    SN Outcome 3. Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable. (UNSDCF Outcome 3)

    Implementation of this outcome in 2025 was significantly constrained by the wider crisis environment, which disrupted institutional functioning, public service delivery, and coordination systems. Evidence from the 2025 Gender Matters Bulletin – No Relief in Sight and the 2025 Gender Snapshot for the Gaza Strip shows that national systems faced severe operational pressure, reduced institutional capacity, and weakened accountability and participation mechanisms, factors that limited progress toward more inclusive, rights-based governance. Drawing on findings from the 2025 gender assessments, future programming will integrate crisis-sensitive planning, strengthened risk and scenario analysis, and more adaptive implementation approaches to ensure relevance in volatile conditions. The assessments also underscored the need for reliable, gender-disaggregated data to support governance oversight; therefore, UN Women will strengthen monitoring systems, simplify tools, and introduce contingency data-collection measures to maintain continuity during disruptions. These adjustments will support a realistic and context-responsive path toward advancing UNSDCF Outcome 3 as conditions evolve.     The implementation of this Outcome has been severely impacted by the start of the war in Gaza in October 2023. The war in Gaza meant that the existing governance institutions, processes and mechanisms may no longer be relevant or sufficiently responsive to implement this Outcome. Further evaluation is needed after the post-war governance structure takes place. At the same time, UN Women - as the rest of the UN - is not sufficiently able to influence this process.
