UN Women is an accountable and trustworthy development organization that manages its financial and other resources with integrity and in line with its programmatic ambitions and fiduciary obligations.
During the reporting year, the CCO upheld its accountability and trustworthiness by ensuring effective and robust results-based management, financial management controls, internal and external transparency of financial data, timely and accurate donor reporting, responsive and secure information systems, environmental sustainability and a reduced carbon footprint, and physical security. In Tunisia, marked by political and socio-economic challenges that demanded high-level technical and coordination expertise deployed from UN Women, the UN accessed high-level analyses and briefs on the situation of women in Tunisia, developed by the CO, to inform their executive decisions. The UNCT and the Gender Coordination Group (GCG), which consists of international stakeholders, governmental officials, and representatives from civil society, continued to mainstream gender as the CO implemented its coordination role as the chair of the Gender Theme Group (GTG) and co-chair of the GCG. The CO received funding from several donors (Multi-Partner Trust Fund (MPTF), Finland, Sweden, SIDA, France and Spain) to implement various programmes in WPPL, WPS, WEE, EVAW and gender statistics, covering programme, administrative and operational costs. The CO completed financial reporting to those donors, and reporting on budget and resources allocations to HQ on time and in line with corporate rules and regulations. Furthermore, the CO managed these funds in line with its programmatic ambitions and fiduciary obligations with respective program teams and responded to the identified needs. During the reporting year, the CCO upheld its accountability and turstworthiness by ensuring effective and robust results-based management, financial management controls, internal and external transparency of financial data, timely and accurate donor reporting, responsive and secure information systems, environmental sustainability and a reduced carbon footprint, and physical security. In Tunisia, marked by political and socio-economic challenges that demanded high-level technical and coordination expertise deployed from UN Women, the CO took the lead in developing high-level analyses and briefs on the situation of women in Tunisia to inform executive decisions on the UN's role in the country. It also continued to implement its coordination role by mainstreaming gender within UNCT as the chair of the Gender Theme Group (GTG) and by co-chairing the Gender Coordination Group (GCG), which consists of international stakeholders, governmental officials, and representatives from civil society. As a result, the UNCT-SWAP Gender Equality Scorecard was carried out successfully and a UNCT action plan developed. Moreover, thanks to the active engagement of the Embassy of Spain in the GTG, Tunisia was included in the ‘Safe Cities’ global flagship programme. The CO received funding from several donors (Multi-Partner Trust Fund (MPTF), and the Governments of Japan, Canada, Finland, Sweden, SIDA, France and Switzerland) to implement various programmes in WPPL, WPS, WEE, EVAW and gender statistics, covering programme, administrative and operational costs. In 2025, the Tunisia Country Office demonstrated strong performance in donor stewardship, delivery, and corporate compliance, reinforcing its accountability and operational efficiency. All donor reporting requirements were met in full and on time, achieving a 100 per cent submission rate. Several of these reports were coordinated and submitted by the Regional Office, as they relate to regional programmes in which Tunisia is an implementation country. No negative feedback was received from Member States during the reporting year. Regarding programme delivery performance, in 2025 the delivery rate reached 82.54 per cent for regular resources and more than 96 per cent for other resources. This marked progress reflects strengthened planning processes and more rigorous follow-up on ongoing projects, contributing to improved implementation efficiency and financial absorption. From a risk management and compliance perspective, the Business Unit remained fully aligned with corporate standards. The office achieved 100 per cent compliance with the Enterprise Risk Management (ERM) policy, with mitigation measures in place for all high-rated risks. It was also fully compliant with Business Continuity and Crisis Management (BCCMA) requirements. No audit was conducted during the reporting period; therefore, no audit findings or related follow-up actions were required. Overall, the UN Women Tunisia Conflict Cluster Office (CCO) ensured that human and financial resources were managed with integrity, in line with programmatic ambitions and fiduciary responsibilities, while strengthening operational effectiveness and delivery performance throughout the year.
