    UN-Women efficiently and effectively discharges of all business processes that advance integrated delivery of its mandate at HQ, Regional and Country levels, including through shared services

    As the Co-chair of the Gender in Humanitarian Action Working Group (GiHA WG) and the Chair of the Gender Theme Group (GTG), UN Women effectively coordinates the collective efforts of humanitarian and development actors, the UN, and non-UN organizations to make gender equality and the empowerment of women and girls central to the humanitarian and development interventions in Ukraine. In 2025, some of the key results include the following: As part of its coordination and normative mandate, UN Women led the process of preparation of the UNCT joint submission to the Committee on the Elimination of Discrimination against Women (CEDAW) supplementing the information received from Ukraine in March 2025 under the follow-up procedure to concluding observations of the Committee. Preparation of the report was facilitated by the UN Gender Theme Group under UN Women guidance and coordination (submission is attached). As the GTG Chair, UN Women played a pivotal role in the UNCT-SWAP Gender Scorecard comprehensive assessment exercise conducted by the UNCT in 2025. The RCO led the exercise with technical support from the GTG and UN Women. The Scorecard report was submitted timely and highlights some important gender mainstreaming gains by the UN system but, overall, shows a lower level of mainstreaming than the previous comprehensive Scorecard assessment undertaken in 2021. Along with the Scorecard exercise, the UN Gender Parity Strategy (GP) for Ukraine was developed marking a significant contribution to gender-equal staffing in the UN system. UN Women was an active member of the five-member GP strategy Task Force that drew from GP strategies in other countries and data from the Ukraine HR survey of all agencies staffing by gender, as well as gendered staff perceptions of well-being. In 2025, the GiHA WG —co-chaired by UN Women, CARE Ukraine, and NGO Girls and representing 300+ members including 100+ Ukrainian WROs—remained the main mechanism for gender mainstreaming in Ukraine’s humanitarian response. Following UN Women’s effective co-leadership of the GiHA WG and advocacy for equitable funding for Ukrainian WROs, the Ukraine Humanitarian Coordinator endorsed the CO’s candidacy for membership in the Ukraine Humanitarian Fund Advisory Board.
