UN Women’s Timor-Leste Strategic Note 2021–2025 seeks to improve the lives of women and girls by advancing gender equality and women's empowerment in 12 municipalities and the Special Administrative Region of Oecusse-Ambeno. 

The programme has three prongs: ending violence against women and girls, women's economic empowerment, and women's leadership in peace and security. Key approaches include leveraging policy frameworks and community-based interventions to address these issues effectively. 

Major partners comprise local government bodies, civil society organizations and international partners, including UN entities. These partnerships enhance programme reach and effectiveness, with significant outcomes expected in all three programme areas. Strategic Note direct funding is crucial in amplifying impact.
