Enhanced quality of programmes through knowledge, innovation, RBM & evaluation
The office's internal capacity for efficient and effective programme management was strengthened with the creation of a Planning, Monitoring, and Reporting Analyst position in 2024
The Country Portfolio Evaluation of the country office has demonstrated the effectiveness and relevance of the interventions that the office has undertaken. For instance the evaluation found that UN Women has made key contributions to advancing gender equality and women’s empowerment in Timor-Leste across its triple mandate.
The Strategic Note has been relevant and aligned with key national and international priorities for advancing gender equality and women’s empowerment. Moving forward, the Country Office must translate normative progress into sustainable results for women and girls in all their diversity to maintain credibility and relevance.
In 2024, the Country Office’s reporting mechanism has been strengthened through the introduction of structured processes, which have allowed for deeper quality assurance by senior management. In 2024, the Country Office focussed on substantive support to all colleagues while developing reporting inputs so that time and effort taken for reviews can be reduced.
Improved management of financial and human resources in pursuit of results
The TLCO demonstrated improved management of the CO, illustrated by increased delivery from 86% in 2023 to 95% in 2024; timely submission of high-quality quarterly monitoring reports, donor reports (to Korea- on Together for Equality Programme); compliance with security, month-end closure /related processes; and successful mobilization of USD 925,740. The CO has maintained strong partnerships with external partners, contributing to the Government Aid transparency portal. The CO staff have grown in their capacity to lead and deliver on UN Women’s mandate, with all 25 staff and personnel (except 4 consultants) completing their mandatory courses within 6 months of service and the CO actively providing targeted individual and collective learning opportunities in line with staff functions and professional learning goals such as 2 Project Managers certified on Programme Management and 1 National project Officer certified on EVAW Data Management. Staff and personnel’s increased knowledge, improved performance in their respective areas and better understanding of their roles contributed to their confidence in performing the day-to-day work and ensuring compliance on operational rules and procedures.
Despite this achievement, as part of the ending of a project (Together for Equality) at the end of November, 3 FTAs contracts concluded.
UN Women as a member of the Operations Managers Team (OMT) has been actively participated in the development and reviewing of the BOS 2.0. As part of BOS implementation, UN Women is continuedly engaged in the Finance, ICT working groups and Chair the HR working group and has facilitated sharing of LTAs and consultancy lists across the UN agencies, funds and programmes.
