Conducive policy environment and enhanced institutional capacities of governance institutions to prevent and respond toall forms of violence against women

The CO provided technical support to build a conducive policy environment with recommendations on drafting of the national Anti-Trafficking Bill 2021, rapid assessment of State and District level Services and Resources provisioned under the Protection of Women from Domestic Violence Act, 2005, and review of Acid Attack Control Act in Rajasthan, engendering of Delhi Master Plan 2041, drafting of SOPs/guidelines and field observation and rapid assessment of schemes supporting effective functioning of services across women shelter homes, SSKs, One Stop Centres, and Women’s Help Desk. The CO also supported the states to build the capacities of institutions to prevent and respond to all forms of violence against women and girls. The CO facilitated partnerships and collaborations between government institutions, CSOs, youth, and women-led organisations, CSR foundations, institutions, and networks for capacity building, strengthening convergence, and better monitoring and data collection for informed policy and decision-making. This has led to enhanced capacity of One Stop Centres with 20 Oxygen Concentrators during the COVID-19 second wave. The CO held online and in-person national consultations and dialogues with Indian Parliamentarians on Gender budgeting, the Ministry of Women and Child Development, and state departments on Gender Budgeting Action Plans, and with stakeholders including CSOs, Women’s Rights and Entitlements group, Social Security and Livelihoods group, Child Rights group, and Health and Nutrition groups, youth, LGBTQI+ groups, legal groups, experts, researchers, activists, and others on promoting safe spaces and implementing gender-responsive policies. To bridge the information gap for survivors and allies of violence, the chatbot ‘SAMBAL’ was developed. This includes information on violence redressal and other services for the safety and protection of women, girls, and children through the uploading of verified resources including a Directory of Services on the ‘My Safetipin’ app. The CO responded to the humanitarian crisis and provided assistance during the COVID -19 pandemic with a direct unconditional cash transfer of $35 each to women to help reduce their economic vulnerability, with special attention to vulnerable women and women and girls at risk of and/or survivors of violence, so they can have access to food and emergency needs. A conditional cash transfer of $135 was provided to women micro-entrepreneurs to enhance their skills and learn to use digital technology to restart their small-scale businesses or restore their livelihoods. The CO launched mass public awareness campaigns, creative and engaging messages, and IEC collaterals for dissemination through social media platforms and other online avenues including Twitter, Facebook, and Instagram. Public awareness campaigns on Delhi Metro included messages on cyber safety and awareness for women and girls and gender-based violence in the online world, 16 days of Activism with taglines #MamlaurgentHain, #FarqpadtaHain, and #DilkholkeGhomo and text messages and videos with overall 8.2 million direct and 5.6 million indirect outreach to people in Delhi, Madhya Pradesh, and Uttar Pradesh.
