The ECA region led by ECARO is leading corporate compliance within UN Women as demonstrated through the Q4 QBR presented to the UN Women TMG on 24 January 2023 attached below. Notably ECA had: The highest preliminary delivery at 98% 100% compliance with ERM (OneApp) The highest Security compliance at 98% The highest Donor reporting at 96% The highest InfoSec compliance (score 77) The highest Month End compliance at 80 to 90% for Q4 Zero outstanding partner audit findings, the only region to do so 75% Business (CM) transformation compliance, ranking second Most requests received than any other region through GST despite our size and yet we rank second in average days to resolve requests (2.4 days). The first-place region only has 30% of the requests ECA received. Zero post facto cases, the only region including HQ to do so.

ECARO achieved a high delivery rate during the reporting year. As per the latest HQ report of 14 January 2024, ECARO’s delivery rate of noncore projects stands at 92%, exceeding the corporate target of 85%, while the delivery rate of core projects stands at 95%. ECARO achieved this high delivery rate despite challenges with main indicators in regularly unpaid invoices, clearing liquidations, processing reversals, and linking procurements to the procurement plan. ECARO updated and submitted the Fraud Risk Register on time for compliance and reached 100% compliance for Business Continuity plan BCP. The operations unit went through significant positive changes in Finance unit, Procurement and Operations management role. Also new recruits are in process and an improved induction plan for onboarding is a high necessity. Finance users increased their capacity in response to challenges related to Quantum rollout through trainings organized by the regional office in February 2023. As expected, the RO experienced initiation difficulties with the rollout, which resulted in delayed payments, disbursements to partners and payroll postings amongst many other glitches. ECARO faced challenges in monitoring of delivery, expenses, incorrect classification of expenses etc. Furthermore, the operations staff experienced an additional burden as they were directly involved in rollout and became focal points for the region in responding to Quantum issues. Operations Managers will undergo further training in 2024.

Quantum has provided increasing challenges in monitoring of quality data due to incomplete payroll expenses, unposted support costs and in addition to fully functional month end certification system for regional monitoring of dashboard. Despite this the regional office ensured that core resources allocated during the year was fully allocated prioritising allocation to country offices. 37.748 USD was allocated to country offices in July out of Regional Office additional resources. Accountability of delivering on resources was duly monitored to ensure that ECA surpasses set target and delivers 100 percent on W0001 & W0023.
