Promotion of partnerships and resources; effectively influencing impact and scale: UN Women effectively leverages and expands its partnerships, communications, and advocacy capacities to increase support and funding for the gender equality program, while ensuring sustainable resources for the fulfillment of its own mandate.

During 2023, UN Women's strategic focus focused on the critical importance of partnerships in promoting gender equality in Guatemala. Highlighted below are the year's key efforts on partnerships, communications, and advocacy capabilities to increase support and funding: Resource mobilization: The UN Women Guatemala Resource Mobilization Strategy 2024-2025 was updated in 2023, this document aims to establish an action plan to mobilize resources in a sustainable manner and focus the efforts of the Country Office in Guatemala, in close collaboration with Headquarters and the Regional Office -RO-, to ensure that funds are raised for the implementation of the country program, while hoping to achieve its stated objectives in terms of gender equality and the effective advancement of the rights of women and girls . During the year, the Guatemala country office carried out resource mobilization efforts through the formulation, monitoring and negotiation of eight project proposals included in LEADS in 2023. The following four projects have been approved by donors: The Guatemala-Geneva Women Walking for Peace project, for a total of 295,000 euros, has been approved by the Catalan Agency for Development Cooperation. Addressing gender violence in Guatemala from an evidence-based intersectional perspective has been approved by US International Narcotics and Law Enforcement Affairs for a total of 1.3MUS$. PSEA Trust Fund Project for a total amount of US$150,055 approved. Building capacities to facilitate gender inclusive climate change adaptation and mitigation in Guatemala. Possible donor: GREEN CLIMATE FUND for a total of $182,000. The capacities of the companies that have signed the adoption of the Seven Principles for the Empowerment of Women (WEPs) in the country were strengthened through the cycle of regional webinars that ended in the last quarter of the year and where UN Women Guatemala supported the diffusion. Additionally, support was provided to BANTRAB, the Workers' Bank, Alorica (Call Center) and the Electric Company of Guatemala (EEGSA) in updating their WEPS implementation action plans. Within the framework of the Specialized Gender Group of the G-13 Donor Group, which is currently led by the Embassy of Sweden, with UN Women as Technical Secretariat, during 2023 dialogues were held on (1) the Coordination of the Únete Campaign inviting actors to activism to mobilize resources with the annual theme “Investing to prevent violence against women and girls”. (2) the analysis of women's participation in electoral elections. (3) the analysis of the situation of women's mechanisms and (4) the final conclusions and recommendations of the CEDAW Committee to the 10th Periodic Country Report. During the first half of 2023, UN Women Guatemala announced the call to form the new Civil Society Advisory Group (GASC) of Guatemala for the period 2023-2025. In September 2023, the new term of the GASC began (2023-2025), with the purpose of exercising a dual complementary role: as advisors on strategic issues for UN Women and as promoters for the advancement of the national agenda for gender equality. . Two meetings of the GASC Group were held in the second half of the year (September 7, 2023 and November 30), where a space for dialogue was generated on key topics such as: UN Women Strategic Note, Terms of Reference of the group, Únete Campaign 2023 and recommendations of the CEDAW Committee related to the 10th Periodic Country Report. The main achievements achieved in the communications area during 2023 are: Greater visibility of UN Women in the media. Among the main media in which it has been published are: Prensa Libre, TN23, Albavisión, Radio Punto, Canal Antigua, TV Azteca, etc. UN Women Guatemala led interagency activities in the field of communication, among which the commemoration of March 8, let's digitalize equality (UNFPA, OCR, UNW; UNDP and UNESCO); proposal for a training and awareness course on Human Rights for journalists (UNFPA, OCR, UNW; UNDP and UNESCO); workshop for journalists on digital political violence and violence against women journalists (UNW and UNESCO). Workshops have been held with traditional and alternative media on unbiased headlines. On December 5, UN Women led a meeting with journalists and communication professionals to talk about gender-based violence against female journalists and addressing political violence against women.

Fostering the transformation of the organization towards feminist excellence: UN Women strategically plans and transforms its business model to generate impact at scale, through agile and ethical leadership rooted in a culture of continuous improvement.

The UN Women Country Office in Guatemala promotes strategic planning, continuous monitoring, evaluation and knowledge management as key elements to ensure program excellence and organizational transformation. The most notable achievements achieved during 2023 are highlighted below: The Monitoring, Evaluation, Research Plan (MERP) 2023 was successfully implemented. Corporate tracking reports and donor reports were prepared, submitted and uploaded on time. In particular, the semiannual monitoring reports of the Work Plan of the Guatemala Country Office were consolidated and uploaded on time to the RMS Platform (Results Management System (RMS). The Country Office of Guatemala prepared the Biennial Work Plan 2024-2025 including the update of the resource mobilization strategy, the Monitoring, Evaluation, Research Plan -MERP- and the Procurement Plan, through exercises carried out jointly with each of the programmatic and Operations areas. This strategic planning allows the office to work sequentially, staggered and with greater impact. The process of preparing the content of the UN Women Strategic Note Brochure in Guatemala continued in the format and under global standards for standardization, a process that is expected to be completed in the first quarter of 2024.

Fostering an empowered workforce and promoting an inclusive UNW culture: With its unique and inclusive culture, UN Women is an employer of choice with a diverse and high-performing atmosphere that embodies UN values.

