SN Outcome 1 [CF Outcome 2] Climate Change Response, Disaster Resilience and Environmental Sustainability By 2026, people in Viet Nam, especially those at risk of being left behind, will benefit from and contribute to safer and cleaner environment resulting from Viet Nam’s effective and gender responsive mitigation and adaptation to climate change, disaster risk reduction and resilience building, promotion of circular economy, the provision of clean and renewable energy, and the sustainable management of natural resources.
In 2024, UN Women played a pivotal role in advancing gender-responsive climate change mitigation, disaster risk reduction (DRR), and resilience-building efforts in Viet Nam, directly benefiting women, girls, and marginalized communities. The country’s response to Typhoon Yagi, which struck in September 2024, showcased the successful integration of gender equality and social inclusion (GEDSI) principles into the government's multi-sectoral humanitarian response and recovery plan. This response plan, which aligned with the Sendai Framework on Disaster Risk Reduction and the UN’s Gender Equality and Women’s Empowerment (GEWE) commitments, helped ensure that women and other vulnerable groups had access to essential services and were included in decision-making processes. UN Women’s technical expertise was central to mainstreaming GEDSI in the multi-sector assessment and plan development. As Co-chair of the Gender and Protection in Humanitarian Working Group (PGWG), UN Women led the development the Gender Alert “ Unequal Burdens: Gender- and Protection- Specific Risks after Typhoon Yagi in Viet Nam", with participation from group members , which highlighted gender specific needs and vulnerabilities post disaster, protection concerns arising from impacts of the typhoon, and recovery efforts requiring women’s engagement in livelihood reconstruction. The report was endorsed by the Ministry of Agriculture and Rural Development (MARD) on 24 September 2024 . This update informed and guided humanitarian partners on how to address the specific protection needs of vulnerable groups in the affected regions. As a result, the Yagi response plan estimated protection needs at USD 2.8 million to address urgent recovery needs and restore key protection services, with a focus on "building back better" to enhance resilience against future climate-related shocks. From that, UN agencies mobilized 1,2 million USD to implement response and recovery activities in health and protection . Resultantly USD 1 40,000 was allocated from the UN Viet Nam One Fund to support a health and protection early recovery project jointly implemented by UN Women, WHO, UNFPA, UNICEF and local partners. In addition, protection and gender mainstreaming across the Joint Response Plan and multisector vulnerability assessment were achieved. UN Women’s efforts also contributed to the institutionalization of gender-responsive DRR policies. The government’s approval of the guideline for mainstreaming gender and GBV issues in local DRR plans—through Decision 3517/QD-BNN-DD on 17 October 2024—marks a significant milestone. This guideline, developed in collaboration with the Viet Nam Disaster and Damage Management Agency (VDDMA) and Disaster Management and Prevention and Control (DMPTC), ensures that local DRR plans systematically address gender and GBV issues, offering a practical tool for local planners to prioritize these concerns in their disaster management strategies. By embedding gender and GBV considerations within DRR frameworks, this guideline strengthens the capacity of local authorities to plan and respond to climate-related disasters in a way that protects women and vulnerable groups. The process of developing the guideline involved a thorough analysis of the local context, climate vulnerabilities, and the specific needs of women and marginalized communities. This gender-sensitive approach to DRR planning has set the stage for more inclusive, resilient, and sustainable disaster recovery and response efforts in Viet Nam. In summary, UN Women’s contributions in 2024 have directly advanced gender-responsive policies, strengthened the protection and resilience of vulnerable groups, and ensured that women’s voices and needs are integral to Viet Nam’s disaster risk reduction and recovery efforts. Shared Prosperity through Economic Transformation By 2026, people in Viet Nam, especially those at risk of being left behind, will contribute to and benefit equitably from more sustainable, inclusive and gender-responsive economic transformation based on innovation, entrepreneurship, enhanced productivity, competitiveness, and decent work.
