Advancing partnerships & resourcing; Effectively influencing for impact & scale

UN Women Myanmar leveraged effective partnerships to conduct joint communications activities to raise awareness of our work and the situation in Myanmar, including: · Created the first article in the Myanmar country team communications group (UNCG) ‘explainer series’: A guide to UN Resolution 1325 and the WPS agenda in Myanmar , released on 31 October for the anniversary of Resolution 1325. The explainer series is a key activity in the UN Communications Group media relations strategy, aimed at making complicated UN topics easier to understand. The UN Women article was distributed to local Myanmar media and published on the UN in Myanmar, UN Women Myanmar and UN Women Asia and the Pacific websites and supported with social media posts on UN in Myanmar and UN Women Myanmar platforms. · Aligned with the UNCG media relations strategy, created a media factsheet in English and Burmese, outlining UN Women’s mandate, strategy and impact in Myanmar. The Resident Coordinator’s Office distributed the factsheet to local Myanmar media in December, to increase awareness and reduce confusion and inaccurate reporting. · Collaborated with UN Women and UNDP Bangladesh country offices to develop a thematic Gender Alert, titled, Gender and security: the Rohingya crisis in Myanmar and Bangladesh , based on desk review of recent literature and primary data collected in Bangladesh and Myanmar in June-July 2023. · UN Women and UNFPA, as co-chairs of the Myanmar UN Gender Theme Group (UN GTG), jointly led a UN Country Team (UNCT) advocacy campaign for the 16 Days of Activism Against Gender Based Violence. Key communications and branding activities included: o developing a partner toolkit containing key messages, visual assets, social media messages and other resources to support partners and UNCT agencies to participate in the campaign. o Creating a Trello Board for partners and UNCT agencies to access Myanmar-specific messages and graphics. o A joint statement with UNFPA o 16 video interviews with partners, donors and community members on the campaign theme. o A human-interest story: A sexual violence survivor shares how raising awareness on gender-based violence changed harmful community attitudes. o Branding and communications of internal hybrid event, including preparing opening remarks for Resident Coordinator and Humanitarian Coordinator a.i.

Nurturing an empowered workforce and advancing an inclusive UN-Women culture

Based on the Programme Support and Management Unit (PSMU) mission conducted in April 2023 on business continuity in the complex and complicated context of Myanmar Country Office, the sustainability of program, operations, and strategy were confirmed. A National Office Coordinator/Gender in Humanitarian Action (GiHA) specialist was recruited in November 2023 to strengthen national management. UN Women Myanmar communicated with the Department of Social Welfare in line with the UN Country Team Common Guidelines for engagement, to provide visibility on the UN Women 2023 – 2024 workplan. UN Women Myanmar also confirmed plans to fill the,liaison desk in Naypyitaw, which was vacant in 2022/2023, w th a programme specialist NOC/WPHF coordinator. The operational capacity to respond to escalating crisis (post-cyclone Mocha response, armed clashes in Rakhine, Kachin and the southeast (Mon, Kayah) at the end of October/November 2023 has been low with requests for exceptions to policy and procedures taking several months to be endorsed by headquarters. Operations are very much guided by security and safety guidelines issued by UNDSS; contingency planning and programme criticality procedures endorsed by UNDSS and peer learning from other UN agencies in particular in partner relations. Staff job security has been safeguarded despite the closure of the Gender responsive Programme funded by Finland in April 2023. Staff turnover mainly occurred due to migration and further education in third party countries.

Effective normative, programmatic and coordination products, services and processes

UN Women Myanmar has continued strong strategic planning, monitoring, reporting and evaluation practices. It is finalizing its strategic note for 2024-2025 in line with UN Transitional Cooperation Framework (UNTCF) in Myanmar. On this regard, a 3-day retreat was organized during (15-17 August 2023) to facilitate the preparation of new Strategic Note (SN) and discussion around the progress and lessons learned from current SN. The external evaluation of the two-year Central Emergency Response Fund project was published in September 2023. The joint UN Women and UNFPA CERF in Myanmar received excellent scores in terms of programme outcomes. Additionally, the 2022 Evaluation of Crisis Response in Asia and the Pacific highlighted key findings for UN Women Myanmar. These include the enhanced capacity of a fully-fledged Country Office, the need for robust policies and capacity building for crisis response, successful business continuity planning, the imperative to expand capacity building for women-led civil society organisations (WCSOs), strengthened inter-agency coordination, and the call for promoting gender-responsive monitoring and evaluation to understand the impact of gender equality markers in project development.

Advancing business transformation

During the reporting period there was significant work to develop the strategic note 2024-2025 for UN Women Myanmar in line with UN Transitional Cooperation Framework (UN TCF) 2024-2025. A consultant was hired to facilitate the development of Strategic Note and the planning retreat organized during August supported developing the fundamental components of the SN, particularly the activities, outputs, and outcomes and budgets. In addition, through continuous coordination with ROAP, important documents particularly risk register, results framework/IRRF, bi-annual work plan, partnership/communication visibility plan, etc. were developed. The Bi-annual Work Plan 2024-2025 is approved already while the Strategic Note 2024-2025 is in the stage of receiving a second round of feedback from headquarters.
