During 2023 ROAP invested a lot in learning and collaborating with HQs in troubleshooting Quantum issues during the roll out and initial stabilization phase, investing in raising capacities across the region both in policy and with Quantum. Efforts concentrated in maintaining the expected and possible delivery rates, ensuring timely and quality donor reporting, and ensuring compliance with ERM, Info Security and Security remained an issue that the RO worked continuously with OMs and PMs across the region.

During 2025, ROAP continued investing in learning and collaboration with HQ on the revision of policies, procedures, and also on the corporate developments. Efforts concentrated in maintaining the expected and possible delivery rates, strengthen timely and quality donor reporting, and ensuring compliance with Enterprise Risk Management (ERM). The Regional Office worked continuously with Operations Managers (OMs) and Project Managers (PMs) across the region to sustain compliance on especially Info Security and Safety, and operational effectiveness. ROAP is fully compliant with Security Risk Management Measures (SRMM) and recommended Premises Physical Security and Safety Measures. Security and Safey Compliance Survey (SSCS) is at 100%, Occupational Health and Safety (OHS) at 100% and Business Continuity and Crisis Management (BCCM) at 100% compliance rate. The Thailand office ensured full organisational compliance with information security, safety, OHS, and BCCM standards in 2025, meeting all security and safety requirements. Security Focal Points (SFPs) maintained close coordination with UNDSS Thailand, UNSMS, and the Regional Security and Safety team to implement risk management measures, disseminate advisories, and report incidents through SSIRS and UN Women OHS Reporting Form. Everbridge is regularly updated, including a dedicated contact list for Myanmar-based personnel, and is used for security notifications, headcounts, and quarterly warden exercises. The Sri Lanka Office met all corporate requirements for work-planning, monitoring, evaluation and reporting. Security compliance remains strong, with SSCS at 93.6%, OHS at 95%, and BCCM at 90%. The office maintains coordination on security related matters with UNDSS and the Regional Security and Safety Specialist, and two personnel completed WSAT training conducted by UNDP Headquarters in September. Further attention is required to ensure consistent updating and utilization of Everbridge for security purposes. The Philippines office demonstrated full compliance base on 100% performances on both SSCS and BCCM. The SFP maintains regular follow-up and liaises with the Regional Security and Safety Team and will continue strengthening the collaboration. The Cambodia office achieved 97% compliance on SSCS and a full score on BCCM. The SFP regularly liaises with ROAP SFPs and the Regional Security and Safety Team on security and safety matters, proactively seeking constant feedback and advice. Delivery rate or RRs are expected to meet 98%+ and non-core resources remaining above the corporate target of 85%. The R-QBR Q4 2025 results are forthcoming, and ROAP anticipates full compliance in terms of its indicators. These high compliance rates across security, risk management and operational systems strengthened institutional accountability, safeguarded personnel and assets, and ensured stable and uninterrupted programme delivery across the region. They reinforce UN Women’s credibility as a reliable and well-managed development partner in Asia and the Pacific.

During the 2nd semester of 2024 ROAP continued investing in learning and collaborating with HQs in troubleshooting Quantum issues as part of its stabilization phase. Efforts concentrated in maintaining the expected and possible delivery rates, ensuring timely and quality donor reporting, and ensuring compliance with ERM, Info Security and Security remained an issue that the RO worked continuously with OMs and PMs across the region. With ROAP oversight on monitoring and reporting, the high on-time submission rate for donor reports in the Asia and Pacific region not only highlighted the Office's strong commitment to accountability and transparency but also reflected the successful implementation of streamlined processes and effective coordination. Feedback from member states and donors on the 2024 donor report submissions was predominantly positive, with an overall satisfaction rate of 81%. This demonstrates that the ROAP, MCO, COs, and NRAs are regarded as reliable and accountable partners by donors and other stakeholders.
