    By 2024, the UN system in Liberia coherently and systematically contributes to progress on gender equality and the empowerment of women and girls

    This outcome is in progress as a result of the activities and interventions and suppo rt provided by UN Women to UNCT Liberia since 2020. From the last 3 years( 2021, 2022, 2023), UNCT Liberia has had the UNCT-SWAP Gender equality scorecard certified with more that 93.3 % of performance indicators scoring "meets or exceeds expectations" expecially the increased of the number of joint programmes implemented and 98 % Gender Marker 3+. UNCT GTG deloped annual workplans since 2020 which were all implemented up to 80 % by all agencies and some key activities co-funded by other agencies. This is a significant improvement compared to the years before 2020 . Based on last year's progress, UNCT emphasized on the need to the increase the number of joint programs from 0 in 2020, to 8 in 2022 and 12 in 2023 all with a high value of Gender marker , more and their implemen tation went well as well as evaluation. UNCT GTG also led the organization of the 16 days of activism against GBV 2023 and other ad vocacy camp aign s succ ess full y in a coord inated manne r with M in istry of gen der , ch ildre n and socia l p rotec tion a nd wi th o ther stake hold er s i n cludi ng de velopm ent pa rtners , C SOs and C BOs . U NCT GTG also developed progressive ly CCA review capacity and reviewed the CCA in 2021, 2022 . UNCT GTG members were actively present during the SDG review national w ork shop for all stak eho lder s in Liberi a .

    UNCT SWAP Gender equality scorecard 2022 review report was produced and uploaded in the platform on time. The quality assurance review was successful and report cleared. In summary 4/15 performance indicators scored exceeds minimum requirements, 9/15 scored meets minimum requirement and gender parity scored missing requirements..

    In 2025, the UN system in Liberia delivered more coordinated, consistent, and effective action on gender equality as a direct result of strengthened inter-agency coordination led by UN Women. Through the Gender Theme Group (GTG), UN agencies aligned their efforts and improved collective accountability using the UNCT-SWAP Gender Equality Scorecard, which drove more coherent planning, implementation, and reporting across the UN system. Joint initiatives—such as the UNCT CEDAW Report, the Beijing+30 Action Agenda, and unified UN engagement during the 16 Days of Activism—resulted in a more harmonized and impactful UN response to national and global gender equality commitments. This enhanced coherence translated into stronger collective influence, clearer messaging, and improved delivery of gender equality outcomes for Liberia.

    In 2024, the United Nations system in Liberia demonstrated a cohesive and systematic approach to advancing gender equality and empowering women and girls through integrated programming, coordinated advocacy, and strategic partnerships. The UNCT in Liberia has achieved or is on track to achieve all gender equality and the empowerment of women results as planned in the UNSDCF outcomes in line with SDG priorities, including SDG 5, as found in the 2024 UNCT-SWAP Progress Report. The Gender Theme Group (GTG) successfully contributed to challenging entrenched societal behaviours and attitudes through impactful events during the 16 Days of Activism against Gender-Based Violence (GBV) campaign, such as the Male Engagement Conference and the Orange Community Festival. These events significantly raised awareness and promoted active engagement in combating GBV. The GTG also contributed to shifting societal opinions around women’s economic empowerment and health , resulting in increased visibility for women entrepreneurs. This was achieved by organizing a “Women Entrepreneurs Marketplace Event” on March 30, 2024, to celebrate International Women’s Day. The UN in Liberia achieved a better integration of gender into Liberia’s National Development Plan, by hiring a consultant and contributing substantive inputs to a comprehensive Gender Analysis Review, under the guidance of UN Women. This review provided critical insights and recommendations for integrating gender perspectives into national policies and programs. The UNCT, through the GTG, also played a pivotal role in the development, launch and/or adoption of key documents, including: The Endline Evaluation of the National Gender Policy (carried out in 2024, finalization and launch in Q1 2025) The Beijing +30 Liberia Report The CEDAW Report (9th & 10th) Discriminatory Laws Review - Ongoing
