By 2026, gaps in key socio-economic indicators are reduced, reflecting greater gender equality and progress in the empowerment of youth, women and girls, and other vulnerable groups, including in humanitarian contexts. (Outcome 2.2 /UNSDCF)
Under UN-Women WPS program, the local economic value chain were promoted for increasing job opportunities for both IDPs and host communities. This focused on seven activities. Potential and promising local economic value chains (LEVCs) were analysed to establish a framework for collaboration between the project, financial institutions and communities in order to reduce competition over economic opportunities. This also enable local authorities to promote or attract new financing for the development of the local economy. All of this were done by facilitating the production of business plans, including the credit management checklist, loan application principles, and the ICT-focused marketing and sales strategy to launch income-generating activities by professional groups / cooperatives. Technical and financial support have been provided for the economic integration of certain displaced persons and women organizations to foster their accessibility to loans and markets including public procurement or municipal contracts.

Until 2023, UN Women, thanks to its donors, has contributed to reducing the gap in key socio-economic indicators through advocacy with the Cameroonian government for the adoption of a law against gender-based violence, through actions to support women in capacity building to facilitate their access to income-generating activities; indeed, by 2023, UN Women has trained 27 women's cooperatives in business plan development and techniques for accessing finance. In addition, through the Women Count project, UN Women is working closely with government partners to improve the production, analysis, dissemination and use of gender statistics. The availability of such data will make it possible to advocate for a reduction in the various gaps.

Ensuring Inclusive Participation and Gender Equality Vulnerable groups, including youth, women, refugees, internally displaced persons (IDPs), and people with disabilities, are increasingly contributing to more efficient policies and better-performing public institutions at national, regional, and local levels . Through these efforts, UN Women aims to ensure that these groups fully enjoy their rights, fostering a more inclusive and equitable society. Empowering Women in Political Participation The active political participation of women has been significantly enhanced through targeted initiatives. UN Women supported the engagement of 150 female leaders by organizing three sessions in Dzeng, Bafia, and Bikok, strengthening their leadership skills and encouraging greater involvement in decision-making processes. Promoting Gender-Responsive Policies at the Local Level Municipal gender action plans are being developed to better support gender equality at the local level . In collaboration with institutions like FEICOM, UN Women contributed to the design of policies that will facilitate the creation and implementation of these action plans, ensuring that gender is integrated into local development initiatives. Advancing Peace, Humanitarian Processes, and Gender Equality within the UN System Peace and humanitarian processes are increasingly inclusive and gender-sensitive , with UN Women playing a key role in promoting gender equality in civil society initiatives. Additionally, UN Women, alongside other UN agencies, conducted the UNCT-SWAP Gender Equality Scorecard , a comprehensive tool to assess and enhance gender equality efforts within the UN system, ensuring that the organization's actions are aligned with its gender equality goals. UN Women’s Contribution UN Women’s efforts to integrate vulnerable groups in national, regional, and local governance have been pivotal in ensuring that these groups are not excluded from decision-making processes. Through training, policy design, and collaboration with key institutions, UN Women has strengthened the participation of women and marginalized groups in political and public life. These initiatives have contributed to a more inclusive, gender-responsive policy environment that empowers all members of society.

In the reporting year, UN Women’s strategic leadership and coordination across the UN system, government, and civil society enabled youth, women, vulnerable groups, and persons with disabilities—including refugees and IDPs—to actively contribute to more efficient policies and stronger institutions. Through platforms such as the GTG, GiHA Working Group, and UNSDCF Result Group 2.2, UN Women promoted gender-responsive planning, advocacy, and capacity-building, supporting the adoption of national and local multi-sectoral strategies, policies, and action plans. While women’s representation in parliaments and local governments remained largely unchanged, measurable progress was achieved in inclusive policy frameworks and UNCT implementation of commitments to women’s equal participation in elections. Joint initiatives, including inter-agency electoral projects and the PRONEC–REAMORCE PBF project with 30% of resources allocated to gender-focused activities, expanded safe spaces for engagement and strengthened accountability, enhancing institutional performance and ensuring decision-making better reflects the priorities of marginalized groups.
