Advancing partnerships & resourcing; Effectively influencing for impact & scale

To strengthen the leadership of men and boys in the prevention of violence against girls, the elimination of discrimination and the promotion of their rights through sustainable strategies, UN Women Mali has signed a partnership with Germany focusing on positive masculinity. This partnership will enable 2,000 direct beneficiaries and 40,300 indirect beneficiaries to be better involved in awareness-raising and prevention against GBV in four regions of Mali: Kayes, Sikasso, Mopti and the district of Bamako. This 26-month partnership, worth 985,000 euros, represents a strategic step forward in the fight against GBV. In order to strengthen the strategic positioning of UN Women in the context of transition related to the departure of MINUSMA, our partnership with various partners has been consolidated through the mobilization of additional resources from PBF (4,146,501 usd), Italy (973,501 usd), the Netherlands (1,268,000 usd). In addition, the visit of UN Women's Regional Director WCARO enabled us to exchange views with our traditional donors and to re-mobilize them on the urgent need to increase their funding to reduce the vulnerability of women and girls in Mali in this context of continuing crisis. Our strategic role in the production of gender statistics and in girls' access to ICT has been strengthened through partnerships with the Institut National des Statistiques (INSTAT) and the Ministry of Education. This has resulted in training for stakeholders involved in data collection on how to take gender into account throughout the process, from the design of questionnaires to the production and dissemination of data. With the Ministry of Education, this has meant to the organization of a reflexion day on integrating ICT into the school curriculum. The partnership with Sweden was strengthened following a visit by the head of Africa Department to Mopti and Bamako, which enabled him to meet and discuss directly with the direct beneficiaries of UN Women Mali's support. This led to confirmation of funding for the Strategic Note to the amount of $8 million (80 millions SEK). Exchanges with the Swiss cooperation enabled them to reaffirm their commitment to continue supporting the implementation of the Resolution 1325 National Action Plan in Mali. The 2023 annual review of UN Women Mali's Strategic Note provided an opportunity to mobilize 162 actors and stakeholders (implementing partners, beneficiaries, UN PFAs, government actors, donors) to take stock of the Strategic Note's achievements, and to focus on the new challenges to be addressed. It should be underlined that, despite efforts to mobilize resources during the year under review, the country office was impacted by the political context in the country. The withdrawal of MINUSMA and the decision of key donors to reduce/redirect their financial support has an impact on the availability of funding opportunities for the country and the region. The regional dynamics with the recent coup in Niger continue to be volatile and drastically affect resource mobilization in the three AES (Alliances des États du Sahel) counties: Mali, Burkina Faso, and Niger. Nevertheless, it is worth emphasizing that in 2023, the country office was impacted by the political context. The withdrawal of MINUSMA and the decision of key donors to reduce/redirect their financial support has an impact on the availability of funding opportunities for the country and the region. The regional dynamics with the recent coup in Niger affect resource mobilization. As a matter of fact, in 2023 the CO funds decreased from 12.490.320 USD in 2022 to 9.329.693 in 2023 (-25% decrease). Nevertheless, UNWOMEN Mali enabled donor interest through showcasing via social media and field visits, the impact of the implemented projects/programs. The resource mobilization and communication efforts combined with the high adaptability and proactivity of the CO, led to an increase in donor engagement of 12.987.955 USD (+28% increase) One App | (unwomen.org) Funds 2023-2024 One App | (unwomen.org) Funds 2022

Advancing business transformation

In order to meet the growing needs of government partners and target communities in terms of gender promotion and women's economic empowerment, the UN Women Mali office undertook a restructuring of its organizational chart during 2023. This has provided the necessary human resources for the 5 thematic priorities: Governance and women's leadership, women's economic empowerment, ending violence against women, the Women, Peace and Security agenda, and gender in humanitarian action. In addition, and in order to strengthen the strategic positioning of the UN Women office in the context of the transition linked to the definitive departure of MINUSMA, Thematic Experts in the field of Women Peace and Security and Humanitarian Action were made available to the office during the second half of 2023. This made it possible to maintain the office's involvement in strategic reflections with the government and other stakeholders.

Nurturing an empowered workforce and advancing an inclusive UN-Women culture: advancing an inclusive UN-Women culture:

a significant improvement in recruitment times is to be considered,a new HR strategy is being established (new organisation chart,learning committee,well being activities,) to ensure staff retention and enable them to have more stable and lasting contracts and ensure the development of their career plans for the benefit of the organisation 50% of professional staff are women; this rate was 67% until November 2023; the recruitment process for the P4 policy specialist is underway and will be finalised in 2024. the PMD report completion rate is 90%, 3 staff are in the process of finalising their PMD assessment, the staff retention rate is being improved with the review of contracts and grades.

Effective normative, programmatic and coordination products, services and processes:

Project and programme management has been improved by strengthening the monitoring system, focusing on results through the development of monitoring and evaluation tools, and training in monitoring and reporting. Knowledge products (Statistical bulletin, evaluation reports, study reports, periodic narrative reports and donor reports) - 22 reports produced for 2023: 22 reports were produced in 2023 and uploaded to the DAMS. These included 1 annual report (2022), which constituted the strategic note on progress and was shared with the institutional donor and the TFPs, 19 donor reports and 2 financial reports. - 3 study reports were written and distributed - Two statistical bulletins: Violence against girls and women in Mali and Gender and employment in Mali. Support for the development of results frameworks, support for project selection through the Local Project Assessment Committee (LPAC) and training sessions for IPS contributed to the achievement of this result. The 2023-2024 annual work plan has also been updated taking into account the results of the 2023 annual review of our strategic note, the 2022-2025 strategic plan and the results of the United Nations Development Cooperation Fund (UNSDCF). This alignment ensures the implementation of results-based projects and programmes. Three project and programme evaluations were carried out this year. The final evaluation of the Strategic Note 2020-2024 has started and the initial design report has been written.
