The capacity of governments and stakeholders to assess progress in the implementation of the Beijing Platform for Action and other global normative and policy frameworks is strengthened. In this area, UN Women in Chile has focused its work during 2021 on supporting the incorporation of the gender approach in the country's main structural reforms, as well as other permanent areas such as gender-based violence and the inclusion of the gender approach in other areas such as climate change policies. At the political level, it supports the constituent process through its project "Gender and Constitution" (in the attached Donor Report) and leadership of the UN Institutional Group in Chile https://chile.un.org/es/137900-contribucion-al-proceso-constituyente One of the first substantive contributions was the cycle of training workshops for women candidates to the Convention, resulting in 290 participants of which 16 are now part of the drafting body Training for women candidates to Constituent Convention members Information Once the Convention was installed, various actions have been carried out to support women convention members "Women and Constitution" web page , Webinar "Meeting and exchange of experiences between Constituent Constituents" , in addition to the realization, together with CEPAL, of a webinar "Meeting and exchange of experiences between Constituent Constituents". In addition, together with ECLAC, an International Seminar on "Gender Equality and Constitution" was held to share academic knowledge on the subject, as well as other constitutional experiences. At the territorial level, UN Women, with the support of the Women's Institute Foundation, held numerous meetings among women throughout the country and covering the widest diversity: workers, students, indigenous women, women of sexual diversity and, above all, women who in general were not previously organized or linked to the process, totaling more than 300 experiences, based on which the information was systematized to deliver it to the Convention as an input to contribute to the constitutional discussions with a gender perspective. Information on the territorial meetings "Construyendo Juntas, nuestra nueva Constitución" and systematization of the information. In conceptual terms, it has elaborated materials and promoted "Parity Democracy", influencing the women convention members who presented a constitutional clause on the subject. For its part, the convention has also established the opportunity for direct participation in the process, within the framework of encouraging citizen involvement, through the establishment of the "Popular Initiative of Norm" platform. Currently there are more than 1,700 initiatives submitted to the commissions, among which the following can be highlighted in the area of gender equality: feminist education for Chile; right to care; gender and justice; right to equality, non-discrimination and non-submission; right to sexual and reproductive health with a gender, feminist, intersectional and pluralist approach; right to identity; and the popular feminist initiative for a life free of violence, for women, women of color, gender diversity and gender dissidence. These issues coincide in turn with the topics of the gender agenda on which UN Women is working and which it has promoted in support of the constituent process. Another structural reform in which UN Women is involved is the Security Sector Reform. The main achievement was to influence this public policy to include a cross-cutting approach to gender and human rights. This has been complemented with a parallel training process for Carabineros. Thus, during 2021 UN Women continued to successfully implement the "Training Plan with a Human Rights and Gender Mainstreaming Approach for Carabineros de Chile", on sexual violence and torture, border control, sexual diversity, secondary victimization and interculturality. The plan includes nine workshops. The first five enabled the training of around 14,000 police officers who perform operational duties throughout the national territory, cities, rural and border areas. UN Women presented a training proposal, aimed at senior commanders and the education department of Carabineros de Chile, which was accepted and should be carried out by 2022. The training process made it possible to initiate a second stage of technical assistance requested by the MMyEG to UN Women in Chile, to support the work of the Chilean Carabineros Reform Coordinating Unit. The MMyEG requested the assistance to carry out a gender diagnosis process, based on the UN Women/DCAF/ODIHR-OSCE methodology, and to execute two pilots to apply the UN Women/UNODC/IAPW Hand Book for a Gender Responsive Police Services (HBGRPS) in Carabineros de Chile, as well as in the Chilean Investigative Police (PDI). The diagnostic proposal and pilots have been submitted to the IDB for funding by the MMyEG. This complements and reaffirms the governmental commitment on "gender-sensitive policing response", adopted in the framework of the Foro Generación Igualdad. The balance of the year 2021 in the support of the MMyEG, Carabineros and PDI is therefore highly positive, and presents the challenge of continuing in 2022 the process initiated in 2020, which in 2021 has been expanded and which, depending on the political and institutional will, has laid the groundwork for carrying out an unprecedented process of mainstreaming gender equality in public security institutions, the Carabineros de Chile Police, and the Investigative Police. This is a process that has made it possible to massively reach police officers, and that could advance towards structural reforms that would have an unprecedented national impact on gender equality and, in particular, on the reduction of violence against women in Chile. In the area of gender violence, this issue was included in the SDG localization project, led by the Resident Coordination Office, and has meant that Easter Island has developed, with technical assistance from UN Women, a Community Plan on Gender Violence that will address this problem on the island, with high rates of violence against women and girls and legislation that is less punitive than national legislation. On climate change, UN Women is leading the project "Gender and Climate Change, an interagency and intergovernmental initiative that aims to include a gender perspective in the gender plans of the COP and the countries of the region. The project focuses on generating data in sectors that lack statistical information for decision-making, strengthening the capacities of institutions associated with climate change and generating discussion to make progress and challenges visible. UN Women has contributed significantly to strengthening institutional capacities to mainstream the gender approach, consistent with the Beijing Platform for Action, through direct support to government, civil society and collaborative work with the United Nations System. It has signed 12 memorandums of understanding with the government to mainstream the gender approach in the State. As a result of these agreements, 1,200 public officials have received training on gender, public policies and gender violence. UN Women is supporting the design of emblematic policies and reforms such as the National Care System, Public Security and Migration. UN Women has collaborated with civil society to publicly position the gender agenda in the framework of the discussion of the new constitution, through the generation of knowledge and direct work with women in the territories. With the United Nations System, it developed the 2023-2026 cooperation framework that includes a gender pillar, a fact highly valued by the government, based on the feminist approach of President Boric.
