By 2027, the most vulnerable populations, particularly women, girls, boys and people with special needs, improve: their food and nutrition security, management of natural resources and living environment, and strengthen their resilience to climate change including in areas affected by conflicts (Outcome 3 UNSDCF).

Very significant results were achieved in 2024 for rural and urban women, with 2 grants from Italy/Japan and the Qatar Red Crescent. More than 300 micro-projects involving 8,976 women were subsidized in the regions of Niamey, Tahoua, Maradi, Zinder and Diffa, with a view to boosting women's economic activities, thereby ensuring the immediate daily needs of their families and communities (education, health, clothing, food, etc.). In addition to technical strengthening activities, UN Women supported marketing through participation in national fairs and collaborative learning and partnership frameworks. These efforts were derailed by the economic sanctions imposed by ECOWAS, hence UN Women's initiative to produce a Gender Alert document based on testimonies gathered from 53 women's groups through focus groups. In addition to transcribing the interviews and analyzing the socio-economic and political situation of women, this document formulated key recommendations for decision-makers and partners, underlining the crucial importance of women's economic empowerment as a lever for inclusive resilience and a sustainable return to peace in the country. We have also developed strategic documents to promote emergency purchasing by women entrepreneurs in the humanitarian response to the floods. In view of women's commitment to entrepreneurship, the program has worked hard to mobilize financial resources through several programs and projects developed and submitted to donors. These include: (i) Public and private partnership program with banks and FSAs, (ii) Zinder Migration Project, phase 2, (iii) Regional agricultural value chain development program, (iv) Women's economic empowerment project, etc.

By 2027, the population, particularly women, children, adolescents, youth (boys and girls) and vulnerable groups, have increased, more inclusive and equitable access to quality basic social services, decent employment, social protection and protection from harmful practices -(Outcome 2. UNSDCF)

Although the human capital portfolio is one of the most important in terms of UN Women's triple mandate, it was one of the least funded in 2024. This situation, born of the country's socio-political crisis, but also of the completion and/or suspension of certain programs (spotlight, Muskoka), limited the implementation of actions linked to strengthening access to the use of quality basic social services, to social protection against GBV, all forms of inequality, abuse, exploitation and harmful practices in line with the strategic priority effect to which the unit must refer. Nevertheless, in terms of coordinating the human capital component, the office has focused on developing programs to mobilize resources and strengthen the portfolio. To this end, four (4) projects have been developed, namely: (i) the Second Chance Education and Professional Apprenticeship (SCE- AP) project, (ii) the Climate Change Resilient Education and Empowerment for Green Citizenship for Young Women, filles et garçons du Niger (PERCAC CI-VERTE), (iii) the PAEF-Rephasage pilot project, (iiii) and the VBG project in a Nexus Humanitarian, Development and Peace approach with a focus on the protection of women and girls. Two of these projects have already received funding and are in the implementation phase: the Rephasage pilot project with Italy and the VBG project with Spain. Also, following Niger's integration into the global “Safe Cities” initiative, an exploratory study based on the Guidance Note for the Scoping Studies of the UN Women Global Program “Safe Cities Free of Violence against Women and Girls” is underway to ensure the availability of relevant information for the formulation of the UN Women Niger “Safe Cities” program. Finally, the Projet d'Accélération de l'Education des Filles PAEF (Girls' Education Acceleration Project) is also in the start-up phase after its suspension following the sanctions imposed on the country. The process with the government is proceeding smoothly. Advocacy continues to mobilize resources for the other programs already developed. Notwithstanding this programmatic development, the Human Capital unit is pursuing its regalian interventions in terms of education and health, as well as in the provision of care and referral services for victims of GBV through holistic care centers and social cohesion spaces within communities, including in areas affected by violent extremism and conflict. The AGCCI digital education project for girls has entered its 3rd implementation phase.

By 2027, national and local institutions improve the application of legal and regulatory frameworks, efficiency, accountability, inclusiveness, and equity in the implementation of public policies to promote the provision of quality public services to communities and families in target areas, including during humanitarian emergencies (Outcome 1).

