Advancing SDGs: UN Women's impact and key achievements
In 2024, Mexico marks a historic milestone with its first female president, ushering in a new era of equality and empowerment. The National Institute of Women now the Secretariat of Women, in collaboration with UN Women, strengthened the National Program for Equality between Women and Men (Proigualdad) 2020-2024, addressing Sustainable Development Goal 5, for gender equality. This collaboration mainstreamed and institutionalized gender perspective in public policies.
Proigualdad aimed to recognize, reduce, and redistribute domestic and care work among families, the state, the community, and the private sector. As a contribution to the National and Progressive Care System, initiative spearheaded by INMUJERES and supported by UN Women, general population has access to an information system on the supply of care services: Care Map of Mexico, to which the Care Observatory was added, allowing for geospatial location and analysis of information for public decision-making.
The collaboration produced knowledge products that contribute to the design of a comprehensive care system, such as Caring Fatherhoods: Reflections on Families and Transforming Gender Identities and Promotion of the Human Rights of Migrant Women in Mexico, reflecting on the culture of care. These results align with SDG 5.4: Recognize and value unpaid care and domestic work through public services, infrastructure, and social protection policies.
Proigualdad intended to improve conditions for all women, girls, and adolescents to access well-being and health without discrimination from a rights perspective. INMUJERES, with support from UN Women, provided more than 3,000 services (legal advice, psychological support, among others) to women in mobility situations in Tapachula, Chiapas. Moreover, 2,124 public servants enhanced their knowledge related to the new forms of violence incorporated into the legislation.
To raise awareness about migrant women rights, two audiovisual capsules were produced: Promotion of the Human Rights of Migrant Women in Mexico and Inclusion and Non-Discrimination of Migrant Women in Mexico, These results contribute to SDG 5.1: End all forms of discrimination against all women and girls everywhere.
Proigualdad strived to the inclusion of women in peace and security processes and conflict prevention. Around 30,000 women formed 1,600 MUCPAZ networks, promoting peacebuilding and conflict resolution in communities. Supported by INMUJERES, the Ministry of Security, and UN Women, these networks foster local women's involvement in violence prevention and social cohesion reconstruction. Additionally, 300 women assessed the impact of the Women Peacebuilders Networks Strategy at the National Dialogue of Women Building Peace in September 2024. This results support SDG 5.5: Ensure women's full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic, and public life.
Advancing SDGs: UN Women's impact and key achievements
The Spotlight Initiative, framed in Sustainable Development Goal number 5 on Gender Equality and women's empowerment, placed at the center the principle of “leaving no one behind”, shared with the government, through the mainstreaming of the gender perspective, intersectionality and interculturality to positively impact the lives of all women and girls in the country. Spotlight has been implemented in Mexico by the United Nations System, leaded by UN Women in coordination with the Government of Mexico, through National Commission to Prevent and Eradicate Violence against Women (CONAVIM), National Women's Institute (INMUJERES) and the Secretary of Foreign Affairs (SRE), as well as with state and municipal governments, with the aim of contributing to the eradication of feminicide and other forms of violence against women and girls.
A fundamental axis of Spotlight work is promoting laws and policies to prevent violence, discrimination and address impunity by advocating at all levels of government; providing technical assistance and better inform decision makers. Likewise, one of the priorities were contribute with Mexico in the effort to eliminate discriminatory regulatory frameworks.
Throughout the implementation of the Spotlight Initiative, 35.3 million potentially benefited women have strengthened and quality public services on the issues of care, prevention, punishment and eradication of feminicide and other types of gender-based violence. gender, through the preparation of reform proposals that impacted 80 laws.
The Mexican State has a broader and more robust regulatory framework to respond to violence against women and girls. In that regard the results that stand out are: 3 federal reforms drafted, lobbied, and approved to provide a legal framework for the Women's Justice Centers, to include CONAVIM in the law and to reform the Gender Violence Alert Mechanism. As well as technical assistance and accompaniment in federal reforms to strengthen the definition of femicide and for the investigation and access to justice to the victims, the constitutional reform to prevent aggressors and child support debtors from participating in electoral processes and to add vicarious violence to the law.
Specifically in 2023, state regulatory frameworks regarding the prevention, care and eradication of violence against women and girls were also strengthened through the development and approval of reforms to key laws, with the support of UN Women. These efforts resulted in, 29 laws were developed lobbied and approved at subnational level to strengthen the prevention and eradication of feminicidal violence: 11 in the State of Mexico, 14 in Guerrero and 4 in Chihuahua.
The Spotlight Initiative is set to propel advancements not just in SDG5 but also across all SDGs. The attainment of the 2030 Agenda can only be achieved through women´s equality as ending violence against women and girls can make transformative progress towards achieving the SDGs.