In 2024, UN Women’s efforts in Viet Nam remained on track, making significant contributions toward a more sustainable, inclusive, and gender-responsive economic transformation. Key results were achieved in several areas, including advancing gender-responsive businesses, promoting women’s entrepreneurship, enhancing livelihood security for women, ensuring sustainable access to clean water, and fostering strong engagement with the private sector to drive gender equality. A total of 719 private sector companies enhanced their capacity to implement gender equality and women’s empowerment policies, aligning with the Women Empowerment Principles (WEPs). These efforts spanned businesses, supply chains, and communities. Notably, 17 companies were recognized with the UN Women WEPs Awards 2024 for their exceptional work. UN Women WEPs Awards 2024 Ceremony UN Women also focused on raising awareness and fostering action within workplaces to create safer, more equitable environments. This included engaging 902 leaders and staff from four private sector companies, as well as 1000 passengers on three flights, to drive gender equality initiatives within their organizations. Women-owned and led SMEs saw strengthened access to markets, resources, and services, enhancing their capacity for business digitalization. A total of 19 successful sales contracts were signed between women-owned businesses and buyers, and 110 business connections were created, involving the exchange of samples, quotations, testing, and negotiations on sale conditions. A milestone partnership between UN Women Viet Nam and Vietnam Airlines was launched in October 2024, marking the first-ever collaboration of its kind between UN Women and a private sector entity in Viet Nam. This partnership, which spans 2024 to 2026, focuses on advancing inclusive practices and addressing gender-based challenges within both the business and the community. Key commitments of the partnership include: (i) promoting gender equality through HeForShe campaigns targeted at 400 male employees, (ii) building gender awareness among 300 staff members, and (iii) integrating gender-responsive procurement policies to enhance the inclusion of women-owned businesses. The achievements of this outcome in 2024 have significantly contributed to a more sustainable, inclusive, and gender-responsive economic transformation, fostering gender-responsive enterprises, advancing women’s entrepreneurship, ensuring resilient livelihoods, and supporting financing for gender equality. These efforts directly contribute to the achievement of SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), and SDG 10 (Reduced Inequality).

SN Outcome 3 (CF Outcome 4) Governance and Access to Justice By 2026, people in Viet Nam, especially those at risk of being left behind, will have benefited from and have contributed to a more just, safe and inclusive society based on improved governance, more responsive institutions, strengthened rule of law and the protection of and respect for human rights, gender equality, and freedom from all forms of violence and discrimination in line with international standards.
With the strategic support from UN Women in the year 2024, Viet Nam achieved significant progress in advancing gender equality, women’s empowerment, and inclusive social development. By addressing systemic barriers, fostering multi-stakeholder collaboration, and aligning national priorities with global and regional frameworks, these efforts have positioned Viet Nam as an emerging leader in gender-responsive governance and sustainable development. The outcomes across Women, Peace, and Security (WPS), social protection, GBV prevention, and the care economy demonstrate the interconnectedness of these initiatives, delivering transformative change for women and girls in Viet Nam and beyond. The adoption of Viet Nam’s first National Action Plan on Women, Peace, and Security (NAP WPS) in 2024 marked a transformative milestone, embedding gender considerations into national and global frameworks for peacebuilding, peacekeeping, defense, security, and diplomacy. The NAP WPS aligns Viet Nam with global commitments, including UNSC Resolution 1325 and the ASEAN Regional Action Plan on WPS, positioning the country as a regional and global leader in advancing the WPS agenda. Immediate implementation efforts by the Ministry of Public Security address both traditional and non-traditional security challenges, including cybersecurity, climate risks, human trafficking, and gender-based violence. These synergies between national and regional strategies contribute directly to sustainable peace and security while ensuring the equal participation of women and girls in development processes. Regarding the Eliminating Violence Against Women (EVAW), in 2024, Viet Nam advanced its legislative and institutional responses to violence against women through the adoption of the amended Law on Prevention and Combat of Human Trafficking (LPCCH). UN Women indirectly supported this process by developing two key guidelines: • Gender-Sensitive Investigation of Violence Against Women and Human Trafficking Cases • Support for Women Survivors of Violence and Human Trafficking These guidelines were utilized by the Ministry of Public Security (MPS) to train frontline staff and develop a national Training of Trainers (TOT) program on GBV prevention, with the key results such as • 1,829 service providers were trained, enhancing victim-centered service delivery and prevention mechanisms. • The 16 Days of Activism campaign reached over 