With coordinated technical and advocacy support from UN Women and UN partners, the Provisional Electoral Commission developed and submitted a gender-responsive electoral decree, which was formally adopted by the Conseil Présidentiel de Transition in December 2025. By operationalizing the constitutional 30% quota and introducing concrete enforcement and compliance mechanisms across the electoral cycle, the decree represents a structural policy shift that strengthens the normative and regulatory framework for women’s political participation and enhances institutional accountability within transitional governance arrangements. Beyond policy reform, women’s participation became increasingly institutionalized at both national and decentralized levels. The establishment of departmental committees and strengthened coordination among women leaders enabled more structured engagement with public authorities, including organized advocacy initiatives, systematic monitoring of risks related to violence against women in politics, and formalized dialogue with electoral stakeholders. This marked a clear transition from ad hoc consultations to more predictable, organized, and sustainable participation mechanisms. Women’s civil society networks — including ALIANCE, CEDEC, and LHIFER — increasingly operated as coordinated advocacy platforms rather than isolated actors, advancing consolidated policy positions and engaging public institutions through rights-based approaches. As a result, women’s organizations gained enhanced recognition as legitimate governance stakeholders and contributed to shaping public commitments within the transitional process. Nationwide consultations and the General Assembly on women’s political participation further institutionalized inclusive dialogue processes, reinforcing transparency and strengthening the legitimacy of transitional governance structures through broader and more representative citizen engagement. Collectively, these developments reflect measurable progress from capacity strengthening and consultation processes toward tangible shifts in governance practice — embedding gender-responsive standards within the electoral framework and consolidating women’s structured influence in decision-making processes.

Legitimate and accountable institutions are essential for upholding the rule of law, good governance, and human rights. In Haiti, strengthening these institutions has been a key focus of UN Women, ensuring they are equipped to prevent and address violence, particularly against women and girls. By fostering multi-stakeholder collaboration and enhancing institutional capacity, UN Women Haiti is helping to create an environment where women can fully exercise their rights and participate in public life without fear. As a result of these efforts, a multi-stakeholder network has been established to prevent and combat electoral violence, ensuring safer and more inclusive political participation for women. This network includes 57 senior officers of the Haitian National Police (PNH) trained as gender and electoral violence prevention specialists. Their expertise strengthens institutional capacity to protect women and girls from election-related violence. Additionally, an early warning mechanism, developed in collaboration with Projetomundo, enables timely responses to potential threats against women’s safety and political engagement. Women at the grassroots level have also benefited significantly. Across Haiti’s 10 departments, 20 female supervisors and 200 community facilitators have been trained in data collection and management on women, peace, and security. Their work ensures that cases of violence are documented, victims receive appropriate support, and policies are informed by real experiences from the field. Moreover, the creation of training tools and manuals on women’s participation in a safe and non-violent environment empowers more women to take part in decision-making processes. These initiatives have led to tangible improvements in the lives of women and girls, reducing their exposure to violence and increasing their confidence in engaging in public and political spaces. By fostering a culture of prevention, accountability, and protection, UN Women Haiti is helping to create a future where women can participate fully and safely in society, free from fear and discrimination. ??
