Advancing partnerships and resourcing

UN Women CO strengthened partnerships across the government, private and CSOs. Successfully mobilizing, managing partnerships and resources to finance the full implementation of its SN 2025 - 2030 as a priority, and on the other, convening partnerships and influencing resource flows in support of the wider GEWE mandate as a second priority. In 2024, UN Women mobilised funds from ELSIE initiative to increase female participate in peace missions, PBF secretariat funds, Spotlight initiative and Irish Aid. The CO scaled up it strategic communications and advocacy initiatives to reach out to donor and mobilise resources respectively to widen UN Women’s circle of influence to reach a broader range of actors and ensure that UN Women drives the global conversation on GEWE.

Advancing business transformation

The CO transformed it business modality by effective planning, strategic partnership and focusing on best practice and lession learnt from other country offices, resource mobilise and allocate resources appropriately to create impact for women and girls. A good example is leveraging from CORE resources to empower rural women with tools and strengthened their capacity which led to improved yields.

Nurturing an empowered workforce and advancing an inclusive UN-Women culture

As of December 2024, the Sierra Leone country office has a total of 19 personnel which includes 9 personnel on consultancy contracts, 6 on service contracts and 5 on Fixed Term contracts. The office also launched an internship program dubbed Change Makers which resulted in the recruitment of 10 interns after a rigorous processes. These interns are assigned to partners in rural communities working closely with partners to get experience and also document success stories of interventions supported by UN Women. The office has around 32% male personnel compared to 68% female personnel including consultants. However, only 1 staff (female) has a contract at National Professional Level and 1 staff (Head ) has an International staff contract at P4 level. Much needs to be done to improve on the contracting modality and types for staff to assure job security and mitigate the risk of loosing good staff. Over 90% of the staff have completed mandatory trainings and most staff have had opportunities to attend trainings/workshops organised by the regional and other offices. Despite this, staff still look forward to be given the opportunity to more training opportunities that will not only enhance their skills but also help in their careers.

Effective normative, programmatic and coordination products, services, and processes

Under the UN systems Coordination mandate the CO took the lead in providing technical support and advocacy to ensure that gender was mainstreamed into outcomes and outputs in order to strengthen gender with the new UNSSCDF 2025-2030. Closely related to this the CO based on the comparative advantage was invited by the RCO to co-lead discussions on the way forward to strengthen gender on the Leave No One Behind Report 2023 working closely with the international Consultant. Working with 8 UN Agencies (UNDP, UNICEF, UNFPA, ILO,WHO, IOM,RCO UNIDO) as the Gender Theme Group Chair the CO provided orientation sessions for GTG and Inter Agency Assessment Team Members on the UN SWAP Scorecard. This provided members with basic tools to conduct the SWAP Annual report for the accountability of the UNCT to gender equality and women’s empowerment. The team assessed five performance indicators of which 3 met minimum standards 1 was approaching and 1 exceeds. A comprehensive assessment will be conducted in 2025. Under joint UN Partnerships on Gender Mainstreaming the CO coordinated activities to strengthen gender mainstreaming in Ministries Department and Agencies in Sierra Leone as prescribed by the Gender Equality and Women’s Empowerment Act 2022. In partnership with UNFPA, UNICEF, UNDP the CO significantly contributed to advancing the gender-related goals of the Mid Term National Development Plan 2024-2030 by empowering women and girls. Through collaboration with government entities, civil society organizations, the private sector, and women leaders, efforts have been made to raise awareness of the GEWE Act and reshape social norms for women and girls in Sierra Leone. Over 4000 women have been empowered to take ownership of the Act, and 250 male leaders have committed to supporting community-led women’s rights initiatives through the HeForShe campaign.
