UN-Women in West and Central Africa is an accountable and trustworthy development organization that manages its financial and other resources with integrity and in line with its programmatic ambitions and fiduciary obligations.

WCAR was able to reach a quite good delivery rate despite the fact that 2023 was the first year of implementation of the new ERP, Quantum, which was experiencing few bugs and glitches during the first two quarters. The delivery rates of Non-Core and regular resources are respectively 63% and 76% while the utilization rate is respectively 94% and 90%. In term of audit, we note significant progress in the number of unqualified partner audit reports. This is mostly due to the training provided to the Programme Team and the partners who are now better prepared for audits.

UN-Women effectively leverages and expands its partnerships, communications and advocacy capabilities to increase support for and financing of the gender equality agenda, while securing sustainable resourcing for the delivery of its own mandate

WCARO is on track to ensure a wider diversty and variety of partnerscontribute to UN Women's mission. A significant change is operating as WCARO expands its partnerships beyond the "transactional level" (ie awards and grants implementation). As shown by the indicators below, WCARO in 2023 mobilized partners from public and private sector, including non-traditional partners such as private companies, IFIs, media, and the sports ecosystem, to support its mission in convening, knowledge sharing, promoting responsible business practices, and in deploying the GEF-AC in the region. In terms of resourcing, not only WCARO has secured some funding from 4 donors, but has also started establishing quality relationships with the regional representations of donors (see each indicators for details and supporting documents), which will enable the RO to secure resources within the next 2 years.

The RO invested time and expertise in planning, organizing, and supervising processes, and adjustments in the everyday operations in order to attain the strategic goals with due respect of ethical principles and integrity, across five areas of organizational performance management: Ensuring an accountable organization through Principled Performance. UN-Women in West and Central Africa efficiently and effectively discharges of all business processes that advance integrated delivery of its mandate, including through shared services.

Advanced delivery mandate was procided thoughout closed monitoring and oversight: including training on operations (Quantum), and support to COs and RO staff.
