2024 the CO supported 21 research activities, among which the following 17 studies have been completed: (1) Women in Foreign Policy and Diplomacy in Georgia; (2) Women at the Forefront: Addressing Climate Challenges in Conflict Affected Regions; (3) Enhancing Gender Equality in Georgia's Path to EU Accession. (4) Insights from Croatia, Slovenia and Latvia; Capacity and needs assessment of CSOs working on GEWE in Georgia; (5) Country gender equality profile of Georgia, 2023; (5) Gender Equality Attitudes Survey; (6) BPfA+30 National Review; (7) Desk review report on integrating the GIA into the policy planning cycle; (8) Gender Impact Assessment (GIA) on National Gender Strategy in Armenia; (9) Process Evaluation of Rural Development Agency (RDA) Pilot Programme for Women. (10) Building satellite account on household production in Georgia; (11) Brief on VAW related legislation and services; (12) Brief on women in decision making; (13) Brief on women’s economic empowerment; (14) Invisible Hands: Formalization of Domestic Work in Georgia; (15) Brief on Women, Peace and Security; (16) Participatory Gender Audit (PGA) of the LEPL David Aghmashenebeli National Defence Academy of Georgia; (17) Transition process: Advancing Gender equality, Refugee Integration and Social Cohesion in Armenia; The following 12 studies are ongoing and will be finalized in 2025: (1) Study on violence against women in Politics (II wave- candidates survey), (2) Estimating economic and non-economic costs of VAW in Georgia; (3) A policy paper on national mechanisms preventing violence against women in politics (VAWP) in Georgia; (4) Study on domestic workers in Armenia; (5) Study on sexual harassment in the private sector; (6) Enhanced Maternity, Paternity and Parental Leave and Benefits; (7) A policy paper on national mechanisms preventing violence against women in politics (VAWP) in Georgia; (8) Environmentally friendly agriculture: challenges and opportunities for small-holder/small-scale women farmers in Georgia; (9) From Penalty to Empowerment: Tackling Gender Bias in Care Work; (10) Assessment of the work of witness’s and victims’ coordinators working at MIA and Prosecutor's Office in relation to the rights of VAW/DV victims/survivors; (11) RIA on ILO Convention No.189 in Armenia; (12) From Bias to Breach: How AI-Driven Stereotypes Endanger Women’s Security Altogether, in 2024 the CO delivered 21 donor reports and re-shared 6 certified financial reports developed by HQ, without any delay, with all of them uploaded into DAMS in due time.
