By 2024, people in Yemen, especially women, adolescents and girls and those in the most vulnerable and marginalized communities experience more rights-based good governance, comprised of effective people-centred, equitable and inclusive gender and age-responsive improved public services, and rule of law

During the reporting period 200 women and youth leaders (70% women) were able to enhance their capacities for peace and to take part in peacebuilding and political processes. Specifically, UN Women continued to work in close collaboration with relevant peace stakeholders and partners to implement a multi-pronged approach that encompasses: (i) strengthening knowledge, skills and capacities for peace of women and youth groups and peace actors across the country; (ii) fostering dialogue and networks among peace practitioners to enhance knowledge sharing and learning; (iii) carry out inclusive consultations with relevant peace actors and stakeholders to produce recommendations for a more inclusive and gender-sensitive peace process. Furthermore, 2,500 women and girls GBV survivors and at risk of GBV were able to access improved protection services - including psychosocial support, legal aid and livelihood opportunities - to strengthen their wellbeing and resilience.

UN-Women is an accountable and trustworthy development organization that manages its financial and other resources with integrity and in line with its programmatic ambitions and fiduciary obligations.

UN Women continues to promote a culture of risk management, accountability, transparency, and harmonization of business practices in the framework of the newly established Yemen CO. Regular weekly coordination and planning meetings are held at the project level and country programme level. Advances are monitored closelly and new advances are better planned for. Corporate checklists are prepared and submitted on time. Knowledge genderation and RBM capacities of personnel are strengthened to inform and guide programming.

UN-Women effectively leverages and expands its partnerships, communications and advocacy capabilities to increase support for and financing of the gender equality agenda, while securing sustainable resourcing for the delivery of its own mandate.

UN Women Yemen CO continues to leverage and expand its partnerships, communication and advocacy capabilities to increase support for the gender equality agenda. Strategic partnerships with civil society and women leaders enabled UN Women to reach out to a large number of audience to advocate for the WPS agenda and further expand its impact within the grassroot community. Specifically, understanding the challenges of the current peace process and the implementation of WPS and YPS Agendas in Yemen, during 2024 UN Women and OSESGY continued to strengthened their partnership, collaboration and communication to mutually scale up results and impact in line with their respective mandates, substantively and consistently coordinating and aligning strategies and activities to achieve a more inclusive and gender-responsive peace process. Furthermore, UN Women strengthened its collaboration with the RC/HC to boost the capacities of UNCT and HCT for the effective mainstreaming of gender across all UN Yemen interventions. UN Women leveraged its coordination mandate by leading the establshment and operationalization of the Family Task Force, a new coordination mechanism that seeks to foster dialogue, promote joint planning, and enhance alignment of GEWE interventions. The Family Task Force – co-chaired by Yemen RCO and UN Women - is expected to enhance strategic coherence and coordination of GEWE interventions, maximizing the impact of UN system efforts and contributing to more efficient use of resources. This will in turn result in greater progress towards gender equality and the empowerment of women and girls in Yemen. UN Women was also successful in increasing the GiHA capacity of the UN System in Yemen through the deployment of a Humanitarian Gender Specialist. The Specialist will provide technical support for the effective mainstreaming of gender across all humanitarian activities and interventions, working in close collaboration with UN Yemen HCT, the Humanitarian Gender Network as well as members of Humanitarian Clusters and Sub-Clusters. Furthermore, UN Women continues to promote and strengthen the integration of Yemeni women and girls’ voices in HCT and Humanitarian Clusters while enhancing the coordination and advocacy capacities of the Humanitarian Gender Network (which includes about 60 members from UN AFPs and civil society organizations).

UN-Women strategically plans for and transforms its business model to deliver impact at scale, through agile and ethical leadership rooted in a continuous improvement culture

To deliver impact at scale, in 2024 UN Women completed a substantive business model transformation, refocusing its programmes and operations at country level through the establishment of UN Women Yemen Country Office (de-linking from the previous UN Women Iraq and Yemen Cluster Office). The new business model and structure effectively respond to the extremely complex Yemen operational context and it is the result of a long-term analytical and strategic planning process that enables UN Women CO to optimize the human and financial resources available while mobilizing additional contributions to (a) scale up interventions and results achieved to date, (b) boost the integration of GEWE and WPS/YPS principles across HDP nexus interventions, and (c) enhance the capacity of UN System entities and development partners for gender-transformative action.

UN Women Yemen personnel are able to implement UN Women's mandate in accordance with UN values, including respect for diversity. The CO continues to implement learning activities for its personnel through online trainings and webinars. Personnel continues to participate in mentoring and capacity building opportunities aimed at promoting diversity at every level.
