Output 2.1. UN-Women KCO effectively leverages and expands its partnerships, communications and advocacy capabilities to increase support for and financing of the gender equality agenda, while securing sustainable resourcing for the delivery of its own mandate.

Significant progress was made in 2023 with regard to leveraging and expanding our partners, communications and advocay capabilities. UN Women has leveraged its partnerships withing the UN System through participation in 13 out of 19 joint programmes developed by UNSDCF in 2023. UN Women in partnership with the GTG developed a Gender Checklist, to guide the JPs in their co-creation process to ensure the programmes have a focus on gender equality. This helped the agency position and advocate for GEWE within UNCT and UNSDCF. In addition, the Gender Theme Group was reinstated with strong support from the RC and UNCT. This ensures increased support and financing for GEWE and provides potential collaborations with new agencies. UN Women has also utilized its secretarial position in the Development Partners Group for Gender to influence conversations at the donor level, ensuring more investment for GEWE and raising awareness of emerging gender issues and how donors can support them. Through the Generation Equality Forum, UN Women has leveraged on the Multi-stakeholder advocacy for Gender Equality and Women Empowerment, which has led to increased support for GEWE. UN Women has also leveraged its partnership with the government through the National Sector Working Group to ensure that national laws, policies, and frameworks developed are gender-responsive and enforced with a gender lens. UN Women’s partnership with women’s rights organizations has ensured that gender issues are made visible, and the needs of women are lobbied and incorporated into laws and policies.

Kenya CO went through a functional review in March 2023 and the management implemented a number of leadership and culture initiatives during the year, including establishing a Change management team and a Wellness team - to lead the change transformation work according to recommendations provided from the functional review, and enhance team cohesion and improve work relations. Some of the efforts included reviewing business processes and working modalities.

Output 4. Nurturing an empowered workforce and advancing an inclusive UN-Women culture:. With its unique and inclusive culture, UN-Women is an employer of choice with a diverse and highly performing cadre of personnel that embodies UN values.

This is on track. The office ensures that there is capacity to deliver programme implementation and identified gaps are enhanced as required. The CO has a structured programme for enhancing capacity of both staff and partners to implement the work plan. For example, Programme-Operations capacity building and an RBM training was organized in June and Jul for KCO programme staff and implementing partners. A function review was held in March, leading to the establishment of a Change facilitation team and a Wellness team to guide the transformational change forward and build a nice work environment. Staff members have conducted their mandatory courses as plan, and a number of people have benefitted from detailed assignments, cross-exchange and learning with other country offices and promotions.

Output 5.1. Effective normative, programmatic and coordination products, services and processes

Three country programme evaluations (Italy, Finland and Japan) were conducted in Q4 2023 in addition to two other evaluations (one global on women leadership and one for the joint devolution programme) that were conducted in 2023. The three evaluations have not yet been assessed by HQ during the GERAAS criteria thus data will be included in 2024 annual report. Using platforms such as Quantum (rolled out in 2023), DAMS, PGAMs and GST, KCO has managed to improve its business processes- for example with regard to addressing requests.
