Enhanced coordination, coherence and accountability of the UN system for commitments to gender equality and women's empowerment

Coordination and accountability of UNCT commitment towards gender equality and women’s empowerment (GEWE) was enhance through the leadership of UN Women as CO-chairs of GTG with UNFPA and in close coordination with RCO. In 2024, the GTG has made significant progress in advancing UN personnel knowledge on GEWE through BrownBag Session “Care Economy” on June 28 th and “Gender Mainstreaming in the National Mid-Term Development Plan” on September 23 rd . Additionally, the accountability of commitment towards GEWE was also captured during the Q3 quarterly GTG meeting on September 6 th , where several feedback and comments were discussed with RCO to strengthen gender-mainstreaming in the new CCA draft. Furthermore, the GTG has also collaboratively reviewed and assessed the gender and Leave No One Behind (LNOB) analysis in the UNSDCF 2021-2025 evaluation report, which have provided the evaluator with feedback to improve the quality of the evaluation report.

UN Women advances strategic partnerships with key stakeholders to drive the movements for social norms change and gender equality, including transforming harmful and/or discriminatory practices for women and girls

Indonesia CO's strategic partnerships, effective communication strategies, and advocacy efforts have contributed to supporting gender equality and women's empowerment agenda in Indonesia while contributing to CO's visibility and resource mobilization efforts. In this reporting period, UN Women Indonesia secured $82,231 in funding and in-kind contributions from private sector partners to advance gender equality and women’s empowerment. This includes a $30,000 in-kind contribution from FWD Insurance Indonesia for the InnovateHer program, supporting women-led startups, and $2,231 from Alterra Indonesia for the Digital Sheroes project, benefiting 45 participants from 15 provinces. Additionally, UN Women secured $50,000 from LinkedIn through the Regional Office to implement the Link Women project in 2025. UN Women formalized two private sector partnerships, focusing on women’s financial inclusion and digital empowerment, and continued engagement with partners such as UNICEF, the Ministry of Law and Human Rights, Pertamina, and Bluebird to promote gender-responsive business practices. In collaboration with Maybank, UN Women raised employee awareness of gender-inclusive workplaces. As part of the 16 Days of Activism against Gender-Based Violence, UN Women co-hosted a talk show with Hannah Al Rashid and FWD Insurance Indonesia, engaging 55 HERoic participants, including 25 FWD employees, to discuss workplace equality and support for women victims of violence. The "#NoExcuse" exhibition that UN Women led and part of UN joint event for 16 Days of Activism attracted approximately 17,500 visitors. In 2024, UN Women’s activities received 458 media coverages, and its social media presence grew to 30,526 followers, with the majority on Instagram. Looking ahead, UN Women will continue to expand partnerships, with two additional agreements expected in early 2025.

High quality of programmes through knowledge, innovation, results-based management and evaluation

In this reporting period, the Country office is able to complete the evaluability assessment of one of the largest project funded by KOICA (WE Nexus), the evaluability assessment is able to captured key gaps in the development of indicators and gaps in data collection for monitoring.

Improved management of financial and human resources in pursuit of results

In 2024, the UN Women Indonesia Country Office faced several challenges in the recruitment process. The office's HR function relied heavily on support from the HR team at UNDP Indonesia for the recruitment of both SC (Service Contract) and FTA (Fixed-Term Appointment) personnel. This dependency on external support presented some delays in the recruitment process. However, a significant achievement came in November 2024, when the HR Associate for UN Women Indonesia Country Office joined the team. With this new position in place, the office was able to take full ownership of the recruitment process for SC and FTA personnel, thereby improving efficiency and reducing reliance on external support. In terms of performance management, the office successfully completed its annual performance management and development reviews within the designated timelines, ensuring that staff members received timely feedback and developmental support. This achievement demonstrates the office’s commitment to fostering a performance-driven culture and supporting staff growth and development. Additionally, in relation to mandatory training, the Indonesia Country Office reached a significant milestone by achieving a 100% completion rate for all staff members. This reflects the office's dedication to ensuring that all personnel have the necessary skills and knowledge to meet organizational requirements, reinforcing a culture of continuous learning and compliance with UN Women’s policies and standards. Despite some challenges, 2024 has been a year of substantial progress, with the office overcoming key obstacles and achieving notable successes in both recruitment and staff development.

Strengthened/enhanced the office accountability to mitigate the risks and related to the country’s risks and safety assessment in accordance to the UN standards

In 2024, the UN Women Indonesia Country Office achieved several key milestones in its efforts to strengthen/enhanced the office accountibility ,operational and to mitigate risk & safety assesment management processes in accordance to the UN Standard: Risk Management and Compliance : The office successfully completed the risk register template in full alignment with the provided guidelines and the five established criteria for compliance with the ERM policy and framework requirements. This achievement was validated through the ERM Quality Assurance (QA) methodology, with key accomplishments including: Timely completion and submission of the risk register template for QA review. A comprehensive evaluation of all 25 risk factors and risk labels, supported by justifications for those considered "not applicable." Accurate scoring of likelihood and impact, reflecting both internal and external risk environments. Incorporation of relevant audit, evaluation, or assessment recommendations, where applicable. Successful uploading of all identified risks into the system, with approval from the designated Risk Owner. These accomplishments demonstrate the Indonesia Country Office’s commitment to maintaining robust risk management practices throughout the year. Business Continuity and Crisis Management : In 2024, the office successfully completed its full transition to the Business Continuity and Crisis Management Application, achieving 100% compliance with all related requirements. This transition underscores the office’s strong focus on ensuring operational resilience and preparedness for potential crises. Occupational Health and Safety : The office also fully met all Occupational Health and Safety (OHS) requirements, as outlined in the Security and Safety Compliance Survey. Through meticulous attention to detail and dedicated efforts, the office achieved an exemplary overall score of 99% across all OHS components, ensuring a secure and safe working environment for all staff members. Timely Submission of Donor Reports : The office demonstrated strong commitment to accountability and transparency by submitting six donor reports on time during the year. These reports included: The first annual donor report for the UN Women Indonesia Strategic Note (SN) 2021-2025/UN Sustainable Development Cooperation Framework (UNSDCF) Outcome 1 , submitted by March 31st, 2024. The first annual donor report for Better Reproductive Health and Reproductive Rights in Indonesia (BERANI II) , submitted by March 31st, 2024. The first annual donor report for WE Nexus , submitted by June 30th, 2024. The final donor report for Technical Assistance for Addressing HR and Gender Barriers to HIV Services in the Global Fund for AIDS, TB, and Malaria in Indonesia , submitted by June 30th, 2024. The third annual donor report for Empowering Women for Sustainable Peace: Preventing Violence and Promoting Social Cohesion in ASEAN , submitted by June 30th, 2024. The final donor report for Migration Governance for Sustainable Development , submitted by October 25th, 2024. These achievements highlight the Indonesia Country Office’s consistent focus on operational excellence, risk management, and donor accountability, reinforcing its commitment to achieving its strategic goals in 2024.
