    UN Women Zimbabwe has established itself as an accountable and trustworthy development organization, managing its financial and other resources with integrity and in line with programmatic ambitions and fiduciary obligations. The office has made significant progress in strengthening accountability and integrity in resource management through risk management systems, including comprehensive financial controls, continuous monitoring of key performance indicators such as implementation rates, audit compliance, and the delivery of timely, high-quality donor reports. These achievements were further reinforced by strong collaboration with the Regional Office and Headquarters, ensuring alignment with global standards and practices. As a result, donor confidence has been sustained and programmatic delivery has remained credible and impactful. At the same time, the office has encountered challenges that have tested its resilience and highlighted areas for enhanced governance oversight. Delays in receiving Spotlight Initiative funds created bottlenecks in implementation, while the financial instability of some partners led to unrecoverable refunds and write-off requests. In addition, a small number of audit recommendations remain unresolved. These constraints are being addressed within a systematic governance and risk management framework that includes strengthened partner due diligence (vetting), enhanced financial risk monitoring, proactive mitigation measures like partner capacity strengthening, joint verification visits and ongoing follow-up on audit recommendations. Overall, the office has reinforced its accountability architecture, safeguarded donor trust, and ensured that financial integrity directly supports programmatic delivery for gender equality and women’s empowerment. By integrating risk informed decision making with rigorous monitoring and proactive corrective measures, UN Women continues to demonstrate that it is a results-driven organization capable of managing resources responsibly while advancing its mandate.

    During the reporting period, UN Women ensured implementation of recommendations from audit and complied with Business continuity plans. Further, the CO submitted all financial donor reports on time, implemented all regular resources and 91% of other resources due to some partner advances that were not yet acquitted.

    For the year 2023 financial and other resources were managed at the expected standard and in-line with the rate of implementation of the CO programmes

    In 2024, the CO ensured adherence to standard operating procedures and financial policies to maintain integrity in its programmatic ambitions and fiduciary responsibilities. As of January 12, 2024, the CO achieved an 82.58% delivery rate and a 91% utilization rate, as reflected in the Power BI report. The CO met 100% compliance with all financial and operational requirements, conducting regular reviews and updates as necessary. The financial management app is live, and both HQ and the CO maintained continuous monitoring and tracking to ensure ongoing relevance and compliance. Additionally, all 9 donor reports were submitted on time during the reporting period, demonstrating efficient and timely reporting practices.
