The UN Country Team, Government and CSOs coherently and systematically contribute to progress on Gender Equality and Women’s Empowerment and on the implementation of the CEDAW, Beijing Declaration and Platform for Action, the SDGs and UNSC Resolution 1325 as well as other global and regional normative frameworks.
The United Nations Country Team (UNCT), civil society and government advanced gender equality norms in the development planning and accountability frameworks of Thailand. Thailand’s 8th CEDAW periodic review was completed in 2025. The UNCT CEDAW confidential report, led by UN Women, Resident Coordinator’s Office and OHCHR, informed the CEDAW review. The Thai delegation was prepared for the oral reporting by the mock session co-organized by UN Women, RCO and other agencies. The CEDAW Concluding Observations (July 2025) reinforced Thailand’s pathway to advancing gender equality with authoritative guidance for national reform, directly informing the legislative amendments (e.g. Gender Equality Act) and the content of the policy instruments such as the national action plans. Civil society organisations strengthened their engagement in international accountability with UN Women support. Some of CSOs' CEDAW shadow report evidence was reflected in the Committee's Concluding Observations, and a rights-based draft amendment law was submitted to the Parliament by CSOs. As a result of UN Women’s advocacy, UNCT adopted the Gender Equality Acceleration Plan, making Thailand among the first UNCTS in the Asia Pacific to formalize this system-wide commitment. UN Women led this result through Gender Theme Group, successfully advocating for a dedicated gender equality outcome and mainstreaming of gender equality and women’s empowerment in multiple outputs of the new United Nations Sustainable Development Cooperation Framework (UNSDCF). This result reflects an increasing coherence of intervention towards the progress on gender equality and in line with the country development priorities. UN Women contributed to these results through its coordination and technical support provided to UNCT and government partners, especially the Ministry of Social Development and Human Security, as well as its collaboration with the civil society.
