Normative and institutional frameworks are reinforced to repeal discriminatory legislation and reduce electoral violence against women candidates

During 2021, the Country office was not able to realize this outcome because of the high dependence of the normative framework on the Legislative Assembly. Therefore, no significant progress was made under this normative and institutional outcome because of the dissolution of parliament since January 2020 and the context of political instability. Despite of this, UN Women-Haiti intensified its efforts to advocate across state actors, civil society, and political parties to maintain the few progresses in repealing discriminatory laws by the implementation of the quotas within the electoral decree as an important policy measure for a better women’s representation in electoral process and an increase of women’s access to decision-making bodies. The Office played an essential role in these matters thanks to the development of an advocacy paper on the parity principle to be taken into consideration in the electoral decree or the new Constitution project that has yet to be finalized and voted by the population through a referendum and a study on challenges and strategies for women's political participation to better capture the complex reality of women in the political arena and help develop a policy for the development of women's political participation. Based on the results of the study indicated above, a strategy for the development of the political participation of women will be developed. As the Lead Agency of the Gender Thematic Group (GTG), UN Women also sensitizes all actors trough awareness-campaign among entities that be part of the fight against electoral violence against women thought actions in the vein of the commemoration of the 25th international Day for the Elimination of Violence Against Women and the 16 days of activism against Gender-Based Violence. Jointly with the Plateforme pour la Participation Citoyenne des Femmes – PPCF» under the leadership of the Ministry of Women affairs alongside about a dozen women's groups and platforms, evolving in politics for the representativeness of women, a consultation workshop was held on a community outreach strategy on the prevention of electoral and political violence against women, as well as women's political leadership. Two types of audiences were identified by this dialogue: (i) At first glance, key audiences to which the outreach strategy should address such as women, youth, families, religious leaders, education actors and the media and (ii) at second sight, the need to involve key partners as women's platforms/networks, Ministries of Women Affairs, Education, Communication and Youth, the Provisional electoral council and the Haitian Police in the development and implementation of this strategy. In this process, a "task force" were created whose mission and terms of reference are being defined with the help of an international expert and, a draft strategic work plan of the task force is being developed and to be discussed and finalized in early 2022 with the various groups including the Platform for Women's Citizen Participation (PPCF). This draft includes or covers elements relating to the pre-electoral, electoral, and post-electoral phases in terms of women's participation and monitoring of electoral violence against women (development of tools for monitoring, monitoring the electoral process and drawing up reports on violence against women). To this end, training or coaching sessions are planned next quarter to strengthen the technical capacities of the committees of platforms and groups of women's organizations in politics on the management of the process of monitoring electoral violence.In terms of commitment, Women's platforms and networks or women's organizations also testify to the willingness of them to work in synergy for the promotion of women's leadership and the prevention of political and electoral violence.
