High quality of programs through Knowledge, Innovation, Results Based Management and Evaluation

In 2025, the UN Women Sudan Country Office made notable progress in strengthening Results-Based Management (RBM) practices across programmes and partnerships. Targeted capacity-building initiatives enhanced the technical competencies in planning for results and reporting of UN Women staff and implementing partners (IPs), contributing to more results-oriented programme design, implementation, monitoring, and reporting. As a result, the overall quality, coherence, and analytical depth of reports submitted to donors, UN Women standard approach and partners improved, demonstrating stronger alignment between planned results, implementation progress, and evidence. Throughout the reporting year, the Monitoring and Evaluation (M&E) function advanced the application of results-based monitoring and reporting approaches, despite operating in a highly volatile and constrained context. Continuous mentoring, on-the-job support, and guidance on RBM tools and frameworks generated early positive shifts in how results are articulated, tracked, and reported. Nevertheless, capacity gaps persist, particularly in advanced RBM application, outcome-level monitoring, and evidence-based reporting. Sustained and structured investments in training, coaching, and technical assistance remain necessary to consolidate gains and further improve staff and IP performance. Access constraints in conflict-affected and high-risk locations continued to pose a significant challenge to effective monitoring, verification, and learning. Limited physical access to project sites and partners in hotspot areas affected the timeliness and depth of data collection and validation. To mitigate these risks, UN Women Sudan is exploring the establishment of third-party monitoring arrangements through qualified partner organizations. This approach is expected to strengthen independent data collection, enhance quality assurance of reported results, and improve accountability and learning in hard-to-reach areas, while maintaining programme oversight in line with UN Women standards.

Sudan country programmes developed with high quality, through knowledge, innovation and results-based management. This occured through implication of results-based management principles through programme cycle, planning, implementation and reporting. RBM principles were incorporated in Sudan 2022 AWP, programmes and projects and partners’ projects. All results statements are well defined in addition to smart indicators. Full follow-up and support were also provided to the team for in-depth comprehension and implementation of the 2022-2025 strategic planning guidelines, and planning was completed on time. The 2023 annual work plan builds on information, experience and lessons learned shared. Also, RBM principles were materialized in results capturing and reporting. So, the quality standard of internal reporting was enhanced.

Sudan programmes are formulated with high quality through knowledge, innovation, results-based management, and evaluation. Project documents are designed and implemented based on the real needs of communities, incorporating results and findings from the CPE. The office has developed a results-based management (RBM) plan based on context analysis, and programme formulation informed by real country contextualization and RBM.

High quality of programmes through knowledge, RBM and evaluation is being improved in the UN Women Sudan office. In 2023, the Office successfully articulated its programming through linkages between Humanitarian, Peace & Security and Development-nexus. The rapid and in-depth gender assessments conducted at the early stage of the war outbreak and humanitarian crisis have informed the office’s strategy to address the most vulnerable women and girls’ humanitarian needs. The information collected has informed the orientation review of ongoing projects and the development of new projects including the Japan funded initiative “Responding to the emergency needs of displaced women, young women, and women from hosting communities impacted by the conflict in Sudan”. The UN Women Sudan practice and the ongoing capacity building of staffs and implementing partners on results- based management has also contributed to an improved quality of reporting from partners for a more effective internal and donor reporting. Additionally, the Sudan 2018-2023 CPE that was concluded in December highlights the strategic areas and lessons in need of UN Women’s attention for consideration in future programmes.