12 million individuals, increasing public awareness. • A National Press Award honored 24 journalists for their contributions to promoting EVAW. • The CWD hotline handled 2,750 calls, reflecting increased effectiveness (provide comparative data). • Peace House shelters supported 107 survivors of violence, further strengthening support services. These efforts aimed to address systemic gaps, enhanced institutional capacity, and reinforced a victim-centered approach to combating violence. Wih the emerging sectors such as Care Economy and Caring Cities, in 2024, UN Women has worked to lay the foundation for a gender-responsive care economy and the development of caring cities in Viet Nam. Initial outcomes obtained with the leaders of Da Nang City have empowered with capacity-building initiatives : • 6 government leaders and 170 companies to implement family-friendly policies and promote decent work for care workers. • 50 leaders in Da Nang were trained to integrate care economy principles into climate-resilient systems, positioning the city as a pioneer in the "caring city" model. These initiatives addressed caregiving challenges and aligned Viet Nam’s efforts with SDG 5 (Gender Equality) and SDG 11 (Sustainable Cities and Communities). This outcomes also contribute to sustainable development for an aging population while fostering gender equality in caregiving responsibilities. Regarding the Beijing+30 Review, a Beijing+30 Report (2019-2023) of Viet Nam was compiled, with the support of UN Women, ensuring inclusivity despite political constraints and limited space for CSOs. Over 30 CSOs participated in the review process, which renewed Viet Nam’s commitments to gender equality, highlighted gaps, and aligned with global frameworks such as the Pact for the Future and ASEAN gender equality initiatives. This collaborative effort reinforced Viet Nam’s position as a regional leader and set a clear roadmap for future progress in gender equality and women’s empowerment. https://vietnamnews.vn/society/1661658/law-on-social-insurance-2024-to-enhance-social-security.html UN Women also worked to support the Social Protection Reforms, and the amended Social Insurance Law of 2024 confirmed the results of joint advocacy by UN Women, ILO, Oxfam, and Thrive and Alive, incorporated gender-responsive provisions. Key reforms included: • Reducing pension eligibility requirements. • Integrating caregiving responsibilities into retirement benefits. • Introducing maternity allowances for informal sector workers. These reforms addressed structural barriers to gender equality, ensuring broader social protection coverage and advancing SDG 5 (Gender Equality) and SDG 1 (No Poverty). Women in informal sectors, particularly those vulnerable to economic shocks, disasters, and crises, now have greater economic security. Capacities were strengthened on Gender-Based Violence and Stigma in Marginalized Communities to combat GBV, stigma, and discrimination among women living with HIV (WLHIV) and marginalized groups, including the VNP+ (Viet Nam Network of People Living with HIV/AIDS), VNW+ (Viet Nam Network of Women Living with HIV) and the MSM, transgender individuals, and HIV-affected women-led livelihood initiatives, with key key achievements such as the Mapping eight sustainable livelihood models, showcasing their economic empowerment potential, Hosting an exchange event on Human Rights Day, with 66 participants (8 males, 49 females, 9 others) enhancing their knowledge of HIV/GBV trends and stigma reduction solutions, 19 media features amplified awareness, reducing stigma and promoting inclusivity in GBV prevention and response services. These initiatives have fostered resilience, reduced stigma, and empowered marginalized communities to thrive.

Assuring an accountable organisation through principled performance: UN-Women is an accountable and trustworthy development organisation that manages its financial and other resources with integrity and in line with its programmatic ambitions and fiduciary obligations.
In the year 2024, the Viet Nam Country Office achieved significant milestones in financial and operational management. The IPSAS delivery rate reached 95% on regular resources (core) . The risk register is in alignment with the Enterprise Risk Management policy and framework, ensuring a robust risk management system. Furthermore, the Country Office successfully completed partner audits with a 100% compliance rate, receiving clean audit reports. This reflects a commitment to transparency and accountability in financial dealings. Regarding operational resilience, the VCO has updated its Business Continuity Plan (BCP) to align with the Green One UN House standards. The occupational and health requirements outlined in the Security and Safety Compliance Survey have been fully met. The VCO continues to test its BCP regularly and provides updates to the BCCMA. Given the country's vulnerability to disasters and the increasing impact of climate change on flooding, the office is committed to ensuring the safety and preparedness of all staff and UN Women personnel, in close coordination with the regional security advisor. The completion of 100% Business Continuity and Crisis Management Assessments (BCCMA) and the successful testing of Business Continuity Protocols demonstrate the organization's readiness to handle unforeseen challenges. These achievements highlight the Viet Nam Country Office's dedication to financial integrity, risk management, and operational preparedness, positioning it for continued success in its mission.
