    The annual delivery rate for regular resources was 50%, whilst delivery for non regular resources was 55% in 2023

    Assuring an accountable organization through principled performance

    Overall, significant progress was made on some of the indicators under this output. For example, the delivery rate for regular and IB resources improved significantly from 60% in 2023 to 78% in 2024. There was a decline in the delivery of non-core resources from 76% in 2023 to 54% in 2024. Whilst some factors have been attributted to late disbursement of funds by donors from the time agreements are signed, this will be a key agenda item for the first meeting in 2025. Collectively, we will discuss on strategies on how to address the poor delivery on non-core resources for 2025. Also, the team was able to complete the Risk Register and also had the mid year quality assurance done. This was however done late as the country office was developing its Strategic Note. it was advised that the risk register be submitted to HQ for quality assurance as part of the SN risk register review process. The end date for some of the risks were reviewed and also risk mitigating actions chnaged for some risk elements as well as risk owners for some of the risks. The country office was also compliant with the Business continuity plans as well as other processes. The Continuity plan was updated by testing all the protocols. The office was also compliant with the review and updates of the Security Safety and Compliance procedures. Other security procedures such as security clearance for all official travels, security briefings were all enforced in line with corporate procedures. As a way of developing the capacity of partner staff, trainings in financial managmnet, procurement and asset were conducted in 5 districts targeting 2 staff (Finance and Program) for 20 CSOs in the five districts. A total of 100 partner staff were trained for 2 days on the above subject areas. The CO operations staff regularly participates at the UN OMT meetings, finance group meeting, common service meeting. If the primary member cannot attend, alternatives are sent for to represent UN Women where possible.

    Enhanced Coordination coherence and accountability of UN system for commitment to gender equality and women's empowerment.

    The UNCT in Sierra Leone under the overall leadership of the Resident Coordinator and technical leadership of UN Women facilitated a series of consultations and interviews to assess and carry out and priorities it’s commitments for Gender Equality and Women’s Empowerment through the Gender Scorecard . The Inter-Agency assessment Team (IAT) comprised of representatives from nine agencies and the Resident Coordinator’s Office (RCO) as follows: ILO, UNAIDS, UNDP, UNFPA, UNICEF, UN Women, WHO, IOM and WFP did a self assessment . The overall results reveal that the UNCT Sierra Leone has met minimum standards for two (2) of the fifteen (15 ) indicators. Nine (9) indicators score as approaching minimum standards, and Four (4) are missing the minimum standards. The Women Political Participation with funding from UN Women HQ/SIDA was developed to build on previous projects and processes aimed at supporting women’s access to elective positions and promoting women’s leadership and eliminating violence against women in politics with special focus on the development of a new project document and to support the new electoral legal reforms. The two focus areas of the project were achieved; a new project prodoc has been developed but a few modifications are being undertaken currently to address emerging issues not earlier articulated. The support for a new electoral legal reform was undertaken; financial and technical support were provided for the review and presentation of the Gender Empowerment Bill 2021 to Parliament through the minister of Gender with support from several Development Partners including Civil Society Organisations, UN FamiliyWomen and youth groups, and partners. The bill was massively popularised at national and districts levels and the bill was presented to the parliament through the ministry of Gender; the Parliament accepted the bill and unilaterally endorsed and allowed the bill to pass the first reading. The bill is now being technically reviewed and preparation for second reading is ongoing. UN Women provided training for the UNCT monitoring and evaluation group in the area of mainstreaming gender into programming.