The UN Women Country Office in Guatemala has built over the years a highly specialized, diverse, efficient team of professionals committed to effectively supporting the fulfillment of UN Women's mandate. In particular, during the year 2023: All team members made and implemented a work plan that includes a training plan section. Likewise, they received continuous feedback and support throughout the year and their respective annual performance evaluation to encourage continuous improvement. The motivation of the UN Women Country Office team in Guatemala has been strengthened through varied activities to maintain a positive work environment, promote collaboration and improve staff commitment, among which the following stand out: (i) monthly meetings, (ii) a retreat that included the "Healthy Cultural Movement" workshop to consolidate the organizational culture, (iii). In addition, training on Time Use based on the "The 5 Choices to Extraordinary Productivity" methodology; and (iv) interagency mixed soccer tournament in September, where UN Women stood out for its messages of no tolerance for violence against women in sports. All of the above has contributed to motivation by promoting integration and strong teamwork within the organization. Adjustments are being implemented in the office's organizational structure during 2023-2024, as a result of the functional analysis carried out at the end of 2022. These adjustments seek to align contracts with identified needs, especially by leveling the salaries of SC staff in accordance with their functions and responsibilities. An increase in the DSA rate was made following a study by the Operations Management Team (OMT). This analysis identified that the per diem rate had remained unchanged in recent years and was insufficient, so the decision was made to update it. Finally, it is worth mentioning that in the last year, the staff of the Office in Guatemala experienced an increase of 45%, driven by the increase in available programmatic funds and the consequent need for more personnel for its implementation. This growth has created challenges in terms of available physical space. To overcome this challenge, within the framework of the interagency Operations Management Team (OMT) of the United Nations System (SNU), the possibility of establishing a new and larger joint location for several United Nations entities is being explored, in compliance with the "Common premises" requirement, it is expected that a new joint office will be achieved in 2024, where UN Women will have more space available.

Effective products and services, as well as programmatic norms and coordination processes: UN Women efficiently and effectively fulfills corporate processes that promote the integrated implementation of its normative, operational, and coordination mandate at headquarters, regional, and national levels, including through shared services.

In 2023, UN Women Guatemala stood out for its efficiency in fulfilling its interagency coordination mandate, leading the general efforts of the United Nations system aimed at supporting gender equality and guaranteeing women's rights. UN Women played a leadership role in the following three interagency spaces: First, the UN Women-led Gender Specialist Group (GEG), co-chaired by UNFPA, achieved the following results: (1) implemented the Gender Score Card performance improvement plan and updated the UNCT SWAP Gender Score Card;; (2) accompanied the initiative of the Office of the Resident Coordinator (OCR) for the second edition of the “Protagonists of Gender Equality” Recognition that rewards the most successful joint programs in incorporating the gender perspective; (3) Including the gender approach in the update of the Common Country Analysis, CCA; (4) led the actions of the Unite Campaign during the 16 days of activism; (5) supported preparations for constructive dialogue regarding Guatemala's 10th Periodic Report to the CEDAW Committee; and (6) carried out joint actions to strengthen the participation of women in the 2023 electoral process. One of the main outcomes of the strengthening of inter-agency collaboration in the GEG is the joint support for the constructive dialogue between the State of Guatemala and the CEDAW Committee regarding the 10th Periodic Report of the State and the participation of civil society women's organizations in the process. The final observations of the CEDAW Committee to the country's Tenth Periodic Report incorporate critical aspects on gender equality and women's empowerment, which outline a roadmap for both inter-agency actions through the GEG, as well as for the actions of the State and of civil society for the advancement of women's human rights. Also in 2023, the United Nations System in Guatemala led the development and publication of the CCA update. This version was carried out through an innovative virtual application that allows the visualization of both the descriptive analysis of the key sectors for the analysis of the country context, as well as the indicators (through dynamic graphs with the time series and disaggregations by: gender equality and women, youth, children, elderly, population with disabilities, indigenous peoples and people in human mobility). Thanks to the advocacy of UN Women and its leadership in the Interagency Gender Group, which includes a specific chapter dedicated to gender equality and women's empowerment, which shows the inequalities and/or discrimination experienced in Guatemala, these statistics have been used by all UNS agencies for planning both their work plans and for the formulation of new projects. Second, UN Women played a prominent role as leader of the UNSDCF Peace, Security and Justice Results Group 4, where the progress of the interagency team was directed, focusing on strategic coordination, compliance with inter-agency processes and joint planning. This leadership facilitated the incorporation and visibility of the gender and human rights perspective of women in relation to the Pillar of Peace, Security and Justice, which incorporates a specific result related to the elimination of violence against women, girls, boys and adolescents, their access to justice and transformative reparation. Based on this management, UN Women was recognized by being ratified for a second period leading the results group together with UNDP as co-leader. UN Women is also co-leader of Social Development Results Group 2 together with UNDP, where actions for the economic empowerment of women have been strengthened and, from the thematic subgroup of Statistics, support was provided, in strategic partnership with UNFPA, UNDP and other agencies of the system, the preparation of the prevalence survey of violence against women, ENCABIH, which will be completed in 2024. Third, in the humanitarian field, UN Women as leader of the Gender Working Group of the Humanitarian Country Team (EHP) together with CONRED and CARE and co-leader of the UNS Protection Group together with UNHCR, has actively worked to facilitate the incorporation of perspective gender and women's rights in the Humanitarian Response of Guatemala. The main results of the year are: (1) Coordinated key products for management and decision making such as: the Humanitarian Needs Overview (HNO), the Humanitarian Response Plan (HRP), the Rapid Gender Analysis, and the Humanitarian Gender Analysis (Rapid Gender Assessments - RGAs). (2) Two departmental chapters of the GTGEHP were established, namely, the Alta Verapaz Chapter, created on January 18 within the Departmental Humanitarian Team structure, and the Huehuetenango Chapter, created within the framework of the Women's Commission of the Departmental Coordination for Disaster Risk Reduction.
