    UNSDCF Outcome 4 The population, particularly vulnerable and marginalized groups, has better access to equitable, inclusive and quality basic social services, that place emphasis on the respect for human rights, gender equality, and the inclusion of the persons with disabilities to contribute to strengthening the social contract.

    In 2025, vulnerable and marginalized populations in Haiti—particularly women and girls affected by violence, displacement, and crisis—experienced improved access to inclusive, gender-responsive and rights-based social services, despite a highly constrained security and humanitarian context. Through UN Women–supported interventions, 1,044 survivors of violence accessed protection and support services, including 814 women and girls (nearly 78% of all beneficiaries), alongside men and boys, primarily among migrants and crisis-affected populations at border and displacement sites. Services accessed included psychosocial support, case management, referrals to specialized GBV services, emergency shelter, and essential dignity items, delivered using survivor-centred approaches with attention to women and girls with disabilities. At the same time, access to justice services improved for survivors, with 5 women receiving direct legal assistance and being heard by judicial personnel under gender-sensitive justice mechanisms, contributing to increased confidence in institutional response. These access gains were enabled by the capacity strengthening of 36 civil society partner organizations, which enhanced service availability, geographic outreach, coordination, and quality, reducing structural barriers for survivors to seek and receive support. Collectively, these results indicate a shift from fragmented service delivery toward more responsive and inclusive service pathways, contributing to greater trust in service providers and institutions and supporting the gradual strengthening of the social contract. Additionnaly, beneficiaries were granted hearing, forwarding the case file to the prosecution, and case seisure by the first instance in one day instead of the three to six months usual duration.

    Women in Haiti, particularly those who are vulnerable and/or from marginalized backgrounds, have benefited from protection through projects implemented by UN Women partners. These women have been sensitized to the prevention of gender-based violence (GBV) and, in cases where they were victims of violence, have received legal, medical, and psychological support. In 2024, UN Women directly reached 280883 direct beneficiaries and 603780 indirect beneficiaries through awareness and direct services. Direct beneficiaries include: Filles (0-17 ans) Jeunes Femmes (18-29 ans) Femmes (18 ans+) Garçons (0-17) Jeunes hommes (18-29) Hommes (18+) LGBTQ 40521 42316 113371 17196 21390 42274 3815 The mental health project funded by the Peace Building Fund (PBF) , along with 12 other protection-focused projects financed by the Women’s Peace and Humanitarian Fund (WPHF) , have facilitated women's access to basic social services. These initiatives focus on respecting human rights, promoting gender equality, and including persons with disabilities. Through those protection focused-programs, UN Women has expanded legal, medical, and psychosocial services for GBV survivors, s trengthened the mental health support system- ensuring access for at-risk women-, provided economic empowerment programs to reduce vulnerabilities and promote self-reliance, developed safe spaces and online tools like ALO-TOYA for crisis support, supported women with disabilities through tailored protection initiatives. To achieve these results, several key strategies were implemented. Capacity-building sessions were conducted for critical actors, including the Haitian National Police (PNH), journalists, judges, and psychological and mental health service providers, equipping them with the knowledge and skills to prevent gender-based violence (GBV) and provide effective survivor care. Additionally, tools for collecting and documenting GBV complaints were developed and operationalized, ensuring a more structured and responsive approach to addressing cases. Recognizing the challenges posed by the crisis, UN Women introduced the ALO-TOYA mobile application, providing an essential online support system for women in distress, particularly in situations where movement was restricted. At the same time, safe spaces were established, offering women survivors of GBV access to protection, psychosocial support, and legal assistance. Economic empowerment was also a critical component in reducing women’s vulnerability to GBV, with initiatives aimed at fostering autonomy and sustainable livelihoods. Lastly, targeted support was provided to displaced women, including the distribution of emergency kits and other essential assistance to address their immediate needs. These efforts not only enhance service accessibility but also promote dignity, equality, and resilience , ensuring that no one is left behind.
