During the reporting period, UN Women ICO trained 8,884 women and young people in STEM, AI, entrepreneurship, and employability, using a gender-responsive approach . This resulted in 1,730 women and girls being connected to job opportunities , with 878 entering the formal workforce for the first time . Additionally, 2,127 women and girls from rural and marginalized communities , including those from scheduled castes and tribes across 12 districts, enrolled in Industrial Training Institutes and Polytechnics through UN Women’s efforts. Women entrepreneurs made significant strides: 75 individual and group enterprises were established, and 906 women expanded or diversified their existing businesses through access to finance and markets. Furthermore, 269 women entrepreneurs received need-based, collateral-free loans under UN Women’s innovative financing model. Two women farmer producer organizations sold 463 metric tonnes of rice worth INR 90 lakhs (USD 109,756) to OLAM International, a multinational food and agribusiness. In Maharashtra, two banana fibre units , each comprising 10 women from Nandurbar and Jalgaon districts, were primed to develop 20 unique banana fibre products and establish market linkages, generating Rs 75,000 (over USD 890) in sales. Additionally, 20 women were registered on the Government of India’s Open Network for Digital Commerce (ONDC) , enabling them to use digital commerce platforms effectively. In the care economy, vocational skilling through Better Skills Better Care supported 132 women , with 97 graduating and 41 securing economic opportunities (22 self-employed, 12 employed, and 7 in paid care jobs), collectively serving 663 customers. UN Women India also provided business and entrepreneurial support to 4 women-led care enterprises , creating over 7,900 jobs, primarily for women , and serving more than 21,200 individuals with care services . Further, the ICO prepared 2,883 parents, community leaders, ITI functionaries, and government officials on gender norms, career development, and workplace safety (POSH), fostering an environment that enabled women and girls to achieve economic success. Additionally, 50 private companies, including 20 WEPS signatories, were trained on gender issues in partnership with IFC. A third-party evaluation of the Second Chance Education programme found a social return on investment of INR 4.2 for every rupee invested . This highlights the programme’s efficiency in translating investments into societal benefits, including improved incomes, education, and empowerment for women, transforming lives and fostering community progress.

By 2027, a strengthened and more coordinated, inclusive and accountable governance system is in place at the national and local levels enabling all people, especially most marginalised and vulnerable, to be protected, empowered, engaged, and enjoy human rights and social justice, and lead their lives with respect and dignity.
UN Women India Country Office (ICO), through its Gender Responsive Budgeting (GRB) work at central and state levels, has scaled up and increased the coverage of GRB initiatives to 44 central ministries/departments and six new states. The ICO's strategy to institutionalize the GRB mechanism at both the national and sub-national levels has resulted in significant outcomes, including partnerships with the nodal Ministry of Women and Child Development (MWCD) and the establishment of a project management unit (PMU) . This unit has contributed to and supported the gender budget analysis of 44 ministries , with 22 new ministries joining the GRB journey. Capacity Building : Government partners at national and sub-national levels have enhanced their knowledge and skills in gender budgeting through a series of trainings and workshops. Adoption of Gender Budgeting : Six states (Assam, Chhattisgarh, Goa, Haryana, Maharashtra, and Uttarakhand) have adopted and institutionalized Gender Budgeting in their state policies. Two new states, Bihar and Tamil Nadu, have also agreed to implement this initiative in the next financial year. The ICO has made significant strides in advancing women’s safety and gender equality through strategic collaborations and impactful initiatives across the country. On September 11, 2024, UN Women participated as an observer in a high-level meeting chaired by the Minister of Women and Child Development to review the utilization of the Nirbhaya Fund , promoting accountability and effective implementation of safety measures. In Uttarakhand, UN Women supported the Department of Tourism in submitting a proposal under the Nirbhaya Fund to enhance women’s safety in tourism supply chains, setting a precedent for gender-responsive tourism initiatives . Demonstrating its leadership in advocacy, the UN Women Country team partnered with the MWCD to co-design and launch the #AbKoiBahanaNahi national campaign during the 16 Days of Activism 2024, addressing gender-based violence through a multi-sectoral approach. In Madhya Pradesh, UN Women provided technical support to the ‘Hum Honge Kamyab’ campaign , led by the Government of Madhya Pradesh, where 25 government departments united to prevent crimes against women and children, driving coordinated action from November 25 to December 10, 2024. The campaign launch event on November 25, 2024, featuring Hon'ble Minister Smt. Annpurna Devi has garnered significant attention and discussion on social media platforms, with 531 media mentions, 142 million reach. Further strengthening urban safety, the ICO presented findings and an action plan on women’s safety at a task force meeting chaired by the Lieutenant Governor of Delhi in September 2024, engaging Secretaries of Line Departments to advance policies and interventions. These efforts highlight UN Women’s pivotal role in fostering systemic reforms , enabling safer public spaces, and addressing gender-based violence through collaborative governance and evidence-based strategies.

The year 2024 has seen a smooth implementation and usage of Quantum towards business process results and accountability. The Office invested significant time and effort in enhancing capacity of its staff in understanding and operationalising various functionalities of the Quantum system & other Office aspects. India Office ensured compliance with all corporate financial policies etc. The office was able to achieve an overall delivery rate of 84% ($ 4.05) and utilisation of 87% ($4.32m). The delivery of regular resources (IB + core+ new core + innovation) was 85% at $1.91 and utilisation 96% at $2.14m.

Advancing partnerships & resourcing; Effectively influencing for impact & scale: UN-Women effectively leverages and expands its partnerships, communications and advocacy capabilities to increase support for and financing of the gender equality agenda, while securing sustainable resourcing for the delivery of its own mandate
In 2024, UN Women India effectively harnessed both traditional and non-traditional partnerships to drive broader stakeholder engagement in advancing Gender Equality and Women’s Empowerment (GEWE). Through strategic collaboration with bilateral and multilateral donors, private sector entities, foundations, and civil society organisations, UN Women mobilised significant financial and in-kind support for GEWE initiatives. Knowledge management, communications, and advocacy efforts also played a pivotal role in amplifying the impact of these partnerships. Key campaigns and targeted outreach enhanced visibility and fostered a stronger commitment among stakeholders, positioning UN Women as a trusted partner in driving systemic change for gender equality in India.
