In 2025, UN Women advanced efforts to foster a culture of peace and create safe environments for women and girls through multi-level interventions. The Safe Cities Program in the Historic Center of San Salvador achieved key milestones, including the completion of an exploratory safety assessment, validation of an inter-institutional work plan, and the establishment of a technical committee with OPAMSS, ISDEMU, and APLAN. Complementary initiatives strengthened feminist dialogue spaces, culminating in the Beijing+30 Festival, which promoted intergenerational engagement and collective reflection on gender equality. At the community level, through the Women Guardians of Peace project, eight training sessions on violence prevention and mental health benefited 178 participants, while 25 women were certified as community mediators under the “Women Builders of Peace” program. In addition, actions were implemented to preserve the historical memory of women and promote transitional justice, strengthening guarantees of non-repetition and social cohesion. These achievements contributed to building inclusive, peaceful environments and reducing gender-based inequalities in alignment with national and global commitments.

For this reporting period, the country office has continued to work on actions that promote a culture of peace to advance towards the achievement of peaceful and safe environments for women. Through the implementation of the Spotlight Initiative, the capacities of the justice sector have been strengthened. In 2022, with funding from the Canada Fund for Local Initiatives (CFLI), it supported the updating of the Institutional Gender Policy of the Office of the Human Rights Ombudsman, i ensuring the follow-up and implementation of Resolution 1325 and the positioning of the Women, Peace and Security Agenda. Technical support has been provided to the Foreign Ministry in the implementation and follow-up of the II National Action Plan, approved in May 2022, and the strengthening of the inter-institutional coordination space created for this purpose (https://rree.gob.sv/el-salvador-presenta-estrategia-nacional-de-la-resolucion-1325-compromiso-internacional-sobre-mujeres-paz-y-seguridad/). The country office has continued to promote the National Coalition on Women and Climate Change, launched in 2021 with the participation of the Embassies of Costa Rica and Canada, the Ministry of the Environment and Natural Resources, ISDEMU, and the Executive Secretariat of the Council of Ministers of Health of Central America (COMISCA), as an area of great importance considering the country's vulnerability to the impacts of climate change.

UN Women has actively supported women-led organizations and movements in assuming leadership roles within humanitarian contexts. This support includes strengthening their capacity to advocate for their needs, actively participate in planning and implementation processes, and engage in key decision-making spaces, such as the Humanitarian Country Team. Notably, the current composition of the Humanitarian Country Team lacks representation from women/women-led organizations, underscoring the importance of these efforts. These initiatives also aim to build agency within their communities and strengthen their ability to influence recovery and resilience-building initiatives. Moreover, through the implementation of a Rapid Gender Assessment, UN Women has made significant contributions to advancing gender equality and women’s rights in humanitarian responses by: Evaluating crisis responses from a gender and women’s human rights perspective, identifying progress and gaps in key priority areas, including: Participation, decision-making, and leadership: Empowering women as leaders in crisis response efforts. Health: addressing urgent sexual and reproductive health needs in humanitarian settings. Access to technology, information, and education: Closing the digital and knowledge divide to ensure equitable access. Security and protection: Combating gender-based violence and ensuring the safety and well-being of women and girls. Sector-specific Services and resources: Promoting equitable access to essential resources such as food security, water, sanitation, and hygiene. Promoting strategies that address gender-specific needs and protection concerns to ensure that crisis and recovery efforts prioritize the advancement of women’s human rights, safety, and security. Delivering data and insights to women affected by crises, women’s movements, indigenous organizations, humanitarian teams, and government institutions.

The country office is contributing through its actions to the generation of more peaceful and safe environments for women, in which the voice and leadership of women and women's organizations are recognized for their role in peacebuilding, as well as the important role they play in humanitarian action. With the implementation of the Women Guardians of Peace project, we are contributing to the incorporation of the gender approach in transitional justice actions, supporting the rescue of the historical memory of the women's movement and women leaders at the community level, and in the actions for the implementation of the 2nd National Action Plan of Resolution 1325. This work is reinforced by maintaining spaces for dialogue with women's organizations in the search for minimum consensus based on contextual analysis. In addition, the country office has initiated work to follow up on UN Women's Global Humanitarian Strategy through capacity building on gender in humanitarian action.