In 2024, UN Women made a significant contribution to improving effectiveness, accountability, inclusion and equity in the implementation of public policies, including support for the National Action Plan review process linked to the implementation of the second-generation Women, Peace and Security agenda (evaluation of NAP 2 and adoption of NAP 3); strengthening the capacity of national and local institutions (creation of a group of trainers on Women, Peace and Security) to provide quality public services to target communities (strengthening the resilience of women in communities in the face of security and humanitarian crises), including in humanitarian emergency situations. Key achievements include Strengthening institutional frameworks. In 2024, key institutional frameworks were significantly strengthened through the revision of national policies and strategies, in particular the National Gender Policy and the review of the Strategic Note to fully integrate the gender dimension. In addition, the High Authority for Peacebuilding (HACP) has been equipped with a functional gender unit, accompanied by a specific action plan, and its managers have benefited from in-depth training to integrate women and young people into peacebuilding processes. Thirty permanent and non-permanent members of the Permanent National Secretariat and regional offices have also been equipped to better coordinate initiatives under the Women, Peace and Security Agenda. These efforts have helped to create a more inclusive and sustainable institutional environment, encouraging greater participation by women and young people in local and national governance. This strengthened framework has supported their empowerment and their active role in conflict prevention, peace-building and governance, thus contributing to the rebuilding of the country on equitable foundations. The implementation of structures and processes that systematically integrate gender has established innovative and sustainable solutions for governance that is more sensitive and adapted to the needs of communities. Promoting inclusive dialogue: Three consultation forums have been set up in Niamey, Tahoua and Zinder, mobilising 5,000 women and girls, as well as institutional and traditional leaders, to promote peace, social cohesion and community resilience initiatives. These frameworks are also being used to develop initiatives aimed at strengthening their empowerment and resilience in the face of local challenges. Coordinated and strategic advocacy: UN Women has provided strategic support to women leaders of women's civil society organisations through technical and operational capacity building to agree on advocacy points in the context of political crisis in order to strengthen the decision-making process. It also supports the implementation of an advocacy plan by the Women's Movement for the promotion of women's and girls' rights, focusing on the Ministry for the Promotion of Women and the Protection of Children. This has helped raise the participation rate of women in government from 18% to 23%. Innovative tools for gender-sensitive governance: A centralised digital platform for the management of gender-disaggregated data has been set up, strengthening transparency, coordination and strategic planning of gender-sensitive public policies within the United Nations system. These advances in 2024 are part of a dynamic of systemic transformation of institutional and community frameworks, promoting inclusive and equitable governance. They will help to create solid foundations for achieving the goals by 2027, by guaranteeing fairer public policies tailored to the needs of vulnerable populations, particularly women and young people, in the target areas.

Advancing business transformation

In order to meet the growing needs of government partners and target communities in terms of gender promotion and women's economic empowerment, the UN Women office in Niger undertook a restructuring of its organizational chart during 2024. This made it possible to free up the human resources needed to provide technical assistance for the 3 national thematic priorities defined, namely: women's economic empowerment, ending violence against women, the Women, Peace and Security agenda, and gender in humanitarian action. In addition, to support the UNSDCF program development process and strengthen its strategic positioning, the UN Women office has positioned thematic experts in each of the teams responsible for developing these programs and ensuring that gender is taken into account in these flagship programs, thereby maintaining the office's involvement in strategic discussions with the government, UN systems and other stakeholders

advancing partnership and resourcing effectively influencing for impact and scale

In 2024, the un Women Niger office implemented a series of innovative strategic initiatives to address the challenges of gender equality and women's empowerment. These innovations, deployed in a complex context where gender inequalities remain persistent, testify to the organization's commitment to transforming the socio-economic realities of women and young people, while promoting an inclusive and sustainable approach. Drawing on a combination of innovative partnerships, programs integrating digitalization, and targeted funding projects, UN Women has been able to develop intervention models adapted to local needs while strengthening its strategic positioning in Niger. More than 35 million USD in guarantee lines mobilized from the African Solidarity Fund as part of the PPP-Fem-Jeunes Project, under the lead of the Ministry of Economy and Finance; Strengthened partnership with 10 commercial banks; Establishment of partnerships with IOFS; AEON Collective and AGFUND; Mobilization of traditional leaders around the promotion of digital technology for the benefit of young girls and women. Strengthened collaboration with the Ministries of Energy and Agriculture. The office intends to pursue strategic discussions with foreign chancelleries and cooperation offices accredited to Niger.
