Outcome progress note for the year

Enhanced access to quality social services, protection and self-reliance opportunities for all people living in vulnerable situations in the country

In 2025, more women and girls in Jordan living in refugee camps and vulnerable host communities have access to social protection services and self-reliance opportunities. UN Women directly supported access of 2,288 Syrian women refugees and vulnerable Jordanian women to livelihoods and education services. In addition, 5,601 mothers and children benefited from the provision of baby kits and school uniforms to the wider community, which offers crucial support to vulnerable families in the communities, ensuring the health and well-being of infants and children. Furthermore, 5,616 beneficiaries increased their awareness on Ending Violence against Women and Girls and protection through UN Women’s humanitarian assistance and Women, Peace and Security programmes across Jordan. UN Women also provided 2,844 women with case management, psycho-social and legal support and 2,467 women benefitted from UN Women supported shelter services. The Jordanian government increased its ownership of the Oasis centers, facilitating a transition from humanitarian to development work. To facilitate this process, UN Women embarked on the redesign of the Oasis programme to yield an improved capacity for sustainability, resilience, and long-term impact. Consequently, women living in vulnerable situations access social protection services and self-reliance opportunities, and as a complement, men from the same communities engage in social norms and behaviour change trainings. Additionally, beneficiaries actively participate in centre administration and service design, fostering community ownership. The Ministry of Social Development is also supporting Oasis centres in non-camp settings, so the programme reaches more vulnerable districts, while emphasizing community ownership. This reflects a crucial shift towards long-term stability, resilience, and community-driven development. The redesigned Oasis programme represents a transformative leap towards sustainability and development, addressing the evolving humanitarian landscape in Jordan. Rooted in findings from the Country Portfolio Evaluation conducted in 2022 and extensive discussions with key stakeholders, this redesign strategically aligns the programme with the priorities of the Jordan Response Plan (JRP) and the UN Sustainable Development Framework 2023-2027. In this way, UN Women JCO took significant steps to refine its humanitarian programme, aligning it with broader development goals and better emphasizing resilience and development-based responses grounded in social and gender equality.

Enhanced access to quality social services, protection and self-reliance opportunities for all people living in vulnerable situations in the country

More women and girls in refugee camps and poverty pocket areas, have now enhanced access to quality social services, protection and self-reliance opportunities. Through its humanitarian assistance programme, UN Women directly supported access of 1,559 Syrian women refugees and vulnerable Jordanian women to livelihoods and protection services. In addition, 8,259 mothers and children benefitted from the provision of baby kits and school uniforms to the wider community, which offers crucial support to vulnerable families in the communities, ensuring the health and well-being of infants and children. Furthermore, 3,236 beneficiaries increased their awareness on GBV and protection through UN Women’s humanitarian assistance programmes across Jordan. Additionally, 1,385 women received case management, psycho-social and legal support and 193 women benefitted from UN Women’s supported shelter services. In addition to direct service provision, significant milestones were achieved towards fostering national ownership of the management of the long-standing Oasis programme centers within host communities to sustain livelihood and protection services to vulnerable women. Building on the impact of this programme that operates in 18 local community development centers owned by the government, the Ministry of social developement explicitly expressed their interest in institutionalizing the Oasis model within their own programmes. In close consultation with the donor community and relevant national stakeholders, UN Women deployed technical expertise to co-create with the Ministry scenarios of a model that could be implemented by the government, ensuring their full ownership. In this way, UN Women JCO took significant steps in supporting the transition from humanitarian assistance to development, emphasizing resilience and development-based responses grounded in social and gender equality.

Enhanced access to quality social services, protection and self-reliance opportunities for all people living in vulnerable situations in the country

The Jordanian government has increased ownership of opportunities, women living in vulnerable situations in the country have enhanced access to social protection services and self-reliance opportunities, and men can engage in social norms and behaviour change trainings as a result of the redesigned Oasis programme. UN Women JCO took significant steps to refine its humanitarian programme aligning it with the broader goal of sustainability, resilience, and the long-term impact of Oasis activities. The redesigned Oasis programme represents a transformative LEAP towards sustainability and development, addressing the evolving humanitarian landscape in Jordan. Rooted in findings from the Country Portfolio Evaluation, conducted in 2022, and extensive discussions with key stakeholders, this redesign strategically aligns the programme with the priorities of the Jordan Priority Response Plan (JPRP) and the UN Sustainable Development Framework 2023-2027. Recognizing the ongoing Syrian crisis and the national triple reform agenda, the programme emphasizes resilience and development-based responses grounded in social and gender equality. Beneficiaries actively participate in centre administration and service design, fostering community ownership. Additionally, through the continued strategic partnership with the Ministry of Social Development in Oasis centres in non-camp settings, the programme is able to target vulnerable districts and emphasize community ownership, reflecting a crucial shift towards long-term stability, resilience, and community-driven development. The Women Peace and Security projects have enhanced protection and respond to SGBV for women, through expanding SGBV protection services in different areas in Jordan.
