Principled Performance

In 2024, UN Women South Sudan successfully demonstrated its accountability and trustworthiness in managing financial and other resources with integrity. Through the implementation of a robust Monitoring, Evaluation, and Reporting (M&E) system, the Country Office effectively tracked progress towards both project-specific and organizational outcomes. Each program was guided by clearly defined indicators, baselines, and targets, with regular monitoring conducted to assess progress. Furthermore, 69% of donor reports were submitted on time, providing comprehensive details not only on financial expenditures but also on the qualitative and quantitative impacts of the programs. Additionally, the office established an accountability mechanism for the South Sudan Women’s Social and Economic Empowerment Project (SSWSEEP) project, enabling the solicitation of beneficiary feedback. This mechanism ensured that programs were both effective and responsive to the needs of local communities, particularly women and girls, thereby reinforcing UN Women South Sudan's commitment to transparency and the responsible use of resources.

Advancing partnerships and resourcing

In 2024, UN Women South Sudan significantly enhanced its advocacy and visibility efforts to promote gender equality and women’s empowerment. Key achievements included high-profile events such as the launch of the South Sudan Women's Charter and the Women’s Parliamentary Caucus (WPC) Strategic Plan 2023-2027 , alongside impactful campaigns like the 16 Days of Activism. Media engagement efforts resulted in over 43 mentions in leading newspapers, significant social media engagement, and free radio features highlighting gender equality and women’s leadership. A notable accomplishment was the capacity strengthening of 24 media outlets through targeted engagement, fostering gender-sensitive reporting and amplifying key messages on gender equality. Advocacy content, including 13 stories and a GBV video, was published on regional platforms, further expanding the reach of UN Women’s initiatives. UN Women, in partnership with the Ministry of Peace Building, the Government of Norway, and the Women Peace and Security Working Group, organized a photo exhibition featuring 100 images. Running from 2010 to 2024, the exhibition highlighted the need for a gender-inclusive transition, challenges negative perceptions of women leaders, and documents strategies for a peaceful, inclusive future. These efforts reinforced partnerships, enhanced the visibility of women’s voices, and drove sustainable advocacy for gender equality and women’s leadership in South Sudan. Furthermore, UN Women South Sudan continued to effectively leverage and expand its partnerships to secure sustainable resourcing for gender equality and the delivery of its mandate. The Country Office submitted six funding proposals totalling USD 8.25 million to a range of donors, such us the Korean Embassy, Japan Supplementary Funding, the Peacebuilding Fund, and the African Development Bank and including non-traditional partners such as the Complex Risk Analytics Fund (CRAF). As a result of these efforts, the Country Office successfully secured funding of USD 2.75 million. One proposal valued at USD 3 million was unsuccessful, while feedback is still pending on three proposals totalling USD 2.5 million.

Business Transformation

In 2024, UN Women South Sudan advanced its business model transformation to deliver impact at scale by fostering a culture of ethical leadership and continuous improvement. The office implemented the Global Service Tracker, automating and streamlining internal business processes, which significantly enhanced communication between programme and operations teams, improved transparency, and facilitated the efficient archival of supporting documents. To reinforce ethical practices, a refresher training on fraud risk awareness was conducted as part of the global roll-out, further embedding ethical standards into daily operations. Looking ahead, the office is actively contributing to the planned Results Management System (RMS) upgrade, as well as focusing on the automation of partner liquidations through FACE

Empowered people

In 2024, UN Women South Sudan upheld its commitment to being an employer of choice by recruiting and retaining a diverse and high-performing workforce through competitive and rigorous processes. The Country Office onboarded 4 Fixed-Term Appointment (FTA) staff members, 12 personnel on service contracts and several short-term consultants. Due diligence was consistently applied to ensure that all hires, including directly contracted consultants, met the expected standards of quality and deliverables. All new personnel have been inducted, including training on Prevention of Sexual Exploitation and Abuse (SEA). This initiative has significantly enhanced staff understanding of PSEA, resulting in no reported cases of SEA in 2024 The workforce demonstrates gender diversity, with a composition of approximately 52.3% male and 47.7% female staff. The office maintained a low staff turnover rate, reflecting a strong retention of experienced personnel. However, challenges persist in staff retention due to the use of less attractive contractual modalities, such as Special Service Agreements (SSAs) and Service Contracts (SCs). In response, the Country Office, in consultation with the Regional Office HR Business Partner (RO HRBP) and HQ HR, has prioritized the transition to the new National Personnel Services Agreement (NPSA) and International Personnel Services Agreement (IPSA) contract modalities. These updated contracts, offering enhanced benefits, are scheduled for roll-out in early 2025, with UNDP HR assuring full support for the process.

Products, Services and Processes

In 2024, UN Women South Sudan Country office improved operational efficiencies by leveraging UN Common System services to streamline procurement processes. This included utilizing long-term agreements (LTAs) established by other UN agencies for hotel and conferencing services, travel agency services, mobile and data communication services, and security services. These collaborative efforts reduced costs, improved service delivery, and strengthened the integration of operations across UN entities in South Sudan. The Country Office actively participated in the UN Operations Management Team (OMT) and its working groups, including the HR Network and Finance/HACT Working Groups. Through these platforms, the office contributed to and benefited from shared solutions to address local business process challenges.
