    Outcome insights and achievements

Outcome progress note for the year

Services, policies and strategies for the prevention, assistance and elimination of gender-based violence are accessible, have good quality and leave no one behind.

Subnational mechanisms enhanced the development of policies and actions to address gender-based violence (GBV) as a result of the strengthening of dialogue and exchange facilitated by UN Women. A notable example is the reconvening of the Consejo Consultivo de Sociedad Civil in Jujuy Province, which laid the foundation for creating an action plan to combat GBV for the 2025–2027 period. This effort, supported by UN Women, will include the provision of technical assistance to ensure its effective development. The vigilance and activism of NGOs and feminist movements were further bolstered by dialogues, exchanges, studies, campaigns, and other opportunities facilitated by UN Women. These initiatives played a pivotal role in sustaining civil society's advocacy efforts. A notable example of this mobilization was the 37th Plurinational Meeting of Women and Diversity, held in the province of Jujuy, which received UN Women’s support and highlighted the importance of collective action in the current context.

Services, policies and strategies for the prevention, assistance and elimination of gender-based violence are accessible, have good quality and leave no one behind.

The subnational mechanisms for advancing women’s rights have strengthened their capacities to provide services, develop policies, and design strategies to prevent, assist and respond to gender-based violence from a human rights –based and intersectional perspective. This progress was achieved thanks to the federal space for strategic dialogue, which has enhanced coordination, knowledge-sharing, exchange of best practices, and joint action among provincial mechanisms for advancing women's rights, facilitated by UN Women. This initiative is contributing to consolidating, sustaining, and expanding policies and programs aimed at preventing and addressing gender-based violence. Significant processes were developed in three provinces. In Jujuy , the Provincial Council of Women led a consultation process to design an Action Plan for the 2026–2028 period, with the participation of the Consultative Council of Civil Society, a multi-stakeholder body created under the emergency declaration on violence against women (Iara Law). In the City of Buenos Aires , the Directorate of Family Protection convened and led an interministerial working group to discuss and agree upon a protocol for addressing digital violence. Additionally, with the leadership of the Province of Entre Ríos and support from UN Women, a national network of shelters and territorial support mechanisms for survivors was created to improve the quality of services provided to women experiencing violence (“Red Nacional de Espacios de Protección Integral para Mujeres en Situación de Violencias ”). https://prensa.jujuy.gob.ar/plan-provincial/violencia-genero-plan-provincial-prevencion-y-erradicacion-2026-2028-se-debatio-san-pedro-n120246 https://buenosaires.gob.ar/noticias/la-ciudad-creo-su-primer-protocolo-para-abordar-la-violencia-digital-de-genero

Services, policies and strategies for the prevention, assistance and elimination of gender-based violence are accessible, have good quality and leave no one behind.

Social organizations, women's movements, community organizations, and professionals dedicated to addressing situations of gender-based violence play a crucial role as the first line of response. One of the main outcomes of improving their capabilities from an intersectional perspective relies on the enhancing of quality and accessibility of services and also strengthens their long-term sustainability. UN Women conttributes to improve services and policies to assist and eliminate gender based violence throug technical assistance to governements at national and subnational level, as well as working closely with civil society organizations and feminist movements. The main outcome lies in the strengthening of these actors who, in articulation with policies and programs, expand opportunities for women to receive assistance and break the cycle of violence. Despite the economic crisis and governmental changes that have taken positions against the feminist agenda, the creation of a Subsecretariat for the Protection against gender-based violence, following the dissolution of the Ministry of Women, Genders, and Diversity, reflects the importance given to this issue and highlights the progress made in terms of visibility. At subnational level, the consolidation and sustainability of gender institutions in Salta (through the Secretary of Women, Genders, and Diversity) and in Jujuy (through the Provincial Women's Council) are significant results of the joint efforts on raising awareness and prioritizing the issue.
