Government of South Sudan budgets for and fully implements its Women Peace and Security commitments

The government does not allocate sufficient funding to implement its WPS efforts and this hinders the actual implementation of policies. However, in spite of the limited resources, the CO was able to provide support to the development of the second-generation National Action Plan on the UNSCR on Women, Peace and Security, a matrix attributing budget allocations to outcome areas has been developed. Supporting the efforts of CSOs to review the constitution making process bill from a gender perspective of members of the national legislative assembly on gender considerations in the CMP bill which led to the enactment of a gender responsive CMP Act 2022. The gender responsive provision in the adopted CPM act include the following: a) at least 35% women representation in each of the constitutional making mechanisms/institutions; b) the chairperson and deputy chairperson of the R-NCRC shall be of opposite gender; and c) the CMP must be guided by, inter alia, principles of gender equity and affirmative action.

Humanitarian actors promote gender responsive humanitarian/crisis response planning frameworks and programmes in South Sudan

The CO played a key role in filling critical gender gaps in humanitarian action. Through the GIHA trainings the humanitarian actors have now acquired skills and knowledge to conduct gender analysis to identify gender gaps to inform Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) and related programming. Some have capacity to share the knowledge with their colleagues and other stakeholders UN As a member of the National Plat form for Disaster Risk Reduction (NPDRR) the CO reviewed the South Sudanese Durable Solutions Strategy for Refugees, Returnees, IDP’s and host communities as well as a community-based disaster risk management Doc -A people centered approach for disaster risk-informed community development, developed by IOM for the Ministry of Humanitarian affairs to ensure gender integration. The CO effectively lead, coordinated, and promoted accountability for the implementation of gender mainstreaming in humanitarian response through gender analysis; for example, a Gender Equality Situation Analysis for IDPs, Returnees and Host Communities in South Sudan was finalized edited, and publishing of the report is underway which will inform the HRP and other program plans. Through the cluster meetings discussions influenced the need for coordination and collaboration across humanitarian actors and the UN Country Team to ensure that joint efforts take women and girls fully into account. UN Women CO played a key role in the Grantee Selection Committee (GSC) of Education Cannot Wait selection of grantees / multi-year resilience programme. The CO was invited by the education cluster coordinator to ensure the partners selected to implement the project integrated gender in their proposals.

Women and girls affected by the conflict access protection and economic opportunities

During the reporting period the CO supported with provision of social protection support to women and girls affected by conflict in Bentiu. 763 female victims of GBV were referred of which, 92 for medical assistance and 671 for psychosocial support services. Out of the 763 female GBV victims, 612 were survivors of intimate partner violence, 97 victims of rape, and 54 survivors of forced marriage. Most of these survivors were referred by the community champions, community leaders and some were self-referrals.

Government of South Sudan fulfils international reporting obligations on CEDAW, Beijing Platform for Action, UNSCR 1325, Maputo Plan of Action and SDGs

On going support was provided to the government of South Sudan to implement the CEDAW actions and follow on work from the CEDAW report submitted in 2022. UN Women supported the Ministry of Gender, Children and Social Welfare to hold a three days consultative meetings on CEDAW country report and to respond to the questions raised by the CEDAW committee in Geneva. In addition, the CO supported the second generation of the South Sudan National Action Plan for UNSCR1325.

Enhanced coordination, coherence and accountability of the UN system for commitments to gender equality and women’s empowerment

Coordination and accountability of UN system for commitments to gender equality and women empowerment was enhanced. A Gender Parity Pledge was developed and endorsed by the UNCT as well as a draft guide on Practical and Actionable steps towards achieving and monitoring the Gender Parity Pledge was consolidated under the UN Women’s leadership. As the standing chair of the UN Gender Thematic Group, UN Women led the development of the Gender Analysis to influence the Common Country Analysis that is to inform the next United Nations Sustainable Development Cooperation Framework (UNSDCF). UN Women was also pivotal in ensuring that gender was mainstreemed in key UNSDCF processes.
