    Outcome insights and achievements

Outcome progress note for the year

By 2026, gaps in key socio-economic indicators are reduced, reflecting greater gender equality and progress in the empowerment of youth, women and girls, and other vulnerable groups, including in humanitarian contexts. (Outcome 2.2 /UNSDCF)

Key result for the reporting period are : A new law on organisation of the Civil Status Registration System was adopted: Cameroon has adopted the Law No. 2024-016- of 23-12-2024 on the Organization of the Civil Status Registration System in Cameroon. This law provides in particular for the electronic registration of civil status events in addition to the paper registration practiced to date. This new method of electronic registration of civil status events is likely to limit in the long term the use of supplementary judgments for the reconstitution of civil status documents and also to reduce the rate of non-registration of the birth of children in Cameroon. A new law on violence against women and girls underway : The MINPROFF is about to fill a large gap in the legal instruments for the protection of women and girls in Cameroon thanks to the financial and technical support provided by UN Women in the development of the preliminary draft law on violence against women and girls. This document was presented by MINPROFF to the Prime Minister and amended by the technical review committee, for transmission to the Minister of Justice, responsible for technical validation before submission to the National Assembly. Enhanced VBG Coordination mechanism : A robust coordination mechanism for addressing GBV is established in the municipalities of Babadjou, Dschang, Loum, Njombe-Penja, Bafia and Ombessa, thanks to the capacity building sessions for government and CSO actors on GBV case management which resulted in improved collaboration among various stakeholders, regular coordination meetings and enhanced response to GBV incidents. Improved mainstreaming of gender in humanitarian action in the decentralization process : The municipal development plan of Babadjou, Dschang, Loum, Njombe-Penja, Bafia and Ombessa has integrated the humanitarian assistance to women IDPs and fight against GBV, following the consultation workshop organized in Bafia on Humanitarian Action and Strategies to meeting the needs of IDPS, in collaboration with the MINPROFF and the Ministry of Decentralization and Local Development (MINDDEVEL) in December 2023, with the participation of 40 (31 men and 09 women) Mayors and elected officials of the 5 Municipalities of Bafia, Ombessa, Loum, Njombe-Pendja and Dschang. The objective of the workshop was to improve GBV protection skills of Local Authorities in Humanitarian intervention for effective support to IDP women and girls survivors of GBV, as such, they know how to provide holistic support and protection to GBV survivors in Humanitarian context. Increased resilience for GBV survivors : A total of 1653 GVB survivors, comprising 150 for Babadjou, 171 for Dschang, 356 for Bafia, 176 for Ombessa, 800 for Loum and Njombe Penja, have increased their resilience thanks to the psychosocial support received in safe spaces created for the project activities. The main issues presented were rape, psychological abuse, child marriage, sexual assault and physical abuse. The safe spaces are located at the Social Center in some locations (Babadjou, Loum and Ombessa) and in the Women Empowerment Centre in other locations (Dschang, Njombe-Penja and Bafia). Improved GBV risk mitigation among IDPs : 500 vulnerable women and GBV survivors have increased their economic well-being and can now support the needs of their families thanks to the economic support received, consisting of capacity enhancement in bookkeeping and basic accounting for small scale business, accompanied with livelihood kits for 463 beneficiaries distributed in accordance with their Business Plans and a cash transfer with the money deposited in a financial institution for 37 beneficiaries who received a booklet handed to them for efficient use. Vulnerable women Empowerment and Leadership: In Babadjou, Dschang, Loum, Njombe-Penja, Ombessa and Bafia, 500 women and girls from both IDP and host communities have undergone capacity-building sessions on disaster risk reduction, self-protection, leadership, psychological and physical first aid to increase their protection and their ability for safe participation to humanitarian action. Community engagement in the protection of IDPs: UN Women created community emulation among women and men members of WLOs and RECOPs for the prevention and response to GBV as well as support for IDPs in the West, Littoral and Centre regions. Actually, 120 women and girls are actively leading community mobilization efforts to combat GBV and preserve peace and security. Improved management of menstrual hygiene : 20500 young girls and GBV survivors have improved management of their menstrual hygiene following the distribution of dignity kits made up of sanitary pads, Female cotton underwear, detergent powder, bucket, loin cloth, bathing slippers, toothbrush, toothpaste, bathing soap, cotton towels and soap in the South-West, North-West, West, Littoral, Centre, East and Far-North regions. Also, young girls and women have good facilities for menstrual hygiene management in Bafia following the construction of 2 gender latrines in collaboration with CAMYOSFOP. 16815 individuals (7613 women, 5319 girls, 2146 men and 1737 boys), among them 68 PWD, in Dschang, Babadjou, Loum, Njombe-Penja, Bafia and Ombessa have increased their understanding of the concept of GBV, peace, social cohesion, DRR and gender in emergency during the door-to-door sensitization, community dialogues and radio talk using IEC materials. Improved quality service for GBV survivors and vulnerable women: There is an increased capacity for MINPROFF to render quality psychosocial support, litterecy and vocational training to vulnerable women and girls thanks to the women empowerment and family center constructed in Kekem in collaboration with UNDP.
