    UN-Women in West and Central Africa strategically plans for and transforms its business model to deliver impact at scale, through agile and ethical leadership rooted in a continuous improvement culture.

    In 2025, WCARO placed emphasis on strengthening strategic planning capacities and enhancing organizational performance to deliver impact at scale. Performance for regular resources has seen a marked improvement, with execution rates now well above average—95% for Regular Resources and of 81% for Other Resources. New dashboards and online monitoring tools were effectively used to perform oversight of key performance indicators. Effective procurement is a key challenge in WCA, reason why RO invested a lot in reinforcing capacities both at the RO and COs levels. Various recruitments were completed/initiated in this regard, and several training sessions were delivered remotely and onsite. Additionally, the financial reporting process was often protracted, and stakeholders frequently lacked the necessary resources to generate reliable data. Efforts were made to ensure consistent oversight of procurement and financial management through the QBR process. Initial steps were taken to introduce efficient cost recovery mechanisms through DPC. During the reporting period, targeted capacity-building sessions were organized for Country Offices and programme partners to address recurrent audit findings, including miscalculation of support costs, VAT treatment, and DSA rate compliance. These preventive measures have supported improved understanding of financial compliance requirements and reduced the recurrence of similar findings.

    The RO invested time and expertise in planning, organizing, and supervising processes, and adjustments in the everyday operations in order to attain the strategic goals with due respect of ethical principles and integrity, across five areas of organizational performance management: Ensuring an accountable organization through Principled Performance. Advancing Partnerships and Resourcing. Advancing Business Transformation. Nurturing a diverse and empowered workforce and advancing an inclusive UN Women culture and Effective normative, operational and coordination Products, Services and Processes.

    WCARO drove the business transformation to achieve a second-generation version of the organization, by focusing on regional and cross regional programs, WCA engaged with more impactful initiatives and brought coherent and transformative approaches. WCARO revisitated its business model for a robust and more effective and efficient Office, internally and externally, engaged in an audit in line with ongoing institutional change management processes related to regional typologies and made necessary improvements towards a higher profitability , resource mobilization and cost-recovery.
