UN Women has made strong progress towards achieving this outcome in 2023. In 2023, UN Women in coordination with RCO Tajikistan initiated and conducted the process of Annual UNCT-SWAP Scorecard reporting for Tajikistan. It followed by further in-person meeting of the IAT to jointly review the AP and indicators and the progress done, provided guidance to UNCTs, made a presentation to IAT/UNCT team to agree upon on five indicators to be assessed and reported. The Report was submitted timely in 2023 to the SWAP Desk. UN Women led the preparations, data collection, review, and UNCT endorsement of the report. RCO and UN Women played an instrumental role in ensuring the collaborative nature and timeliness of the process. The concerted work of the UN Inter-Agency Team and UN Women's leadership role were highly praised by RC. Out of five indicators assessed in 2023, 4 (four) performance indicators have been rated as exceeding UN-SWAP standards and only one rated as approaching.

In 2024, state and non-state actors coordinated and delivered commitment on gender equality and women's empowerment with UN Women's support. Through a series a consultation and technical support provided by UN Women - organizing working groups with government bodies representatives, hiring a consultant to review the text – the governement of Tajikistan endorsed a new Law on Prevention of Domestic Violence (LPDV) in Tajikistan. This new law provides key improvements including free health services and shelters for survivors of domestic violence, addressing immediate needs, extending protection orders, increasing the duration of initial orders from 15 to 30 days and extensions from 30 to 60 days, as well as introducing hotlines providing survivors with accessible and immediate support. Then, UN Women led the 2024 UN Country Team (UNCT) SWAP Gender Equality Scorecard Annual Progress Reporting process and established the Gender Theme Group (GTG), co-chaired by the Heads of UN Women and of UNFPA. With support from the UN Resident Coordinator's Office (UNRCO) and gender experts, UN Women played a pivotal role in advancing gender equality within the UN system and supporting the integration of gender considerations in national policies and programs. This effort not only strengthened accountability within the UN system but also reinforced a shared commitment to integrating gender considerations across all programs and activities. The 2024 UNCT SWAP Gender Scorecard Report was successfully completed due to the active engagement of the UN Country Team SWAP Inter-Agency Team, which included the Resident Coordinator Office, as well as Data and M&E Focal Points, Communication Focal Points, Gender Focal Points, and the Operations Management Team from all UN agencies. During the introductory meeting, agencies selected five performance indicators for 2024 reporting and assigned responsible individuals to oversee the reporting process for each selected indicator. While some agencies were less active throughout the reporting period, all agencies contributed equally to the survey on organizational culture, which assessed whether the organizational culture fully supports the promotion of gender equality and the empowerment of women. Since the UNCT-SWAP analysis is conducted on behalf of the entire UNCT, it is difficult to calculate a precise percentage of entities that meet or exceed the UN-SWAP standards. However, a high proportion of reporting entities either met or exceeded minimum requirements on all 5 selected indicators, particularly in relation to organizational culture.

By 2026, state and non-state actors in Tajikistan are effectively coordinating and delivering on commitments to gender equality and women’s empowerment, resulting in more coherent, evidence-based, and impactful national and regional interventions. In 2025, UN Women strengthened UN system-wide coordination, accountability, and institutional capacity for gender equality, enabling more integrated support to national priorities and international commitments. As a result, women and girls are more likely to benefit from consistent, better-designed policies and services that respond to their specific needs and rights. The development of Tajikistan’s first Country Gender Equality Profile (CGEP) consolidated quantitative and qualitative data, human rights recommendations, and policy analysis, strengthening the evidence base for coordinated action. It directly informed three of the four pillars of the Country Analysis and reinforced alignment with national priorities and international frameworks, including CEDAW, the Beijing Platform for Action, and the SDGs. This means policies and programmes are increasingly grounded in sex-disaggregated data and gender analysis, making women and girls more likely to access targeted services, protection measures, and economic opportunities that address documented gaps. The UNCT-SWAP Comprehensive Gender Equality Scorecard assessment enhanced UN internal systems, practices, and accountability mechanisms. Sixty per cent of performance indicators met or exceeded UN-SWAP standards, reflecting more consistent integration of gender equality across leadership, planning, monitoring, and operations, and generating prioritized action areas for system-wide improvement. Through leadership of the UN Gender Theme Group (GTG), UN Women reinforced coordinated advocacy and collective action across the UN system. This reduces fragmented programming and increases the likelihood that women and girls receive more comprehensive and mutually reinforcing support across different sectors. At the national level, UN Women strengthened high-level government leadership and policy coordination. Support to the participation of senior officials at the 69th session of the Commission on the Status of Women (CSW69) including the Deputy Prime Minister, and the Chief Specialist of the Executive Office, enabled Tajikistan to showcase national progress on women’s rights and the Beijing Platform for Action. Outcomes included a high-level bilateral meeting with UN Women Executive Director Ms. Sima Bahous, reinforcing strategic partnerships, and political commitment to GEWE issues. Stronger political ownership increases the likelihood that national reforms translate into improved legal protections, budget allocations, and accountability mechanisms that directly affect women’s daily lives. UN Women also strengthened the Committee on Women and Family Affairs (CoWFA) by enhancing its monitoring, evaluation, and analytical capacities. Through UN Women’s technical support, CoWFA improved its performance tracking, results-oriented decision-making, and alignment of strategic objectives with national gender priorities. This capacity strengthening is expected to lead to more effective, accountable, and evidence-based implementation of gender-responsive policies and programs in Tajikistan. This enhances the quality and oversight of gender-responsive policies, making it more likely that women and girls experience effective implementation rather than policy commitments alone. At the national level, UN Women strengthened coordination and capacity for gender-responsive legal reform by supporting a high-level roundtable on ‘Task Allocation Among Working Group Members on Improving Legal Regulation in the Areas of Eliminating Gender Stereotypes, Protecting Women’s Rights, and Preventing Domestic Violence.’ The roundtable clarified institutional responsibilities, aligned national legislation with international obligations, and generated actionable recommendations to enhance inter-agency coordination, civil society engagement, and compliance with global gender equality standards. At the regional level, UN Women advanced coordination and policy coherence on gender equality in Central Asia. Strategic engagement in the High-Level Meeting on the 30th Anniversary of the Beijing Platform (Kazakhstan, February 2025) and the Joint Women Forum of Tajikistan, Kyrgyzstan, and Uzbekistan (Khujand) strengthened cross-border collaboration, harmonized approaches to advancing SDG 5, and generated recommendations on peacebuilding, economic empowerment, and regional development. Enhanced regional collaboration increases opportunities for women leaders, entrepreneurs, and peacebuilders to access networks, share solutions, and influence regional agendas that affect their communities. Overall, through strengthened coordination mechanisms, evidence-based planning, high-level advocacy, and capacity development, UN Women enabled the UN system, government institutions, and civil society to operate more coherently and deliver on gender equality commitments.
